Meeting Called to Order

Chairperson Nelson called the meeting to order at 4:03 p.m.

Roll Call of Members

Roll call performed; Chairperson Nelson and Commissioner Flowers present.

Approval of Minutes

Commissioner Flowers moved to approve, by omnibus vote, the September 12, 2023, Regular Meeting Minutes, the October 4, 2023 Special Meeting Minutes and the October 4, 2023, Special Executive Session Minutes; seconded by Commissioner Lindsey; motion carried on roll call with the following vote: ayes: Chairperson Nelson, Commissioner Flowers; nays: none.

New Business

1. Regular full-Time Appointment of Probationary Police Officers (Todd Noe, Deputy Chief)

Probationary Police Officers Branden Bowden and Brady Lemke will complete their probationary period effective November 4, 2023. Staff request full-time appointment of both officers, pending no concerns develop between today’s date and November 4, 2023. Commissioner Flowers made a motion to approve the regular full-time appointment of Officers Branden Bowden and Brady Lemke, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Commissioner Flowers and Chairperson Nelson; nays: none.

2. Probationary Period Extension (Todd Noe, Deputy Chief)

Probationary Police Officer Omar Morales-Alvarado suffered an off-duty injury during his probationary period. Due to the injury he was working in a limited capacity, therefore staff request an extension of his probationary period from November 4, 2023, to March 3, 2024, for Officer Omar Morales-Alvarado pursuant to Chapter III, Section 12 of the Rules and Regulations. Commissioner Flowers made a motion to approve the probationary period extension of Officer Moralez-Alvarado to March 3, 2024, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Flowers; nays: none.

3. Certification of Police Officer and Lateral Police Officer Eligibility Registers (Todd Noe, Deputy Chief)

The Police Officer Eligibility Register and Lateral Police Officer Eligibility Register have been compiled with the results of the most recent recruitment testing. Staff request certification of the Police Officer and Lateral Police Officer Eligibility Registers as presented. Malik Gilmore (number two candidate) on the Police Officer Eligibility Register was offered a position with the Moline Police Department but declined due to accepting a position with Rock Island County. Malik Gilmore requested to remain on the Police Officer Eligibility Register until it expires on October 23, 2024. Commissioner Flowers made a motion to certify the Police Officer and Lateral Police Officer Eligibility Registers, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes:

4. Voluntary Removal from the Firefighter/Paramedic Eligibility Register (Steve Regenwether, Fire Chief)

In an email to Elizabeth McKenzie on October 3, 2023, Joseph Martinez (number five candidate) requested to be removed from the Firefighter/Paramedic Eligibility Register. Joseph was offered and accepted a position with the Bettendorf Fire Department. Staff request acceptance of the removal of Joseph Martinez from the Firefighter/Paramedic Eligibility Register. Commissioner Flowers made a motion to accept the removal of Joseph Martinez from the Firefighter/Paramedic Register, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Flowers; nays: none.

5. Regular Full-Time Appointment of Probationary Firefighter/Paramedic (Steve Regenwether, Fire Chief)

Probationary Firefighter/Paramedic Quinn Sunderbruch will successfully complete his probationary period effective October 27, 2023. Staff request full-time appointment of Firefighter/Paramedic Quinn Sunderbruch effective October 27, 2023. Commissioner Flowers made a motion to appoint Quinn Sunderbruch to full-time, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Flowers; nays: none.

6. Acceptance of the 2024 Board of Fire and Police Commission Meeting Schedule (Teri Ray, Recording Secretary)

Prior to the end of each year, the City of Moline’s Council Board/Committee Meetings Schedule must go before the City Council for approval. As such, the deadline to submit the Board of Fire and Police Commission meeting schedule for 2024 is approaching. The proposed schedule maintains the current regular meetings on the second Tuesday of each month at 4:00 p.m. Staff request acceptance of the 2024 Board of Fire and Police Commission Meeting Schedule. Commissioner Flowers made a motion to accept the 2024 Board of Fire and Police Commission Meeting Schedule, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Flowers; nays: none.

7. Elect Chairperson (Teri Ray, Recording Secretary)

Pursuant to Chapter I, Section 3 of the Rules and Regulations of the Board of Fire and Police Commissioners; The Board shall annually elect a chair who shall hold office until the end of the fiscal year of the municipality and until a successor is duly elected and qualified. Staff request the Board make the election pursuant to Chapter I, Section 3 of the Rules and Regulations of the Board of Fire and Police Commissioners. Commissioner Flowers made a motion to nominate Jeff Nelson to remain the Chairperson; seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Flowers; nays: none.

Other Business

The Fire Department’s new engine has arrived. Fire Chief Regenwether invited the Commissioners to view it following the meeting.
