City of Lewistown Liquor Commission and City Council met May 23.

Here are the minutes provided by the commission:

LEWISTOWN LIQUOR COMMISSION

Commissioner Mayor Doug Lafary called the Lewistown Liquor Commission to order at 6:00 p.m. in the Council Chambers. 

PRESENT: Linda Helle, Sally Clark, John Spotloe, Mayor Doug Lafary, City Clerk Cindy Goddard, absent was Kevin Delmastro. 

BUSINESS: To Discuss liquor license for Lydia Hidalgo for Hometown Café of Lewistown. The Hidalgo's have three other liquor licenses at this time and have had no problems. They are planning on offering Monday thru Sunday beer, wine and margaritas. It is a family diner at this time using the previous menu. Johnny Hidalgo would like to open June 1. Motion by Alderperson Spotloe to send to the council to approve a liquor license for Monday thru Sunday for Hometown Café of Lewistown, second by Alderperson Helle, all agreed. 

Motion to adjourn by Alderperson Spotloe, second by Alderperson Clark at 6:06 p.m. 

LEWISTOWN CITY COUNCIL

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance. 

Invocation: Pastor Paul Walmsley 

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Public Works Director Evinn Palmer, and City Attorney Nathan Collins. 

DECLARATION OF QUORUM by Mayor Doug Lafary 

CLERKS REPORT/MINUTES: Cindy Goddard. 

Alderperson Long made a motion to approve the minutes of May 9, 2023, second by Alderperson Clark, the motion carried all ayes. 

Report- My question is regarding TIF does anyone have any property in the TIF district, I need it for a report. No aldermen or Mayor own property in TIF District, the only one is Attorney Nathan Collins and Collins Law Office is located in TIF district. 

TREASURER'S REPORT: Debbie Brown. Nothing at this time. 

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing. 

ENGINEER'S REPORT: Keith Plavec. No Engineer present. 

PUBLIC COMMENTS AND PETITIONS: Paul Walmsly says that his neighbor the one that was brought up last meeting is living in filth, not sure is they have any water or electricity. Bill Bradley here again regarding his neighbor (Negley) that the yard is a health hazard and dangerous. Mark Bixler is going to have a "Praise in the Park" evening at Porter Park on Saturday June 24 at 5:00 p.m. prayer then Christian Karaoke from 6- 8:00 p.m. food will also be available. 

COMMITTEE REPORTS: 

Finance/Insurance/Zoning – Alderperson Clark: Nothing to report. 

Sewer Alderperson Spotloe: Nothing to report. Alderperson Ward, wants it looks into how much gas is being used by each department. Would like it split up better on report. 

Streets & Allies - Alderperson Levingston: Nothing to report. 

Police/ESDA - Alderperson Ward: ESDA meeting was last week 16 people attended the Mayor reported. Next meeting is June 6 at 7:00 p.m. at City Hall. Mayor wants to get people back involved. 

Water Alderperson Miller: Bryant community was up to around 700,000 gallons of water after the tornado, usually around 300,000 gallons. Wants to have a water committee meeting before next meeting at 6:15 p.m. to discuss this. 

Utilities/Publications - Alderperson Long: Nothing to report. 

Public Buildings & Grounds - Alderperson Long: Nothing to report. 

Tourism - Alderman Miller: Next Thursday MIP starts on June 1 for 10 weeks. Jane Boyd night will have free desserts that night. Get ticket at food stand to get the dessert. Also adding Fulton County Arts Council, they will be set up, along with food stands and crafts. 

Tax Increment Financing - Alderperson Spotloe: Later in meeting. 

Citizens Committee - Amanda Smith not present. 

Christmas Committee - Kenny Haacke nothing tonight. 

WORKS DIRECTOR'S REPORT locations, moving on to jetting sewers after that. 

UNFINISHED BUSINESS: 

Evinn Palmer Director working on lead line 

1. Discuss/Act Upon the Ordinance approving and Authorizing the Execution of a TIF Redevelopment Agreement by and between The City of Lewistown and Mefail Mehmedi Motion by Alderperson Clark to approve the Ordinance for TIF Redevelopment between The City of Lewistown and Mefail Mehmedi (Countryside Family Restaurant) in the amount of $40,000.00 grant, second by Alderperson Long, roll call vote motion carried all ayes. 

NEW BUSINESS: 

1. Discuss/Act Upon Liquor License for Lydia Hidalgo for Hometown Café of Lewistown - Class B-2 Liquor License. Motion by Alderperson Ward, to approve a Class B-2 Liquor License for Lydia Hidalgo, Hometown Café of Lewistown, second by Alderperson Clark, roll call vote, motion carried all ayes. 

2. Appointment of Liquor Commissioners and Chairman - all current members -Mayor Lafary appointed Kevin Delmastro, Sally Clark and John Spotloe, motion by Alderperson Miller, second by Alderperson Long to accept the appointments, all ayes. 

3. Appointment of Zoning Board members - all current members - Mayor appointed Warren Potter, Jim Hinds, Dave Stell, Doug Tindall, and Linda Helle, motion by Alderperson Ward, second by Alderperson Spotloe, to accept the appointments, all ayes. 

4. Appointment of Illinois Municipal Retirement Fund Authorized Agent - Cindy Goddard, City Clerk, motion by Alderperson Spotloe, second by Alderperson Clark to accept the appointment, all ayes. 

5. Appointment of Department Heads/Employees 

a. Public Works Director - Evinn Palmer, motion by Alderperson Clark, second by Alderperson Long, to accept the Appointment of Evinn Palmer as Public Works Director, all ayes. 

b. Administrative Assistant - Cindy Goddard, motion by Alderperson Spotloe, second by Alderperson Clark to accept the Appointment of Cindy Goddard as Administrative Assistant, all ayes. 

c. Chief of Police - Mayor explained that he discussed with each alderman the police department, the department is not going in the direction he had planned. Mayor Lafary appointed Jim Tunney at temporary Police Chief. At the next meeting there will be a discussion of the Police Department. Motion by Alderperson Miller, second by Alderperson Long to accept the temporary appointment of Jim Tunney as Police Chief, all ayes. 

PRESENTATION OF BILLS: 

Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes. 

CLOSED SESSION: No closed session. 

ADJOURNMENT: 

Alderperson Miller made a motion to adjourn at 6:50 p.m.; Seconded by Alderperson Long motion carried all ayes.
