City of East Moline Committee of the Whole met Feb. 17.

ROLL CALL
Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Nancy Mulcahey and Jose Rico. 6:59 p.m.

Replacement Vehicle Sewer Camera Truck (Jim Graham, Director of Maintenance Services)
The Maintenance Services Department utilizes a wired-remote sewer camera to televise and inspect sanitary sewers. This piece of equipment is invaluable for helping the sewer crew determine the location and severity of pipe cracks, breaks, collapses etc. It is also used for routine pipe inspections as time permits.
The city needs a replacement sewer camera and truck. The current sewer camera truck is a 1990 GMC Van with a camera system retro fitted. The camera and associated hardware and software are 12+ years old and do not function as desired. The software is outdated and can no longer be updated.
Funds for a replacement sewer camera truck were budgeted for the FY2025 budget.
We have reviewed a couple different sewer cameras and rigs to determine the best fit for East Moline's needs. In the process of this review, staff participated in an in- house demonstration and received a bid for a new Truck-Mounted Voyager HD Video Inspection System. The Maintenance Services Dept. has a bid from Coe Equipment through Sourcewell in the amount of $288,000.00. Sourcewell is a government vehicle purchasing program, and the cost provided is reflective of State bid pricing.
The quote is for an Aries Mainline HD Television System, Mounted in a E-450 Low Cube Truck.
The maintenance services dept will dispose of the current camera truck through live auction or trade.

Replacement Vehicle Dump Truck (Jim Graham, Director of Maintenance Services)
The Maintenance Services Department has a 2003 Freightliner FL80 large dump truck with 77,629 miles with plow and spreader, this vehicle needs to be replaced. The truck has surpassed its useful life and by replacing the truck would project a savings to the department budget.
Funds for a replacement for the large dump truck were budgeted for the FY2025 budget.
The Maintenance service Dept has received a quote for a total build from Rush Truck Centers for a 2006 International MV607 chassis and Monroe Truck Equipment through Sourcewell in the amount of 177,880.00. Sourcewell is a government vehicle purchasing program, and cost provided is a reflective of State bid pricing.
The quote from Rush Truck for a 2006 International MV607 chassis is 98,463.00 The quote from Monroe for box, plow, spreader, controls and lights to complete the truck is 75,461.00.
The Maintenance Services Department will dispose of the current dump truck through live auction or trade.

Railroad License for Pedestrian Way – 15th Ave at 3rd Street (Tim Kammler, Director of Engineering)
As part of the proposed RAISE Grant-funded improvements for the 15th Avenue Streetscaping component, permission from the Iowa Interstate Railroad is necessary for construction and maintenance of new sidewalk at the northwest corner of the intersection of 15th Avenue at 13th Street. The railroad's preferred means of conveying this permission is via a license agreement with the city.
As such, a license agreement has been drafted by the railroad and reviewed by the City Attorney and the City Engineer. An exhibit showing the area of the easement (23'x15' +/-) is attached as the last page of the license agreement.
As a point of information, a second such Railroad License for Pedestrian Way will be required for the new multi-purpose trail crossing at 7th Street. This document will accompany the approval process for the 12th Avenue / 7th Street Component plans, specs and estimate.

2025 Pavement Marking Program (Tim Kammler, Director of Engineering)
In order to maintain safe traffic movement on City streets, pavement markings must be refreshed on a regular basis. It is desirable for the pavement marking program refresh markings on major streets and intersections on a two-year rotation; some areas need to be refreshed more often such as school crosswalks and turn lanes. East Moline’s pavement marking program has been a routine and necessary project for many years with design and oversight performed by staff.
The City of Moline conducted a public bid letting for their city-wide pavement marking program on January 28, 2025. Ostrom is willing to accommodate East Moline's pavement marking program at the same unit pricing as bid for the City of Moline (letter with pricing attached), for which their unit prices were the lowest bid. As they are a local contractor and have performed favorably for the city in years past, staff recommends approval of Ostrom's pricing and award of contract. Illinois statute (65 ILCS 5/8- 9-1) provides that a municipality may award a public improvement project without bid letting by approval of two-thirds of council members holding office.
Standard bonds and insurance would be required of the contractor.
The contract with Ostrom would be not-to-exceed $60,000.

Alderperson Guthrie stated that he received several compliments about the snow removal, and what a great job they did.
Alderperson Dorothy asked at the last meeting for potential impact of federal funding for subsidized rents in East Moline.
Mark Rothert, City Administrator on how it relates to the World Relief Fund. Area Administrators were informed that it affected approximately 500 people. Mr. Rothert does not have the information at this time. Mr. Rothert is waiting for World Relief to inform him of how the City of East Moline can assist and does the City want to assume that roll.
