Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, September 26, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: COUNCIL: Council Brett Barnhart, Council Craig Arnold, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

ABSENT: Council Bob James and Mayor Sean Johnson

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel

PUBLIC PRESENT:

1 INVOCATION

In Mayor Johnson's absence, City Clerk Seibel began the meeting.

Meeting began at 6:00 PM

Councilwomen Simosky arrived to meeting at 6:27 PM

Councilman Arnold left meeting at 6:48 PM

4 MAYOR PRO TEM

4.1. ELECTION OF MAYOR PRO TEM FOR TONIGHT'S COMMITTEE OF THE WHOLE MEETING

No discussion was had.

Craig Arnold moved, seconded by James Roodhouse, Motion to elect Keith Kennett as Mayor Pro Tem for the 09/26/23 Committee of the Whole Meeting

RESULT: Carried

5 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Pastor Steve claims to be enthusiastic about the Condo's, no great concern, he just wanted to have an answer on what type of condos these planned on being.

6 MAYOR PRO TEM'S COMMENTS

None

7 CITY COUNCIL COMMENTS

Councilman Rothschild advised council members, staff, and audience that the Museum of Tolerance are at the Public Library currently and he encourages everyone to stop out with their children to experience the Museum.

Councilman Rothschild expressed to Chamber Director Sullivan of all the positive feedback he has received from planes, trains, and Automobiles.

8 CITY ADMINISTRATOR'S COMMENTS

City Administrator Maeglin advised Council members and Audience that the election packets are available to pickup at City Hall, the deadline for filing is December 4th.

9 ADMINISTRATION

9.1. DEBUT OF NEW GENESEO COMMERCIALS

City Administrator Maeglin spoke to council members about the Chamber/Marketing Committee driven commercials that would be on Mediacom and streaming services. Chamber Director Sullivan spoke about the commercials including the airing dates of October 15th - December 15th, he thanked the photographer behind the commercials, Senior at Geneseo High School, Thomas Allen.

Thomas Allen advised he had a great experience and great help/advise during the process and was excited to be presenting the two commercials.

9.2. R-23-19: APPOINTMENT OF JEFFREY LANG TO THE POLICE COMMISSION

City Administrator Maeglin advised Tim Hankins will be moving and will no longer be able to serve on the Police Commission Board. Mayor Johnson suggestion is to have Jeff Lang take his place on the Board.

Craig Arnold moved, seconded by Martin Rothschild, Motion to recommend to City Council R-23-19, a resolution appointing Jeffrey Lang to the Police Commission Board and to place on the consent agenda.

9.3. ELECTRIC DEPARTMENT TRANSMISSION LINE TREE TRIMMING

City Administrator Maeglin and Director of Electrical Operations Rowold spoke to council about having the overgrowth on Poppy Garden Road cut down as it is interfering with the transmission feed. Director of Finance Matthews advised that with the unexpected cost of this service, Electric fund is still healthy. A Q&A took place between Council and Rowold.

Craig Arnold moved, seconded by Kent Swanson, Motion to recommend to City Council approval an expenditure of up to $26,950 for tree trimming services around the city's electric transmission line and to place on the consent agenda.

9.4. PD IN-SQUAD CAMERAS

IT Director Garrett Griswold advised that the In-squad cameras for the PD need to be updated, as the current In-squad cameras do not sink up with the current program, per poor communication with the Watch Guard Rep. A Q&A took place between Griswold, and Administrative Assistant Damewood.

Brett Barnhart moved, seconded by Martin Rothschild, Motion to recommend to City Council approval of an expenditure of $17,800.54 in year 2023 for the upfront costs for hardware, accessories, implementation, and year 1 subscription for in-squad cameras, and to place on the consent agenda.

9.5. OLIVIA DRIVE DEVELOPMENT - CONDITIONAL REAL ESTATE PURCHASE & SALE AGREEMENT

City Administrator Maeglin spoke to council about the purchased ground on the north side of Olivia Drive, to build a 29-unit condominium that the City currently owns. The land will be sold to WCKJJ, LLC for $5,000 for the cost of the survey and legal work.

Craig Arnold moved, seconded by Martin Rothschild, Motion to recommend to the Special City Council the Real Estate Purchase and Sale Agreement between the City of Geneseo and WCKJJ, LLC

9.6. SEWER RATES: O-23-11

City Administrator Maeglin spoke to council members about the City staff's recommendation to rase a 4% increase to go into effect the first billing cycle of 2024. A discussion took place on the independent study being budgeted for next year. A Q&A took place between council members, City Attorney Price, and staff.

Martin Rothschild moved, seconded by Brett Barnhart, Motion to recommend to City Council O-23-11, an ordinance revising the schedule of sewer rates and related charges and to place on the consent agenda.

Director of Finance Matthews gave her presentation to council for the 2024 First Look Budget Review.

A Q&A took place between council and staff.

Brett Barnhart moved, seconded by Kent Swanson, Motion to pay the bills as presented.
