City of Moline Plan Commission met Sept. 13.

1. Call to Order
Chair Victoria Graves called the meeting to order at 4:01 p.m.

4. Approval of Minutes from August 23, 2023
Chair Victoria Graves noticed an error in the minutes. For case 2023-29-PC, the minutes stated a variance is required due to the dynamic display portion of the sign being 25 percent larger than what is allowed. As so, the Parks and Recreation Department had requested a variance to allow the dynamic display portion of the sign to be 50 percent, where 25 percent is the maximum allowed, which correctly makes the dynamic display portion of the sign 100 percent larger than what is allowed.
Motion made by Commissioner Billy Allison, seconded by Commissioner Cindy Wermuth to approve the August 23, 2023 Plan Commission minutes with corrections of percentage of the sign. Motion carried unanimously.

7. Old Business
2023-29-PC: A Resolution to approve a Parks and Recreation variance request to enlarge the maximum dynamic display area of a proposed sign at the Riverside Park Aquatic Center (3300 5th Avenue).
Commissioner Mark Harpole recused himself from participation for approval of a resolution for a variance request for the Parks and Recreation Department.
Motion made by Commissioner Cindy Wermuth, seconded by Commissioner Alan Silas to approve a resolution for a Parks and Recreation variance request to enlarge the maximum dynamic display area of a proposed sign at the Riverside Park Aquatic Center (3300 5th Avenue), with the findings of-fact. Motion carried unanimously.

Ms. Jennifer Bizarri stated Commissioner Ty Lewis has asked to be removed from the Plan Commission. Mayor Rayapati will search for a new Plan Commissioner.
