Members of the Public are permitted to speak after standing and stating their names. Anyone wishing to make public comment will need to sign in on the public comment sign-in sheet. Public comment will be limited to 3 minutes per person, per subject. Park Board response to public comment is not required.
Comments may also be emailed until the day of the meeting, no later than 2:00 p.m., to parkboard@moline.il.us or to the Parks Administrative Assistant, at ybrolander@moline.il.us. Please type Public Comment in the Subject Line and these comments will be read at the Park Board Meeting.

APPROVAL OF MINUTES – CONSENT AGENDA
Approval of minutes and all items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Park and Recreation Board meeting minutes of October 26, 2023.
CONSENT AGENDA ITEMS
1. Approval and acceptance of departmental October/November bill payment and departmental October/November revenue, expenditures, capital projects, park reserve and cemetery reports.
2. Consideration of a Special Use Application for the Friends of Off-Road Cycling to utilize Sylvan Island and Sylvan Trailhead Park for their annual Sylvan Island Stampede. The event is to be held on Saturday, April 6, 2023, from 8:00am to 3:00pm. Supporting information and special consideration requests are detailed on the Special Use Application.
3. Consideration of a Special Use Application for the Iowa Sports Foundation to utilize Riverside Park Pond for the Quad Cities Corporate Games Fishing Event. The event is to be held on Sunday, June 2, 2023, from 8:00am to 10:00pam. Supporting information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS
1. Riverside Riverslide Change Order #6. (Eric Griffith, Director of Parks & Recreation)
Explanation: Attached is change order #6 for park board approval. This change order captures some sidewalk changes that were discovered during the walk through with IDPH in October and added gate entrances.

Fiscal Impact: As of 11/29/2023, the Riverside Riverslide Project, with the approval of change order #6, has had a total of $427,269.45 in change orders.
2. Quote Approval for Riverside Park Tennis Court Resurfacing. (Eric Griffith, Director of Parks & Recreation)
Explanation: At the direction of City Council to resurface the tennis courts, staff seeks approval to enter into an agreement with All Weather Courts through Equalis Group/Sportmaster for a total of $154,810.00

Fiscal Impact: $175,000 is budgeted in the 2024 Capital Improvement Project Budget.
3. QC PastPort: Sylvan Island. (Eric Griffith, Director of Parks & Recreation)
Explanation: QC PastPort is a heritage destination project that will introduce citizens and tourists alike to points of history throughout the Quad Cities in a fun and interactive way. A double-sided sign at each destination will include an introductory amount of information and a code for access to a narrative, a short audio, and connections to other sites. The Prospect Park sign is supported by Visit Quad Cities, one of ten they are supporting around the Quad Cities. Pictures of the sign and the proposed location are attached.
