City of Colona Committee of the Whole met March 27.

CALL TO ORDER: The meeting was called to order at 6:26pm.
ROLL CALL: Acting Mayor Painter, Attorney Wright, Clerk Hergert, Aldermen Swemline, Shady-Dahl, Barrett, Lack, and Stablein were present. Alderman Cole was absent.
STAFF PRESENT: Jen Legare (Finance Director) and Mike Stephens (Public Works Director) were present. Chief Mike Swemline (Colona Police Chief) and Rich Holman (Economic Development Administrator) were absent.
PUBLIC COMMENT: NONE
MAYOR'S REPORT: Move to Council Agenda- Discuss/ Approve Ordinance- Removing committee meetings and retaining Committee of a Whole, due to time constraints for the amount of meetings.
APPROVAL OF MINUTES:
1. Alderman Stablein made a motion to approve the Monday, February 27, 2023 Committee of the Whole minutes. Alderman Lack seconded. Discussion offered, hearing none. Roll Call: Aldermen Stablein, Swemline, Lack, Painter, Shady-Dahl, and Barrett voted yes. Alderman Cole was absent. Motion passed 6 yes, 1 absent.
2. Alderman Lack made a motion to approve the Monday, March 13, 2023 Committee of the Whole minutes. Alderman Stablein seconded the motion. Discussion offered, hearing none. Roll Call: Aldermen Stablein, Swemline, Lack, Painter, Shady-Dahl, and Barrett voted yes. Alderman Cole was absent. Motion passed 6 yes, 1 absent.
ECONOMIC DEVELOPMENT COMMITTEE: The next meeting will be Tuesday, April 18, 2023 at 6:00pm.
March meeting was canceled due to illness.
FINANCE/ADMIN COMMITTEE: The next meeting will be Thursday, April 6, 2023 at 3:30pm (date was changed because of voting April 4, 2023).
• Public Hearing Monday, April 10, 2023- Proposed Budget FY 2023-2024. See Jen if you have any questions before the hearing.
• City banking relationships, FDIC insurance coverage, pledged securities. BankOrion sent a letter stating they are financially sound (we have CD). What we have is over the $250,000 FDIC insurance, they pledged securities to cover the balance over that. The bulk of our funds are at Black Hawk Bank, we were assured they are a very sound bank and pledge securities over our $250,000 balance.
PUBLIC SAFETY COMMITTEE: The next Public Safety Committee meeting is Thursday, April 27, 2023 at 2:30pm.
• Move to Council Agenda- Discuss/ Approve 5-2-4-6- Keeping Junk Restricted- Adding language for abatement by City, and removal costs (parts C and D).
• Minutes were read from March 23, 2023 meeting.
PUBLIC WORKS COMMITTEE: The next Public Works Committee meeting will be Thursday, April 20, 2023 at 5:00pm.
Minutes were read from March 16, 2023 meeting.
CLOSED SESSION: NONE
ADJOURNMENT: Motion to adjourn by Alderman Stablein, seconded by Shady-Dahl. Unanimous vote to adjourn by all present. Committee of the Whole meeting adjourned at 6:48pm.
