City of Lewistown TIF Committee met Sept. 26.

Here are the minutes provided by the council:

The TIF Committee met in the council chambers at 6:00 p.m.

COMMITTEE MEMBERS PRESENT: Chairman John Spotloe, Alderperson David Levingston, and Kendall Miller, also Mayor Doug Lafary. Also present was City Clerk Cindy Goddard,

BUSINESS: Discuss TIF application for Kingdom Capital Estates (Juan Diego Ciutierrez) for 211 West Lincoln. Not present but sent letter explaining plans for the apartment building. Committee discussed would rather see outside of the building rehab instead of the inside. Alderman Levingston said that he felt like we should be paying for inside just for them to make money. The committee is going to make motion to table at this time till some of the outside of the building is done like roof. Motion by Alderperson Levingston, second by Alderperson Clark to adjourn meeting.

LEWISTOWN POLICE COMMITTEE MEETING

Tuesday September 26, 2023 Lewistown City Hall, 6:15 P.M.

The Police Committee met in the council chambers at 6:15 p.m.

COMMITTEE MEMBERS PRESENT: Chairman Brad Ward, Alderperson Jim Long and John Spotloe also Mayor Doug Lafary. Also, present City Clerk Cindy Goddard.

BUSINESS: To discuss hiring part-time and full-time police officers. Alderperson Ward has talked to Chief Ford, he has another person interested in full time and that already has PTI training, and two part-timers from the Fulton County jail, Grady DeFauw, and Kyle Welker. Motion to close meeting by Alderperson Ward, second by Alderperson Miller.

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Paul Walmsley

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins. ABSENT: City Treasurer Deb Brown and Alderperson John Spotloe.

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard. Nothing to report.

Alderperson Miller made a motion to approve the minutes of September 12, 2023, second by Alderperson Clark, the motion carried all ayes.

TREASURER'S REPORT: Debbie Brown. Absent. Report in folder.

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing to report.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report.

Sewer - Alderperson Spotloe: Absent

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA-Alderperson Ward: Nothing to report. Chief Ford has report - It has been 2 weeks, have been going thru reports to see what cases are open, all guns are secured and accounted for. Evidence room has not been logged since 2018. Grant for body cams will cover half, the grant is thru IPMG he would like to get started on it around January. Alderperson Levingston asked if there is a monthly balance that has to be paid for, yes for the storage. Some equipment needs, books like for crash reports, and ticket books, he also needs a city ordinance book. Homecoming parade this coming Friday. Needs copy of budget for police department to look at. Also, needs some ammo. Would like put on next agenda to apply for grant for body cams and one taser.

Water Alderperson Miller: Nothing.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long: Nothing

Tourism - Alderman Miller: Scarecrows judged today, and the Scenic Drive is coming up.

Tax Increment Financing - Alderperson Spotloe: Absent

Citizens Committee - Amanda Smith nothing from her.

Christmas Committee - Kenny Haacke 1st meeting tomorrow night at Wednesday at 6:00 p.m. at the Lewistown Visitors Center, everyone welcome.

WORKS DIRECTOR'S REPORT Evinn Palmer Director all town clean up was last week. 10 roll off dumpsters were used. Applied for another grant for lead line locations so trying to get another $40,000.00. Getting ready to work on sink holes. Having someone painting fire hydrants again. Cost $5600.00 for dumpsters for all town clean up.

UNFINISHED BUSINESS:

1. Discuss/Act Upon hiring full time and part-time police officers - The recommendation from the police committee is to hire two part-timers, they are Kyle Welker and Grady DeFauw. Motion by Alderperson Ward, second by Alderperson Long to hire to part-timers for the police department, motion carried all ayes.

NEW BUSINESS:

1. Discuss/Act Upon TIF application for Kingdom Capital Estates (Juan Diego Ciutierrez) for 211 West Lincoln apartments - TIF Committee agreed not to approve the application. Cindy Goddard will contact him to apply for grant for outside of building and roof when he is ready to do it.

2. Discuss/Act Upon setting Halloween Trick or Treat for October 31, 2023 from 5:00 to 8:00 p.m. - Motion by Alderperson Miller to set Halloween Trick or Treat for October 31, 2023 from 5:00 p.m. to 8:00 p.m., second by Alderperson Clark, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Clark made a motion to adjourn at 6:51 p.m.; Seconded by Alderperson Miller motion carried all ayes.
