City of Moline Board of Fire and Police Commissioners met May 14.

Meeting Called to Order

Chairperson Nelson called the meeting to order at 4:00 p.m.

Roll Call of Members

Roll call performed; Commissioners Nelson and Dahlstrom present.

Approval of Minutes

Commissioner Dahlstrom moved to approve the April 9, 2024, Regular Meeting Minutes and April 9, 2024, Executive Session Meeting Minutes by omnibus vote; seconded by Chairperson Nelson; motion carried on roll call with the following vote ayes: Chairperson Nelson and Commission Dahlstrom; nays: none.

Communications

HR Director Leah Madsen reminded the Commissioners that June 11th is reserved for Fire Lieutenant interviews. There are 12 applicants which can be completed in one full day.

Police Chief Darren Gault informed the commissioners that the initial Police Officer continuous testing has been successful with 33 applications to date. HR will begin scheduling these applicants for the fitness and written examination. The applicants who pass both of these exams will be scheduled for interviews. The department is currently down seven officers in addition to a resignation and a retirement notice received today. Staff request interviews be conducted in June. Discussion was held regarding availability. Official calendar notification will be forthcoming.

New Business

Approval of Regular, Full-Time Promotional Appointment (Darren Gault, Chief of Police) Chief Gault recommended approval of the regular, full-time promotional appointment of Sergeant Tyler McLaughlin effective June 3, 2024; pending no concerns develop before the effective date. Commissioner Dahlstrom made a motion to approve the regular, full-time promotional appointment of Sergeant Tyler McLaughlin effective June 3, 2024, as recommended, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Dahlstrom; nays: none.

Approval of Promotional Probationary Appointment (Darren Gault, Chief of Police)

Due to the promotion of Lieutenant Jason Smith, a vacancy exists in the rank of Sergeant. Chief Gault recommended the promotional probationary appointment of Officer Cesar Lopez who is the next eligible candidate on the Police Sergeant Eligibility Register to the rank of Police Sergeant effective May 19, 2024.

Commissioner Dahlstrom made a motion to approve the promotional probationary appointment of Cesar Lopez to the rank of Police Sergeant effective May 19, 2024, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Dahlstrom; nays: none.

Approval of Regular Full-Time Appointments (Darren Gault, Chief of Police)

Chief Gault recommended approval of the regular, full-time appointments of Officers Christopher Diaz, Katherine Noyd, Rory Mannion, and Tyler Lewis-Bresnahan effective June 28, 2024, pending no concerns develop before the effective date. Commissioner Dahlstrom made a motion to approve the regular, full-time appointments of Officers Christopher Diaz, Katherine Noyd, Rory Mannion, and Tyler Lewis-Bresnahan effective June 28, 2024, as recommended, seconded by Chairperson Nelson; carried on roll call with the following vote: ayes: Chairperson Nelson and Commissioner Dahlstrom; nays: none.

With no further business to discuss, Commissioner Dahlstrom moved to adjourn, seconded by Chairperson Nelson; motion unanimously carried; meeting adjourned at 4:09 p.m.
