Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, August 22, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT:

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

PUBLIC PRESENT:

Meeting began at 6:00 PM

Alderman Arnold was absent due to reasons related to employment and was

permitted to participate remotely at 6:04 PM.

Motion by Kennett, second by Barnhart to for Alderman Arnold to be permitted to participate remotely.

Roll Call. All Ayes

Motion Carries

4 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

None

5 MAYOR'S COMMENTS

None

6 CITY COUNCIL COMMENTS

Due to seeing Facebook posts about issues with discoloration with the City water, Alderman Barnhart encouraged all residents experiencing this issue to contact City Hall.

7 CITY ADMINISTRATOR'S COMMENTS

- Olivia Drive Update

Olivia Drive had issues that needed to be fixed, all items have been completed and signed off by the City Engineer and the roadway has been dedicated to the city.

8 ADMINISTRATION

City Administrator Maeglin spoke to council about raising the fee for the residential refuse from $14.95 to $15.95. A Q&A took place that led to further discussions.

8.1. R-23-16: REFUSE RESIDENTIAL FEE

Brett Barnhart moved, seconded by Bob James, Motion to recommend R-23-16 to the City Council meeting and add to the consent agenda.

RESULT: Carried

AYES: Bob James, Brett Barnhart, Martin Rothschild, Keith Kennett, Kent Swanson, and James Roodhouse

NAYS: Craig Arnold and Paula Simosky

8.2. O-23-07: UTILITY CODE & FEE SCHEDULE CHANGE

Finance Director Matthews proposed to council to change Chapter 38 of the Code to budget billing review to once a year instead of every 6 months, if a resident were to write a bad check there would be a shut off on the 11th day of the notice period, and that there be a $125.00 fee for a customer that requests meter removals/reinstallations.. A Q&A took place between council members and Matthews.

Brett Barnhart moved, seconded by Bob James, Motion to recommend O-23-07 to the City Council Meeting and to place on the consent agenda.

8.3. R-23-17: 2ND STREET WATER MAIN REPLACEMENT - WAIVER OF COMPETITIVE BIDDING

City Administrator Maeglin proposed to council that they allow Public Works Director VanDeWoestyne to waive competitive bidding for the 2nd water main replacement as this water main that was scheduled to be replaced in 2024 needs to be replaced now in 2023 as this is an urgent fix. VanDeWoestyne has submitted a permit through EPA. A Q&A took place between council members and staff.

Brett Barnhart moved, seconded by Bob James, Motion to recommend R-23-17 to the City Council Meeting.

RESULT: Carried

9 PAYMENT OF CITY AND UTILITY BILLS

No discussion was had.

9.1. PAYMENT OF THE BILLS

Paula Simosky moved, seconded by Keith Kennett, Motion to pay the bills as presented.

RESULT: Carried

10 PUBLIC COMMENT - ALL OTHER ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Pastor Palm with Geneseo Evangelical Church spoke to council and staff about the willingness his church has for helping people that have fallen on hard times, he added they would be willing to help with a utility bill before a shut off out of their deacon fund to help the community in time of need.
