The Committee of the Whole of the City of Geneseo was called to order on Tuesday, July 23, 2024, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Martin Rothschild, Council Keith Kennett, Alderman Kent Swanson, and Alderman James Roodhouse
COUNCIL ABSENT: Mayor Sean Johnson and Council Paula Simosky
STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Deputy Chief of Police Kondon Karzin, Building Inspector Rick Mills, and City Clerk Paige Seibel

In the absence of Mayor Johnson, City Administrator Maeglin called the meeting to order at 6:00 PM.
4 MAYOR PRO-TEM
4.1. ELECTION OF MAYOR PRO-TEM FOR TONIGHT'S MEETING
No discussion took place. Alderman Kennett proceeded to lead the remainder of the meeting in the capacity of Mayor Pro Tem.
Craig Arnold moved, seconded by Brett Barnhart, Motion to elect Keith Kennett as Mayor Pro Tem for the 07/23/24 Committee of the Whole Meeting.

Council members are invited to volunteer for National Night Out (NNO).
City Administrator Maeglin will register council members attending the IML conference this week; please inform him promptly.
The Annual Chamber Dinner will take place at Lavendar Crest in Colona. If you plan to bring your spouse, please notify City Administrator Maeglin. The City will invoice for the spouse only.
9 FINANCE DIRECTOR COMMENTS
9.1. TIE OUTS
Director of Finance Matthews gave a report on the funds tie out to the 2023 audit. A Q&A took place between council and City staff.
10 ADMINISTRATION
10.1. FACADE IMPROVEMENT GRANT - CENTRAL THEATER
Central Bank and the Geneseo Park District jointly submitted a Facade Grantapplication for enhancements to Central Theater. Proposed improvements include painting the brick, installing a sidewalk poster display, and upgrading the marquee metal box and framing.
Brett Barnhart moved, seconded by Craig Arnold, Motion to recommend to City Council the Facade Improvement Grant Application form Central Bank for facade improvements at 111 N State Street, up to $2,800 in reimbursable expense, and to place on the consent agenda.

A discussion took place about the Water Department vacant lots. City staff will be working to start the RFP process.
A discussion took place between council and City staff.

There was a discussion concerning changing the format of the city's demolition permits in coordination with right-of-way opening permits.
During the discussion, questions came up about whether everyone would be charged $200.00. For example, if someone only needed a demolition permit (like for a shed with no utilities), would they still have to pay $200.00? The Council asked City staff to come up with a different fee structure to address these questions.

Alderman Barnhart asked Director of Finance Matthews if there were any changes or anything that needed to be noted. Matthews replied that there were no changes with the bills and nothing noteworthy stood out.
Craig Arnold moved, seconded by Kent Swanson, Motion to approve the bills as presented.
