City of Aledo City Council met Aug. 15.

Here are the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building. MAYOR HAGLOCH called the meeting to order at 6:35 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, JAY DOHERTY, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman JAY DOHERTY was excused.

Also present was CHRISTOPHER SULLIVAN, City Administrator / Chief of Police; JUSTIN BLASER, Director of Public Works & Utilities; and JAROD DALE, City Clerk.

The media was represented by Ty Taylor, WRMJ.

COMMITTEE OF THE WHOLE

Public Comment: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Special event / Street Closure Request: Antique Day’s & Car Show – Aledo Main Street to be held on Saturday, August 27, 2022.

Public Works Activity Report:

• Streets: Daily checks, tasks, JULIES, and work orders continue. Spray weeds; run patch machine; trim trees.

• Gas: Daily checks, tasks, JULIE’s, inspections and finals continue. Calibrate CGI’s; assist the water division with valve box repairs; install Pink Door building meter set; read meters.

• Water: Daily checks, tasks, Julie’s and work orders continue. Hydrant painting; jet multiple sewers; install new manhole lid at south lagoon; fix valve boxes and shut off valves; installed new manhole and frame at SE 2nd Ave & 6th St. The new W/WW Worker started on 8/8.

• Cemetery: Backfill graves; mow and weed eat.

• DPW: Met with Henderson County Highway to review the Cemetery road chip seal project. They will be on site 8/17 pending no funerals. Met with Hutchison to coordinate plan sheets for the Knox Alley, Met with HDR to coordinate plan sheets for the sidewalks at Cheers on Main and the Law Office building. The topographic survey is complete and the scope of work is identified. DPW working on an RFP for Monument Park Sidewalks, that will be advertised as soon as possible. Other work consisted of newsletter article first draft; RMA parcel division; truck decals; (hope to have done in the next week) 353 meeting; Jaycee Park work day coordination. We have set Fall Clean Up days for the week of October 17th. Items need to be at the curb by 4:00am Monday, October 17th.

Aledo Police Department Activity Report: CHIEF Sullivan reported Officer Marcus Harris graduated from the Basic Police Academy on Friday, August 12th, 2022. He began field training on Monday, August 15th. The Department will be at full staffing on the street upon Harris completion of the field training program.

The delivery of the Chevrolet Tahoe squad car which was ordered in May is anticipated in September.

The replacement of the old concrete apron that forms the driveway for and the approach to the Police department is on the agenda as an action item. If the Council approves the only bid which was submitted to the City in response to the RFP, we hope to have the project completed prior to it being a problem in cold and icy weather this coming winter.

Clark Signs has begun the process of marking the Public Works vehicles. The squad cars operated by the Police department will be done when Clark has finished the PW vehicles.

Administrative Report: ADMINISTRATOR Sullivan reported the property at 303 NE 5th Avenue was brought to the Department’s attention at the August 1, 2022, City Council Meeting. The issues have been addressed. The Department inspected the property and citations were issued for several code violations, including an abandoned vehicle. The property owner has since cleaned up his yard, removed unsightly weeds, removed the trash, junk, and the old tire. The abandoned vehicle has been properly licensed, was moved from the yard into the driveway, and is in good operating condition at this time.

104-108 SW 3rd Street, Aledo, IL – CHIEF Sullivan and DPW Blaser reported the property has been inspected and will be going back to the property owner. This property is an on going issue and the tenant/owner have had multiple court appearances over the code issues. Next step will be for the City to file in the Circuit Court and a lien filed to clear the property.

109 SW 2nd Street, Aledo, IL – CHIEF Sullivan reported improvements to the property owned by Jordan Clark, Third Arrow Properties, LLC, are near completion. The siding and roof projects are completed. Windows have been ordered but shipment takes longer then expected with the current economic climate in the U.S. An extension to his redevelopment agreement was granted to Mr. Clark earlier this year by the CITY COUNCIL with the deadline set for August 27, 2022.

City Treasurer’s Report: The Treasurer’s Reports for June, 2022 and July, 2022 have been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch reported the City of Aledo has been awarded $3 million in state funding from the Illinois Department of Commerce and Economic Opportunity (DCEO) to complete capital improvements to Downtown Aledo.

The grant funding, which Illinois Governor JB Pritzker announced on August 15th in conjunction with the DCEO, would go towards the creation of a new market area and so called pedestrian spine connecting Main Street to Central Park.

Committee Report: ALD. Cooper reported the Joint Public Property, Streets & Sidewalks and Tax Increment Financing (TIF) Committee met on August 8, 2022. The Committee discussed the sale of Lot 11 in Progress Park 2nd Addition; Subdivision of property located at 706 NW 5th Avenue; review of bid for concrete work at the Aledo Police Department and Public Works Building; and signage at Sponsler’s Subdivision Pond.

