The Committee of the Whole of the City of Geneseo was called to order on Tuesday, March 26, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, and Alderman Kent Swanson
COUNCIL ABSENT: Alderman James Roodhouse
STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel

Mayor Johnson read the Junior Achievement Day Proclamation.

City Administrator Maeglin asked the Council members join in the all-employee luncheon recognizing the City staff's effort from this year's snow event, he added there will be recognition coins for the Alderman to hand out to employees.
City Administrator Maeglin thanked IT Director Griswold and Deputy Chief Karzin for their efforts in making sure the interconnection with Henry County's technology systems did not impact/infiltrate our systems.
8 ADMINISTRATION
8.1. DISCUSSION OF FARMER'S MARKET AGREEMENT
City Administrator Maeglin spoke to Council about the new two year term between the City and the Geneseo Farmer's Market.
Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to City Council the license agreement with the Geneseo Farmer's Market for years 2024 & 2025 and to place on the consent agenda.

City Administrator Maeglin advised council members of the proposed revolving loan application by Crystal Strode, owner of Vibrant Health Chiropractic in Cambridge, IL. Crystal will be purchasing Birk's Chiropractic Business in Geneseo. The loan will be for $20,000 at 4.25% for a ten year term. Maeglin advised the Revolving Fund Committee is onboard with proceeding, pending approval by the Council.
Keith Kennett moved, seconded by Kent Swanson, Motion to recommend to City Council R-24-08 and to place on the consent agenda.

Tim O'Mally, Evelyn Lim, and David Halligan with RSS presented the Future Solar Array Project to Council regarding partnership, development, engineering, and construction of a 2 MW Solar System within the City of Geneseo (Prairie Park).
A Q&A took place between Council members and RSS.
Kent Swanson moved, seconded by Craig Arnold, Motion to direct City Staff and the City Attorney to review a Solar Purchase Power Agreement and Revenue Sharing Agreement with RSS for the proposed solar project.
