City of Lewistown City Council met April 23.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Mayor Lafary

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeier, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins.

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Clark made a motion to approve the minutes of April 9, 2024, second by Alderperson Long, the motion carried all ayes.

Report- Nothing to report.

TREASURER'S REPORT: Debbie Brown.

Treasurer's report presented to the council.

ATTORNEY'S REPORT: Attorney Nathan Collins. Did not get the ordinance completed regarding the outdoor music and street closing.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning

Alderperson Clark: Special meeting to approve the Annual

appropriation ordinance for FY 25 is April 26, at 6:00 p.m.

Sewer - Alderperson Spotloe: Nothing to report.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA – Alderperson Ward: Later in meeting.

Water Alderperson Miller: Nothing at this time.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds

Alderperson Long: Received the rest of the decals for all the equipment from Corsaw. They are getting put on all the equipment.

Tourism - Alderman Miller: 29th of April all town meeting at the high school. Blacksmith Shop and Museum clean up is this coming Saturday. Also, the Spring Drive is May 4 and 5, and there are 15 vendors at Visitors Center and 25 to 30 vendors at Porter Park. Karen Myers puts a lot of time into this.

Tax Increment Financing - Alderperson Spotloe: Nothing at this time.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke not present.

Economic Development Committee - Meeting at 6:00 p.m. on Monday at Lewistown High School.

WORKS DIRECTOR'S REPORT

Evinn Palmer Director said they will start flushing

hydrants in next couple weeks; they will put out signs to make everyone aware.

UNFINISHED BUSINESS:

1. Discuss/Act Upon Revised Window Agreement for City Hall - Ten of the windows needed to be like picture windows because they are so big so price increased. Alderperson Long made a motion to approve the revised window agreement by Skyline Remodeling using 100% TIF money, second by Alderperson Clark, roll call vote, motion carried all ayes.

NEW BUSINESS:

1. Discuss/Act Upon 3 Month CD in Ipava State Bank - Can continue with CD or put back in checking. Won't know percentage rate till Thursday. Will put on agenda for Friday's Special Meeting. So tabled at this time.

2. Discuss/Act Upon taking bids for Updating/Improving City's Website Alderperson Ward believes we need to update our website, a little hard to get around on it. Alderperson Ward made motion to take bids on website, second by Alderperson Spotloe, to take bids on updating/Improving City Website, motion carried all ayes.

3. Discuss/Act Upon Purchase Radar Unit for Police Truck (Est. $2,000.00) – Ram truck has a hand held radar in it, really old, needs replaced. The prices Chief Ford checked on are around $2,000.00. Motion by Alderperson Clark to approve purchase of radar unit for Ram police truck for around $2,000.00, second by Alderperson Ward, roll call vote, motion carried all ayes.

4. Discuss/Act Upon Trading the 2 old shotguns for a new operational one (Prior to current budget roll-over) Estimated max cost is $400.00 2 shotguns to convert them to non lethal guns, one rusty won't work, it is dangerous. Getting estimate from Pekin Gun Shop, getting rid of 2 shotguns and purchasing one. Motion by Alderperson Spotloe, second by Alderperson Clark to approve trading 2 old shotguns for a new one, roll call vote, and motion carried all ayes. Alderperson Ward said the hand gun is on the online auction with Gorsuch at this time.

5. Discuss Police Grant information for Future Developments - There is another grant for dash cams, covers around $5,750.00 for Axon cams. Will need to get estimate of total cost. Not a necessity but helpful, they have been helpful to the county. Old Durango getting towed here, will take $2500.00 for the final bill with Art Hossler. Can put a used transmission in the Durango so it is drivable. Chief Ford is getting the maintenance done on the truck also.

PRESENTATION OF BILLS:

Alderperson Long made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 7:03 p.m.; Seconded by Alderperson Long motion carried all ayes.
