The meeting was called to order at 9:03 A.M.
BOARD MEMBERS PRESENT: Acting Chairman Dennis Van Daele, James Boyd, James Coyne, Bob Brown, and Don Deloose
STAFF PRESENT: Phil Tunnicliff, Gregory Thorpe
A reading of procedures was handled by staff.
A motion was made to approve the November 17, 2021 minutes. The motion was made by Mr. Coyne, and seconded by Mr. Brown. A voice vote was taken, motion carried.
CASE: AP-21-401
BRISCOE FINANCIAL APPEAL
The Rock Island County Zoning Board of Appeals held a public hearing at the request of BRISCOE FINANCIAL (owner – a corporation, President, Jason Briscoe, PO Box 771, Minooka IL 60447) to appeal the Zoning Administrators interpretation of the Rock Island County Code of Ordinances related to the use of a property in a R-1, Single Family Dwelling District, for transient occupancy. All Board members have had a chance to review the brief submitted by the appellant’s attorney. A motion was made to uphold the Zoning Administrator’s decision by Mr. Boyd and seconded by Mr. Deloose. The vote was as follows: Acting Chairman Van Daele – Yes; Mr. Boyd – Yes; Mr. Coyne – Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried.

JOHN PETTIT SPECIAL USE
The Rock Island County Zoning Board of Appeals held a public hearing at the request of the JOHN V PETTIT TRUST (owner) to consider a Special Use Permit for a Density Increase, in an, AG1, Agricultural Preservation District. There were no objectors present. A motion was made to approve the request by Mr. Brown and seconded by Mr. Boyd. The vote to approve the request was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne -- Yes; Mr. Deloose -- Yes & Mr. Brown – Yes. Motion carried.

SUBSURFACE HDD SPECIAL USE
The Rock Island County Zoning Board of Appeals held a public hearing at the request of SUBSURFACE HDD, LLC (petitioner) on behalf of KARI SEARL (owner) to consider a Special Use Permit for Commercial Storage, in an, AG2, General Agricultural District. There were no objectors present. A motion was made to approve the request by Mr. DeLoose and seconded by Mr. Coyne. The vote to approve the request was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried.

TIM SAATHOFF REZONING
The Rock Island County Zoning Board of Appeals held a public hearing at the request of TIMOTHY SAATHOFF (owner) to consider a rezoning from AG-1, Agricultural Preservation District to AG-2 General Agricultural District. There were no objectors present. A motion was made to approve the request by Mr. Boyd and seconded by Mr. Brown. The vote to approve the request was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried.
The following Finding of Facts from November 17, 2021 were approved with a motion by Mr. Coyne and second by Mr. Boyd. A voice vote was taken, motion carried.

Our next hearing will be January 19, 2022. There is one case currently scheduled.
