City of Geneseo Committee of the Whole met May 28.

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, May 28, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT:

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, Building Inspector Rick Mills, and City Clerk Paige Seibel

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

City Administrator Maeglin spoke to council about the upcoming events.

A Q&A took place about the Tree lighting ceremony.

8 ADMINISTRATION

8.1. POLICE DEPARTMENT 2023 ANNUAL REPORT PRESENTATION

Deputy Chief Karzin gave the 2023 Annual Report Presentation.

8.2. DISCUSSION ON ALCOHOLIC BEVERAGE SALES - LIQUOR RIDERS

City Administrator Maeglin advised there has been interest in "Class E" liquor license holders (Convenience stores) that would like the option to sell liquor. Per the City code "Class E" liquor license holders may only sell beer and wine.

A Q&A took place between council and City staff.

City Attorney Price is writing going to write an ordinance to bring back for future discussion/consideration.

8.3. DISCUSSION OF LEASE RENEWAL WITH THE GENESEO CHAMBER

City Administrator Maeglin spoke to council about increasing the Chambers rent from $475.00 to $500.00/month, along with increasing rent for 2026 and 2027 to $525.00/month.

Craig Arnold moved, seconded by Brett Barnhart, Motion to recommend to the City Council approval of the proposed 2025 through 2027 lease between the Geneseo Chamber of Commerce and the City of Geneseo, and to place on the consent agenda.

8.4. DISCUSSION OF PLAN/ZONING BOARD MEETING STRUCTURE

A conversation took place between Council and City staff about the Plan Commission Board and Zoning Board merging together.

A Q&A took place between City Attorney Price and council.

8.5. R-24-11: DISCUSSION OF APPROVAL OF WELL #33 PROPOSAL & PROJECTED PROJECT EXPENSES

City Administrator Maeglin spoke to council about the proposed bids submitted for the well #33 expenses. He advised Albrecht came in at the lowest bid and would be on the agenda for the Special City Council directly after the COW.

A Q&A took place between Alderman Arnold and Public Works Director

VanDeWoestyne.

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend R-24-11 to the Special City Council Meeting

8.6. DISCUSSION OF WATER DEPARTMENT VACANT LOT SALES

A discussion took place between City staff and council members about the two vacant lots owned by the Water Department. City Administrator Maeglin advised the City had no future plans for these parcels. Council agreed they would like to have the two parcels appraised.

Craig Arnold moved, seconded by Keith Kennett, Motion to have the Water Department vacant lots appraised.

9 PAYMENT OF CITY AND UTILITY BILLS

9.1. PAYMENT OF BILLS

No discussion was had

Craig Arnold moved, seconded by James Roodhouse, Motion to pay the bills as presented.

10 PUBLIC COMMENT - ALL OTHER ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

Chairman of the Zoning Board Butch Will spoke to council about his concerns with the merge between Zoning and Plan Commission. Will gave suggestions on how to have more volunteer board members feel welcomed to be on a volunteer board.
