Rock Island County Finance and Personnel Committee met Jan. 9.

Here are the minutes provided by the committee:

The Finance and Personnel Committee of the Rock Island County Board met at the above date and time in the County Board Chambers on the third floor of the County Office Building.

Meeting Minutes as follow

Chairman Moreno called the meeting to order at 8:35 AM. A roll call was taken as follows:

Approval of Minutes from the December 12th Finance and Personnel Committee Meeting There was one correction to the attendance reflecting Mr. Swanson’s attendance as absent.

Reports to the Committee

Ms. Palmer reported being one month into the new fiscal year and the audit for FY23 is beginning on time. She stated preliminary work is being done and into the beginning of March. Animal Control and GIS Funds were being monitored, as they were receiving assistance from the general fund and she would speak to them at the Committee of the Whole. She noted extra money in 2023 budgeted and the fund was in the negative despite the assistance. Old and New Fiscal year transfers, resolutions and claims/treasure’s disbursements were shown for both years. She noted some, not all, of the elected official’s stipends. A public notice was received on some of the elected official stipends and an extra fund was implemented and reflected in the report. The income from the state would come to the County and turn that over to t he elected official within 10 business days through payroll, not directly through the State. Circuit clerk, county clerk and recorder were not affected. The fund would be non budgeted and FICA IMRF would not change where they were coming from.

Treasurer Mr. Camlin noted investment interest was up 161% over last year and delinquent parcels down 23% from the previous year noting good directions. He noted there was a treasurer in Williamson county that was successful in getting VRBO and Air B’n B hotel/motel tax and would benefits VQC. He noted wanting to explore the County hotel/motel tax as there were upfront costs. Mr. Swanson asked if the County would have authorities over incorporated areas and noted the Holiday Inn in Rock Island hotel/motel tax went to the City of Rock Island.

Consider County Administrator Services Agreement

Chairman Brunk stated the agreement was standard to the agreement signed in 2023 with two charges; a increase to the sign-on bonus to $3,000 and hourly rate to $62.70 from $60.00/hourly

Mr. Swanson wanted to mark the unveiling either with a youth reading of the address.

Consider 3 Percent General Wage Increase for Board of Review

The 3 percent increase was asked for, as the last increase was in 2020.

The annual cost was reviewed as an annual salary amounting to $18,000. Mr. Swanson stated previously they received health benefits and that was removed by the Board. Mr. Swanson stated he’d surprised if out of line with other counties due to the volume of work. Chairman Brunk stated there were requirements such as testing through the Department of Revenue for appointment consideration and not regular county employees, as they were appointed. Mr. Vyncke noted how hard it was to find people to fulfil the appointment role given the qualifications.

Committee member opportunity for brief comment (no decisions will be made) Ms. Kinney reported the new election room was available and she encouraged the Board to come and see it. Early voting would begin February 8th with March 19th being election day.
