NEW BUSINESS:
1. Approve ordinance O-24-08, an ordinance levying taxes for all corporate purposes for the City of Colona, Henry County Illinois for the fiscal year commencing May 1, 2025.
2. Approve amendment No. 1 to June 2, 2023 agreement with Strand Associates, Agreement for General Services Wastewater Treatment Plan (WWTP) Project Plan and Capacity, Management, Operations and Maintenance (CMOM) Program Assistance. Additional scope of services added to WWTP Project Plan Item No. 13 and CMOM Program Assistance Program. Compensation change of $79,900.00 to $119,900.00 and schedule change from January 15, 2024 to April 30, 2025. Authorize Mayor to execute the contract amendment No. 1 with Strand Associates, Inc.
3. Approve Business License for Almdar Convenience Store, Inc. at 500 Green Park Avenue Colona, IL. Application received November 26, 2024. Business License application in packet.
4. Discuss petition for annexation from Diane Waldo, 5778 Poppy Garden Road into the City of Colona.
5. Approve annexation agreement between the City of Colona and Diane Waldo, 5778 Poppy Garden Road, Colona, IL. Authorize Mayor to execute agreement.
6. Approve Ordinance O-24-09, Annexing Certain Territory to the City of Colona, Henry County, Illinois. Location: 5778 Poppy Garden Rd parcel 06-13-227-004.
7. Approve quote from J.L. Brady Co for a new furnace at CSFP Clubhouse, total price $4,800.00. Waive bidding requirements. Authorize Mayor to execute acceptance of proposal.
8. Approve budget amendment for the purchase of a new furnace for CSFP Clubhouse. Building Department Equipment, 100-150-4940, original budget $0.00, increase $4,800.00. New amended budget $4,800.00, to be paid out of General Fund Cash 100-000-1000.
9. Discuss ARPA funds use and update on status of funds, obligation of funds, and compliance with rules for use of funds.
10. Discuss water tower (tri-pod) repair costs, allocation of funds, financing options, available funds, and possible action plan on moving forward.
11. Discuss and possible action on proposed new Police Department/City Hall. Estimated cost to date 15-18 million dollars. Discussion to move forward? Plan? Funding source? Can City afford project?
12. Discuss other Public Works projects and funding, priority of projects, and status of available municipal funds. Discuss plan to address funding issues and IEPA compliance.
