Mayor Rayapati called the meeting to order at 6:01 p.m. in Council Chambers. Approval of Remote Electronic Attendance

Alderperson Moyer, seconded by Alderperson Timion, moved to approve the remote electronic attendance of Alderperson Schmidt. Motion passed on roll call with the following vote: ayes: Alderpersons Moyer, O’Brien, Waldron, Schmidt, Williams, Macias, and Timion; nays: none.

Board Appointments

Mayor's appointment of Kate Schaefer to the Library Board to fill the unexpired term of Sue Blackall to expire May 31, 2024.

Public Comment

Brian Dockery requested that the Riverstone property, proposed for rezoning, remain industrial. Should there be future development of the property, rezoning could be addressed at that time.

Questions on the Agenda

Item 4.1, “Civilian Service Awards,” has been pulled by staff so that award recipients may attend at a later date.

Item 12.1, “Approval of COW-Council Minutes of April 11, 2023,” has been pulled due to a scrivener’s error and will appear on the April 25, 2023 agenda.

Item 17.1, “Resolution for Special Event Application,” has been pulled by staff in order to revise the parade route and will appear on the April 25, 2023 agenda.

Agenda Items

7.1 A Resolution authorizing the Chief of Police, on behalf of the City of Moline, to terminate the existing contract with Axon Enterprise Inc. in order to accept and execute a new five-year contract with Axon Enterprise, Inc. for in-car and body-worn camera systems for the police department in the amount of $1,500,000. Darren Gault, Chief of Police, explained that the quality of these cameras is extremely important, and Axon is the number one company in the market. The fleet contract expires this summer, and staff recommends bundling products at a 20 percent discount. A motion was made by Alderperson Waldron to approve. Seconded by Alderperson Williams. Discussion had. Motion passed on roll call with the following vote: ayes: Alderpersons Moyer, O’Brien, Waldron, Schmidt, Williams, Macias and Timion; nays: none.

Second Reading Ordinances

13.1 3013-2023 An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances increasing the number of Class C licenses in the City at the request of RIYA1 LLC, d/b/a Gasland.

Resolutions

14.1 1085-2023 A Resolution authorizing the Mayor and City Clerk to execute and attest to an intergovernmental agreement for participation in the Mutual Aid Box Alarm System (MABAS Master Agreement 2022) effective January 1, 2024.

Omnibus Vote

Alderperson O’Brien, seconded by Alderperson Moyer, moved to approve and adopt, by omnibus vote, these items. Motion passed on roll call with the following vote: ayes: Alderpersons Moyer, O’Brien, Waldron, Schmidt, Williams, Macias and Timion; nays: none.

Second Reading Ordinances

16.1 3014-2023 An Ordinance Amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances by enacting an amendment to Article 3, “ZONING”, Division 9 entitled “MOLINE CENTRE DISTRICTS,”; by enacting an amendment to Chapter 35, Article V (“SITE IMPROVEMENT AND PERFORMANCE STANDARDS”), Division 1, (“PARKING AND LOADING STANDARDS”), Section 35-5100 entitled “OFF-STREET PARKING AND CIRCULATION STANDARDS”; and by enacting an amendment to Chapter 3 (“ADVERTISING AND SIGNS”), Article 2 (“SIGNS”), Section 3-2105 (“SIGNS ALLOWED ON PRIVATE PROPERTY WITH OR WITHOUT PERMITS”), Table 3-2105.2 entitled “ALLOWABLE SIGN AREA AND SPECIFICATIONS PER LOT OF RECORD BY ZONING DISTRICT”; by enacting an amendment to the Zoning Map, incorporated therein as Section 35-3103 (Moline Centre Zone Map).

Adopted. Alderperson Moyer, seconded by Alderperson Timion, moved to approve Council Bill 3014- 2023. There was discussion. Ryan Hvitlok, Director of Community & Economic Development, explained that the River Stone property at 2310 3rd Avenue (referenced by Mr. Dockery in his public comment this evening) is currently zoned I-2 (which Riverstone has requested that it remain) and staff recommends the proposed rezoning for the site to GX-1 for the reasons referenced in the item explanation attached to the agenda. Discussion had. Alderperson Williams stated that he could not support the ordinance because he believes it would tie Riverstone’s hands. Motion passed on roll call with the following vote: ayes: Alderpersons Moyer, O’Brien, Waldron, Schmidt, Macias and Timion; nays: Alderperson Williams.

Non-Consent Agenda

First Reading Ordinances

18.1 3015-2023 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by amending the following locations: Extending Thirty-Sixth Avenue, north side, from Forty-First Street East from 40 feet to 80 feet.

18.2 3016-2023 An Ordinance amending Chapter 6, “RIGHTS-OF-WAY AND PUBLIC PROPERTY USES,” of the Moline Code of Ordinances, by repealing Chapter 6 in its entirety and enacting in lieu thereof one new Chapter 6 dealing with the same subject matter.

Miscellaneous Business

Mayor Rayapati shared: 1) there will be a farewell reception for outgoing council members on May 2nd; 2) neighborhood groups have planned clean-ups: 3) the City has been awarded, “2022 Tree City USA”; 4) Congressman Sorenson has chosen Moline’s application for lead service line replacement, and Mayor Rayapati is hopeful that the House will award this grant to the City; 5) the Nothing Bundt Cakes ribbon cutting will be on Friday at 9:00 am; 6) the Rooting Out Poverty Conference will be held on April 27th at the Rock Island Holiday Inn; 7) Lights On for Learning funding is in jeopardy due to overspending at the state level, and Mayor Rayapati has reached out to learn how the City might support the program.

Alderperson O’Brien encouraged the preservation of green space at the former McKinley School property.
