The Illinois state Constitution mandates the General Assembly to enact a balanced budget annually. This requirement is fulfilled by adopting a revenue estimate to ascertain whether the budget is balanced. However, for nearly a decade, this crucial step has been overlooked by the House and Senate, resulting in a challenging financial condition for Illinois.
This year, House Republicans are attempting to restore some semblance of reality to the budget process. They are utilizing figures from the nonpartisan Commission on Government Forecasting and Accountability (CGFA) to determine the state's available funds for the next fiscal year. According to CGFA, this figure stands at $52.077 billion.
House Republicans have proposed a revenue estimate resolution that would cement the CGFA figure and ensure this year's budget is genuinely balanced. In contrast, Governor has suggested a budget that exceeds our estimated availability by one billion dollars. To bridge this gap, he has proposed approximately $1.1 billion in new taxes.
Meanwhile, there have been concerns over licensing delays by the Illinois Department of Financial and Professional Regulation (IDFPR). The department has been notoriously slow in responding to applications for new licenses, affecting thousands of Illinoisans who require up-to-date licenses for their jobs.
Despite promises of software modernization to streamline processes, IDFPR has failed to deliver an efficient system. Some software companies are reportedly hesitant to collaborate with IDFPR due to concerns about its computer system's security.
