City of East Moline Committee of the Whole met Sept. 16.

Here are the minutes provided by the committee:

ROLL CALL 

Mayor Freeman called the meeting to order and directed the Acting City Clerk Katelyn Roberts to call  the roll. The following Alderpersons were present: Olivia Dorothy, Nancy Mulcahey, Adam Guthrie,  Rhea Oakes, Lynn Segura, and Jose Rico. Absent: Jeffrey Deppe 7:32 p.m. 

ADDITIONS/CORRECTIONS TO AGENDA 

None 

Greater Downtown Revitalization – Project Update & Branding (Tim Kammler, Director  of Engineering) 

The design team for the Greater Downtown Streetscaping project will be providing a project update and  presentation of the refined designs of the four project components: 

• Bend District Streetscaping (Bend Blvd, Mississippi Pky) 

• Downtown District Streetscaping (15th Avenue) 

• Rust Belt District (12th Avenue, 7th Street) 

• Bend Boulevard Extension (Hyatt Hotel to 7th Street) 

As will be presented in the project update, the design team has refined placemaking and branding  elements which provide the distinct look and feel of each district while providing overall design  continuity throughout East Moline's greater downtown area.  

As a part of the overall project, it's appropriate for the city council to formally adopt the placemaking &  branding "kit of parts" which have been refined through discussion and feedback provided at the various  Advisory Committee and Public Informational meetings. These elements are foundational to the look  and feel the finished product will provide, and as such, they're important for the city to approve and  adopt. 

Staff is requesting council consideration and approval of the placemaking and branding kit-of parts, as-presented. 

RECOMMENDATION/REQUESTED ACTION: Adopt proposed Greater Downtown District  Placemaking & Branding kit of parts.

Mayor Freeman stated that Crawford, Murphy & Tilly (CMT) and Staff have all done a great job letting  the residents of East Moline by providing input.  

A motion was made by Alderperson Rico, seconded by Alderperson Guthrie to concur with the  recommendation as presented. Upon roll call the following voted in favor Mulcahey, Guthrie, Oakes,  Segura, Rico, and Dorothy. Motion carried.  

Greater Downtown Revitalization Project – ESA Amendment #1 (Tim Kammler,  Director of Engineering) 

As the city's consultant team, Crawford, Murphy & Tilly (CMT), has been working through the plethora  of planning & design required for this multi-faceted project, a number of work items have been  identified that are out of scope from the original Engineering Services Agreement (ESA) approved by  Council in 2023. At the staff’s request, CMT has provided a letter with outline, explanation, and  associated cost for the extra work items required; this letter - along with the required IDOT forms for the  amendment - is attached for council review and consideration. 

Staff will briefly discuss the scope and fee of the extra work identified, and CMT will have staff on hand  to provide additional context and answer questions as needed. 

The cost for the value-added engineering services in Amendment #1 are eligible for RAISE cost sharing at the same 80-20 ratio as the original ESA. 

FINANCIAL IMPACT: 

RECOMMENDATION/REQUESTED ACTION: Approve ESA Amendment #1 as presented 

A motion was made by Alderperson Mulcahey, seconded by Alderperson Rico to concur with the  recommendation as presented. Upon roll call the following voted in favor Mulcahey, Guthrie, Oakes,  Segura, Rico, and Dorothy. Motion carried.  

ADJOURMENT:

A motion was made by Alderperson Oakes, seconded by Alderperson Rico to adjourn the  Committee-of-the-Whole meeting. A voice vote was taken. Motion carried. 8:05 p.m.
