City of Aledo City Council met July 5.

Here are the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, JIM HOLMES, and CHRIS KOPP. Mayor CHRISTOPHER HAGLOCH. Alderman LINDA SARABASA was excused.

Also present was CHRISTOPHER SULLIVAN, City Administrator / Chief of Police; JUSTIN BLASER, Director of Public Works & Utilities; and JAROD DALE, City Clerk.

The media was represented by Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

Public Comment: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: No Report

Public Works Activity Report:

• Streets: Daily checks, tasks, JULIES, and work orders continue. Patching streets; work orders. The oil tank works really well. This was a great purchase and saves a ton of downtime and manpower.

• Gas: Daily checks, tasks, JULIE’s, inspections and finals continue. The SW 3rd Ave project is progressing nicely and on schedule. Looks like they will be finished the second or third week of July. Repaired one gas leak, repair one meter set. Continue to map gas valves.

• Water: Daily checks, tasks, Julie’s and work orders continue. Continue to paint hydrants and repairing curb boxes; the W/WW Superintendent and W/WW Worker have been meeting to review, list, and prioritize projects and tasks that the division can work on after W/WW Superintendents last day of employment on July 8th.

• Cemetery: Daily tasks continue. Three funerals in the past two weeks; repaired stones and foundations; mowing and weed eating.

• DPW: Work mainly consisted of getting back to projects, inspections, and personnel items. DPW has been in-contact with the Department of Natural Resources to enter into a Public-Coop Fisheries Management Agreement for Sponsler’s pond. The Coop agreement is a basic template that requires the public entity to allow free fishing access to their water body, and the IDNR Fisheries will provide fish management services such as fish stocking, harvest regulations, surveys and vegetation control. With a Coop Agreement in place, this work by IDNR Fisheries is covered under US Fish and Wildlife Service Federal Aid that is provided to the State of Illinois by licensed anglers. A draft agreement is expected soon. The NE 6th Ave street resurfacing is scheduled for July 7th & 8th. The NW Street Resurfacing Project (MFT) was finally returned with approval from IDOT. Hutchison Engineering is currently advertising, with the bid opening set for July 22nd. Also, staff is finishing up cost estimates for East Main Street Extension, SE 2nd Ave Reconstruction, & the NW 9th Ave Multi-Purpose Pathway Project. Hutchison and DPW are scheduling the next steps for the Safe Routes to School Project. We are trying to schedule the required coordination meeting as soon as possible, as IDOT is very slow in processing their own required items to be able to proceed.

Aledo Police Department Activity Report: No Report.

Administrative Report: CITY CLERK Dale provided reports regarding utility billing and payroll for the month of June, 2022. CITY CLERK provided highlights for city social media which include: 4th of July; Mercer County Fair; Small Business Spotlight; Cinema@Central; Aledo Public Pool & NE 6th Avenue Resurfacing Project.

CITY CLERK provided quarterly reports for the 2nd quarter of 2022. Sales tax received in April, May, and June reflected an increase from the prior year. Building permits issued in the 2nd quarter were also provided to the City Council as informational.

The Joint Review Board (JRB) to convene on Thursday, July 21st at 10:00 AM to review the 2021 Annual Tax Increment Financing (TIF) Report. Letters have been sent out to each of the respective taxing bodies inviting those entities to attend.

City Staff held a retirement party for Utility Billing Clerk Rose Bodeen on June 30th. A luncheon was provided at City Hall and an open house was held afterwards inviting the public to attend. The City of Aledo would like to thank Rose for her 22 years of dedicated service to the citizens of the City of Aledo.

Mayor’s Report: MAYOR Hagloch highlighted on the festivities for the July 4th events in Central Park. MAYOR noted there were 148 participants in the Dr. Ford’s Frog Race. The Exchange Club, Mercer County Jaycee’s, and American Legion all helped in running the event this year. The Community Band also played in the Bandshell afterwards for the attendees to enjoy. The day ended with the Aledo Fireworks Display at the Mercer County fairgrounds.

Committee Report: ALD. Chausse reported an Ordinance & Police Committee meeting was held on Monday, June 27, 2022 at 6:00 o’clock p.m. in the City Council Chambers.

The Committee discussed a squad vehicle leasing program, police department staffing, body camera program, and received a progress report on the expungement of cannabis records per state requirement.

The Special Projects Committee to convene on Thursday, July 28th at 6:00 o’clock pm in the City Council Chambers to continue discussion regarding downtown holiday decorations. CITY CLERK Dale to notify the members via email and confirm those able to attend. Confirmation to be announced at the 7/18 City Council meeting.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN DIXON to approve the following consent agenda items:

• Approval of Minutes of the Regular Meeting of June 20, 2022.

• Approval of Finance Invoice Listing – AP12.

• Approval of the Resignation with Regret of Jacob Frieden as Water / Wastewater Superintendent in the Public Works & Utilities Department effective July 8, 2022.

• Approval of Repairs to the Gas Division 6-2 Truck in the amount of $10,709.04.

A Roll Call vote was recorded as follows:

YES: Bertrand, Chausse, Cooper, Dixon, Doherty, Holmes, and Kopp. NO: None. Motion carried. 7 yeas, 0 nays.

