City of Geneseo Committee of the Whole met Feb. 27.

Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, February 27, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, and Alderman Kent Swanson

COUNCIL ABSENT: Council Craig Arnold and Alderman James Roodhouse

STAFF RESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, Building Inspector Rick Mills, and City Clerk Paige Seibel

Meeting began at 6:00 pm

4 TECHNOLOGY UPGRADE PROCEDURES - IT DIRECTOR GRISWOLD IT Director Griswold spoke to council about the upgrades in technology within the Council Chambers.

5 PUBLIC COMMENT - AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Resident Kathy Allen spoke to council about the ordinance violations she hasreceived from flying her flag on a telephone pole at the end of her driveway. She asked that council look into zoning changes.

7 CITY COUNCIL COMMENTS

Councilman Keith Kennett advised there was a tornado that touched down between Atkinson and Annawan.

8 CITY ADMINISTRATOR'S COMMENTS

City Administrator Maeglin asked the council and residents of Geneseo to attend the Flag Raising Ceremony at 1:00 pm.

City Administrator Maeglin advised the outage map is live onwww.cityofgeneseo.com.

9 ENGINEERING REPORT

Engineer Loren Rains will give an engineering update tonight as he was unable to attend the 02/13 CC and will not be at the 03/12 CC.

City Engineer Loren Rains gave his engineering report.

10 ADMINISTRATION

10.1. RED ZONE PRESENTATION

Public Works Director VanDeWoestyne and IT Director Griswold gave a presentation on Red Zone.

A Q&A took place between council and VanDeWoestyne.

10.2. FUTURE SOLAR ARRAY PROJECT DISCUSSION

City Administrator Maeglin and Director of Electrical Operations advised this was on the COW Agenda to allow the proper City staff to provide direction, and to bring back project proposals during the March Council Meeting.

Keith Kennett moved, seconded by Bob James, Motion to direct staff to

research and bring back project proposal details for a future solar project on both leased land and city property.

10.3. RESOLUTION R-24-05 FOURTH AMENDMENT TO THE AGREEMENT WITH THE HUMANE SOCIETY

City Administrator spoke to council about the Fourth Amendment to the Agreement with the Humane Society. Adding that this would be a two-year contract with flat annual utilities of $4,500.

A Q&A took place between council and CA Maeglin.

Brett Barnhart moved, seconded by Martin Rothschild, Motion to recommend to City Council Resolution R-24-05, Fourth Amendment to the Humane Society Agreement, and to place on the consent agenda.

10.4. NET METERING ANNUAL AVOIDED COST CREDIT - ELECTRIC

Director of Electrical Operations Rowold spoke to council about the Net Metering Annual Avoided Cost Credit adding the avoided cost credit for 2024 is $0.0458 per kWh.

A discussion took place between council members.

Bob James moved, seconded by Keith Kennett, Motion to recommend to City Council R-24-06, adopting the annual avoided cost credit and to place on the consent agenda.

10.5. R-24-07: SURPLUS PROPERTY

City Administrator Maeglin spoke to council about selling old equipment that is taking up too much room throughout different departments.

Brett Barnhart moved, seconded by Kent Swanson, Motion to recommend R-24- 07 to the Special City Council Meeting.

RESULT: Carried

10.6. CONSIDERATION OF THE AGREEMENT TO PURCHASE LAND FOR THE 5TH WELL

Administrator Maeglin spoke to council about the authorization of contract to purchase a 1 acre parcel for the 5th well site.

Kent Swanson moved, seconded by Martin Rothschild, Motion to recommend to the Special City Council Meeting the approval of the proposed contract agreement to purchase 1 acre of land from the Samuelson Trust, for a purchase price of $100,000, to be used as the site for the city's 5th water well.

RESULT: Carried

10.7. O-24-01: ADOPTION OF 2024 ZONING MAP

City Inspector Mills spoke to council about updates needed to be added on the zoning map.

Bob James moved, seconded by Keith Kennett, Motion to recommend to City Council approval of O-24-01 and to place on the consent agenda.