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN KOPP to approve the following consent agenda items:

• Approval of Minutes of the Regular Meeting of August 01, 2022.

• Approval of a Cemetery Policy in the 7th Addition of the Aledo Cemetery.

• Approval of Special Event / Street Closure: Antique Day’s & Car Show – Aledo Main Street to be held on Saturday, August 27, 2022.

A Roll Call vote was recorded as follows:

YES: Bertrand, Chausse, Cooper, Dixon, Holmes, Kopp, and Sarabasa.

ACTION ITEMS:

ORDINANCE NO. 17, SERIES OF 2022; PROVIDING FOR ANNEXATION OF PROPERTY OWNED BY FIRST BAPTIST CHURCH OF ALEDO, ILLINOIS. (FIRST READING):

The First Baptist Church of Aledo, Illinois, purchased property which was formerly farm land. The property is located directly east of the current church facilities, on the east side of NE 7th Avenue. The property is not currently located within the corporate limits of the City of Aledo.

First Baptist Church intends to develop the property in the future. They indicated a plan to make additional parking areas on the property in the immediate future. There is a possibility the Church will also construct buildings on the property at some time.

First Baptist Church has submitted an annexation petition to the City of Aledo. Their attorney, Karl Bredberg, worked with City Attorney Walton. An annexation plat has been prepared by the Church’s engineer, Martin Herman.

RESOLUTION NO. 38R, SERIES OF 2022; ACCEPTING BID AND AWARDING A CONTRACT FOR CONCRETE WORK AT THE ALEDO POLICE DEPARTMENT AND PUBLIC WORKS BUILDING 200 NE 2ND AVENUE IN THE AMOUNT OF $46,960.00:

The City of Aledo issued a request for proposals (RFP) for concrete. The RFP was for the removal and replacement of the concrete apron at the Police Department and Public Works Department building located at 200 NE 2nd Street. Responses to the RFP were accepted until 4:30 p.m. on Monday, August 1, 2022. The sealed bids were to be opened at the City Council meeting that evening at 6:30 p.m.

One single bid was submitted. The bid was from Skinner Landscaping of Aledo, Illinois. The amount of that bid was $46,960.00.

The bid for the concrete work in the RFP was sent to a joint meeting of the Properties and TIF committees. That meeting was held on the evening of Monday, August 8, 2022. The committee members moved to send the bid to the full City Council for approval of a contract with Skinner Landscaping at the August 15, 2022 meeting.

Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN SARABASA to approve Resolution No. 38R, Series of 2022; Accepting Bid and Awarding a Contract for Concrete Work at the Aledo Police Department and Public Works Building at 200 NE 2nd Street to Skinner Landscaping, Inc. in the amount of $46,960.00. A Roll Call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Holmes, Kopp, Sarabasa, and Bertrand. NO: None. Motion carried. 7 yeas, 0 nays.

RESOLUTION NO. 39.2R, SERIES OF 2022; APPROVING AN AGREEMENT FOR PROFESSIONAL SERVICES WITH HUTCHISON ENGINEERING, INC. FOR PRELIMINARY AND GRANT APPLICATION SERVICES:

ITEP Applications for the FY 2023 selection are due by the end of September. To date, the City has been successful on our last two applications. The SE 3rd St. and SE 8th Ave Multipurpose Pathways.

Staff has discussed internally on where the next section of the multipurpose pathway would, or could be. Staff direction has concluded on a pathway on SW/NW 9th Ave, from SW 6th St. (Intermediate School) to NW 6th Street (MC Hospital).

Staff reasoning is noted this would allow the City to connect the two pathways, the Safe Routes to School Grant sidewalk and existing 6th street sidewalk from South College to the Intermediate School together, and extend a pathway to the north along 9th Ave.

Hutchison Engineering has submitted an agreement for Preliminary Engineering Services and grant application services for this project in the amount of $11,500.00.

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN COOPER to approve Resolution No. 39.2R, Series of 2022; Approving an Agreement for Professional Services with Hutchison Engineering, Inc. for Preliminary and Grant Application Services for a cost not to exceed $11,500.00. A Roll Call vote was recorded as follows:

YES: Cooper, Dixon, Holmes, Kopp, Sarabasa, Bertrand, and Chausse. NO: None. Motion carried. 7 yeas, 0 nays.

OLD BUSINESS: ALD. Kopp inquired if city staff have reviewed a policy allowing golf carts in the Aledo Cemetery and if those carts are allowed to drive off the roadway onto grave space lots and monument areas. MAYOR Hagloch reported City staff to have signage established addressing rules and guidelines while visitors are in the Cemetery.

NEW BUSINESS: No Report.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:44 P.M.