ACTION ITEMS:

ORDINANCE NO. 15, SERIES OF 2022; AMENDING TITLE 1, CHAPTER 19, SECTION 7 OF THE CITY CODE REGARDING THE PURCHASE LIMIT FOR THE CITY ADMINISTRATOR: (FIRST READING)

Section 1-19-7 of the Aledo City Code entitled “Powers and Duties with Regard to Fiscal Matters” is hereby amended as follows (additions are indicated by bold/underline and deletions by strikeout):

(D) The administrator shall act as purchasing agent for the city within the limitations and under conditions as periodically established by the city council and shall make, in the ordinary course of business, all purchases of materials and supplies necessary for the city as provided in the annual appropriation ordinance; provided, however, that for purchases of more than five ten thousand dollars ($510,000.00), the administrator shall first procure the city council's approval before making such purchases, and in all cases the administrator shall comply with all applicable statutory and municipal ordinance provisions regulating the solicitation and award of bids.

The second reading to be held on Monday, July 18, 2022 at 6:30 o’clock pm in the City Council Chambers.

RESOLUTION NO. 30R, SERIES OF 2022; APPROVING CASH FARM LEASE AGREEMENTS BETWEEN THE CITY OF ALEDO AND RICK GILLESPIE: (TABLED 06/06/22)

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to remove from the table and approve Resolution No. 30R, Series of 2022; Approving Cash Farm Lease Agreements between the City of Aledo and Rick Gillespie, by renewing the leases of the Lagoon Property / 6 tillable acres ($1,000.00/each year) and the Cemetery Property / 4 tillable acres ($300.00/each year) for a period of two years (2022 and 2023 crop years) with terms ending on February 28, 2024. A Roll Call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Doherty, Holmes, Kopp, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 35R, SERIES OF 2022; APPROVING AN AGREEMENT FOR PROFESSIONAL SERVICES FOR PREPARATION OF PLANS AND BID ADMINISTRATION FOR SEWER MAIN REPLACEMENT:

The City of Aledo has been experiencing problems with the sanitary sewer main in the alley of the 100 block of west main street. The main runs north and south between west main street and SW 2nd St. It is an old clay tile main with multiple slipped joints and bad taps. The replacement includes approximately 170’ of 6” pipe, two manholes, and 12 taps.

Hutchison Engineering has submitted an agreement to perform survey, design, permitting, bid administration, and construction inspection for the project in the not-to exceed amount of $25,000.00. Once the design is completed, City Staff will submit to IEPA for permit approval. Once returned, it will be advertised for bids.

DPW Blaser reported this project was not specifically budgeted, however, staff included $75,000 between hydro cleaning and sewer lining in the CIP that can be used for this project.

Motion was made by ALDERMAN DOHERTY and seconded by ALDERMAN HOLMES to approve Resolution No. 35R, Series of 2022; Approving an Agreement for Professional Services for Preparation of Plans and Bid Administration for Sewer Main Replacement by Hutchison Engineering, Inc. in an amount not to exceed $25,000.00. A Roll Call vote was recorded as follows:

YES: Cooper, Dixon, Doherty, Holmes, Kopp, Bertrand, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

MOTION APPROVING THE HIRING OF ELLIE LOWER AS A FULL-TIME WATER/WASTEWATER WORKER IN THE PUBLIC WORKS & UTILITIES DEPARTMENT:

ALD. Chausse voiced a point of order and requested the City Council go into Closed Session and requested an approval of the motion be held off until afterwards. MAYOR Hagloch noted the request and moved to the next order of business.

OLD BUSINESS: ALD. Chausse inquired on the status of the Aledo Cemetery Policy for the 7th Addition. It was reported the Cemetery & Cable T.V. Committee convened on May 09, 2022 with the Committee requesting the policy be brought forward to the City Council for final approval. The draft policy would allow for headstone, monuments, and flat grave markers with aprons in 7th Addition lots both east and west of the center line of the vacated SE 6th Avenue of the Aledo Cemetery. DPW Blaser noted the request and to bring before the City Council for final approval.

NEW BUSINESS: No Report.

CLOSED SESSION:

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN COOPER to adjourn to closed session to discuss:

• Personnel Section 2(c)(1) Open Meetings Act.

A Roll call vote was recorded as follows:

YEAS: Dixon, Doherty, Holmes, Kopp, Bertrand, Chausse, and Cooper. NO: None. Motion carried. 7 yeas, 0 nays. The meeting was recessed to closed session at 6:41 P.M.

RECONVENE IN OPEN SESSION:

City Council reconvened in open session at 6:55 P.M. Roll call was taken with the following answering present: ALDERMEN BERTRAND, CHAUSSE, COOPER, DIXON, DOHERTY, HOLMES, and KOPP, as well as, MAYOR HAGLOCH, ADMINISTRATOR SULLIVAN, DPW BLASER, and CITY CLERK DALE.

MOTION APPROVING THE HIRING OF ELLIE LOWER AS A FULL-TIME WATER/WASTEWATER WORKER IN THE PUBLIC WORKS & UTILITIES DEPARTMENT:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN COOPER to approve the hiring of Ellie Lower as a Full-time Water/Wastewater Worker in the Public Works & Utilities Department effective August 8, 2022. A Roll Call vote was recorded as follows:

YES: Doherty, Holmes, Kopp, Bertrand, Chausse, Cooper, and Dixon. NO: None. Motion carried. 7 yeas, 0 nays.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN COOPER that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:57 P.M.
