CONSENT AGENDA:
1. Approve payment of bills/claims by vendor report for the period of January 14 – 27, 2025
2. Approve payroll for the period January 11 – 25, 2025
3. Approve minutes from January 13, 2025 City Council Meeting
4. Approve setting meeting dates for City Council meetings for the 2025 calendar year as follows, the second and fourth Monday of the month:
• January 13 and 27, February 10 and 24, March 10 and 24, April 14 and 28, May 12 and 26, June 9 and 23, July 14 and 28, August 11 and 25, September 8 and 22, October 13 and 27, November 10 and 24, December 8 and 22. Meetings to be held at City Hall, 100 E. 9th Avenue Colona, IL at 6 pm. As per OMA 120/2.03. Committees need to set and post their meeting dates as well per OMA 120/2.03.
OLD BUSINESS:
1. Approve ordinance O-25-01, a twenty-five (25) year non-exclusive electric supply, operation and maintenance franchise agreement with MidAmerican Energy Company.
2. Approve ordinance O-25-02, a twenty-five (25) year non-exclusive natural gas supply, operation and maintenance franchise agreement with MidAmerican Energy Company.
3. Bridge E-450 – discuss status of engineering progress and approving a resolution for $40,000.00 to be paid out of MFT funds for preliminary engineering work. In addition, need to approve the IDOT Engineering Agreement that goes with the resolution. IMEG in the process of getting section number.
4. Discuss status of RMA insurance claim for the February 27, 2024 hail storm event. Claim was filed by Mayor along with Burrage Roofing on July 16, 2024. Mayor to report status as meeting was held with RMA representatives, Mayor, and Burrage Roofing representatives at CSFP on January 20, 2025 to review and discuss claim.
NEW BUSINESS:
1. Approve resolution R-25-01 Abatement of Taxes
2. Approve use of CSFP/Clubhouse by Colona Grade School, at no charge, on Friday, June 27, 2025, for a school event, approximate hours 4 pm – 8 pm. Mayor has reserved the date and recommends approval.
3. Discussion only – employee compensation and retention for all departments, training of new employees, and costs reflected on taxpayers. What is good for one department should be the same for all departments.
• Hiring and training of proposed additional police officer not currently budgeted. This requires additional expenditures resulting in added taxpayer costs.
• Discuss disparity between different levels of the same job description. For example, administrative clerks starting pay is approximately $8/hour less than the top pay and no mechanism to close the gap for experience or performance.
• Minimum wage increase was effective January 1st bringing the hourly rate to $15.00. Historically, we pay our seasonal and part-time staff $1/hour over minimum wage, which would put those employees at $16/hour and we only pay our starting administrative clerk $16.48/hour?
4. Discussion only – report on projects and issues needing to be addressed.
• Water tower repairs and maintenance plan for the future, IEPA compliance, costs, and rate increases.
• WWTP – IEPA compliance – upgraded plant or go to regionalization of sewer treatment – options, cost, plan, funding? In need of capital improvement plan.
• Water and sewer – aging distribution and collection infrastructure, costs, funding? In need of long-term capital improvement plan.
• Route 84 project – Public Hearing March 18, 2025, to be held at CSFP Clubhouse. Impact to community and Colona’s plan to compliment project during and after completion.
5. Discussion only – Economic Development – need for comprehensive plan. What do we want and what is feasible for Colona - development areas, funding source, and administrative costs.
6. Discussion only – future costs of operating and city funding sources available for different departments and operations. Review current costs and revenue sources and analyze the feasibility of maintaining our current services provided to the residents and projected costs. General Fund budget, approximately 70% of budget and revenue goes to fund public safety (Police department).
