NEW BUSINESS 

1. Resignation Acceptance of Officer George Pullen (Darren Gault, Police Chief)

Explanation: Officer George Pullen submitted his resignation effective July 18, 2022

Staff Recommendation: Staff recommend acceptance of the resignation of George Pullen as  presented. 

2. Authorization to Fill Police Officer Vacancy

Explanation: Due to the resignation of Officer George Pullen there is a vacancy in the rank of Police Officer.

Staff Recommendation: Staff recommend approval to fill the vacancy created at a date to be  determined. 

3. Police Officer Probationary Appointment (Darren Gault, Police Chief)

Explanation: Rodnel Eldor, number two candidate on the current Police Officer Eligibility Register,  has successfully completed the background investigation process. The remaining pre-employment requirements are pending as of the posting of this agenda. All pre-employment requirements will be completed by the date of the regularly scheduled meeting. 

Staff Recommendation: Staff will provide recommendation to the Board at the regularly scheduled  meeting pending the results of pre-employment requirements. 

4. Police Eligibility Register Removal

Explanation: Sean Hackett, number one candidate on the current Police Officer Eligibility Register, requested removal from the register in his email dated Monday, August 1, 2022 to Elizabeth McKenzie.

Staff Recommendation: Staff recommend the removal of Sean Hackett from the current Police  Officer Eligibility Register.

5. Fire Eligibility Register Removal (Jeff Snyder, Fire Chief)

Explanation: Geoffrey Moyer, number twenty-one candidate on the current Firefighter/Paramedic  Eligibility Register, requested removal from the register in his email dated Tuesday, July 19, 2022 to  Elizabeth McKenzie.

Staff Recommendation: Staff recommend the removal of Geoffrey Moyer from the current Firefighter/Paramedic Eligibility Register.

6. Fire Eligibility Register Removal (Jeff Snyder, Fire Chief)

Explanation: Cade Wilke, number seven candidate on the current Firefighter/Paramedic Eligibility  Register, requested removal from the register in his email dated Monday, July 25, 2022 to Elizabeth McKenzie.

Staff Recommendation: Staff recommend the removal of Geoffrey Moyer from the current Firefighter/Paramedic Eligibility Register.

7. Deputy Fire Chief Eligibility Register Certification (Jeff Snyder, Fire Chief)

Explanation: The results of the most recent promotional process have been compiled and are  presented for certification.

Staff Recommendation: Staff recommend certification of the Deputy Fire Chief Eligibility Register  as presented.

8. Deputy Fire Chief Promotion (Jeff Snyder, Fire Chief)

Explanation: Fire Lieutenant Kristopher Johnson is the highest ranked candidate on the certified Fire Deputy Chief Eligibility Register. 

Staff Recommendation: Due to a vacancy in the rank of Deputy Chief, staff recommend and request approval of Kristopher Johnson’s promotion to the rank of Deputy Fire Chief effective August 28,  2022. He shall serve a minimum six-month probationary period at his new rank. 

9. Fire Lieutenant Promotion (Jeff Snyder, Fire Chief)

Explanation: Fire Engineer Jerry Sottos is the next qualified candidate on the certified Fire Lieutenant Eligibility Register. 

Staff Recommendation: Due to a vacancy in the rank of Lieutenant, staff recommend and request  approval of Engineer Sottos’ promotion to the rank of Lieutenant effective August 28, 2022. He shall  serve a minimum six-month probationary period at his new rank. 

10. Resolution to amend BOPFC Resolution 0001-2022 (Leah Miller, Human Resources Director)

Explanation: Resolution 0002-2022 is presented to amend the current short-term waiver of the  requirement that firefighter/paramedic applicants who take the written exam for the position prior to  August 1, 2022 must submit their CPAT card prior to completing the written exam.

– Draft under review by legal, in the event modifications are made during legal  review a physical copy with said changes will be presented for consideration at the meeting. 

Staff Recommendation: Staff request the approval of Resolution 0002-2022. 

11. Amendments to the Board of Fire and Police Commission Rules and Regulations (Darren Gault,  Chief of Police)

Explanation: In order to implement a lateral hiring police program, as previously discussed,  amendments to the Rules and Regulations are necessary. The suggested amendments are attached and  have been reviewed and approved by

- Draft under review by legal, in the event modifications are made during legal  review a physical copy with said changes will be presented for consideration at the meeting.

Staff Recommendation: Staff request the approval of the amended Rules and Regulations as  presented and reviewed by City Corporate Counsel. 

OTHER BUSINESS

PUBLIC COMMENT

Members of the Public are permitted to speak after standing and stating their names. Public comment  will be limited to 3 minutes per person, per subject. Commission response to public comment is not  required. 

Comments may also be emailed until the day of the meeting, no later than 2:00 p.m., to the Recording Secretary, at soleary@moline.il.us. Please type Public Comment in the Subject line and these comments will be read at the meeting.

EXECUTIVE SESSION

Pursuant to Section 2.06, 5ILCS 120/2 (c)(1) of the Open Meetings Act: The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body and Discussion  of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the  minutes or semi-annual review of the minutes as mandated.
