Mayor Rayapati called the meeting to order at 6:00 p.m. at the Moline Public Library.

Roll Call

Roll call was taken with Mayor Rayapati, Alderpersons Macias, Razzaque, Timion, Finch, McNeil, Castro, and Schmidt present. Absent: Alderperson Murphy.

Board Appointments

Mayor’s reappointment of Frank Ege to the Historic Preservation Commission for a 3-year term to expire April 30, 2028.

Mayor’s reappointment of Tilford Flowers to the Board of Fire & Police Commissioners for a 3-year term to expire May 31, 2028.

Presentation

2024-2025 Snow Angels Program Awards. Denver Schmitt, Director of Public Works, provided an update on the Snow Angels Program. This initiative offered volunteer assistance to City of Moline residents who were genuinely unable to clear their sidewalks. Schmitt collaborated with Adela Rasso, Public Works Business Analyst, to launch and manage the program, which served 20 residents. Schmitt publicly thanked and recognized the volunteers, presenting them each with an award. The Snow Angels included Ashley Allen Smith, Alderperson Dan McNeil, Megan Baker, Max Haverland, Chris Mathias, Christina Miller, Michael O’Brien, Thomas Reed, Adela Rasso, Denver Schmitt, and Alderperson Matt Timion.

Proclamation

A Proclamation request by Stephanie Murphy, City Clerk, to declare the week of May 4-10, 2025, as Professional Municipal Clerks Week.

A Proclamation request by Darren Gault, Chief of Police, to observe the week of May 11, 2025, as National Police Week.

A Proclamation request by Denver Schmitt, Director of Public Works, to observe the week of May 18-24, 2025, as National Public Works Week.

Agenda Items

9.1 An Ordinance amending Chapter 22, “OFFENSES MISCELLANEOUS,” of the Moline Code of Ordinances, by increasing the number of Class A Principal Tobacco Dealer’s Licenses in the City at the request of Moline Smoke Time LLC, d/b/a Moline Smoke Time & Vapor Shop, due to a fire related relocation. Bob Vitas, City Administrator, stated staff is recommending approval. Moline Smoke Time was located on 7th Street and their building was a complete loss due to a fire. They found a new location and are requesting approval of a new tobacco license.

A motion was made by Alderperson Finch to approve. Seconded by Alderperson Schmidt.

An amended motion was made by Alderperson Schmidt, seconded by Alderperson Timion, to waive the $100 licensing fee for the Moline Smoke Time & Vapor Shop tobacco license. Motion passed unanimously.

The motion as amended carried by voice vote.

9.2 A Resolution declaring vehicles as shown on Exhibit A attached hereto and incorporated herein by reference as surplus property and authorizing the disposal of said vehicles by the Assistant Director of Public Works through the legal disposal process that is most advantageous to the City, whether sealed bid, auction, negotiation or otherwise. Bob Vitas, City Administrator, reported that staff is looking for approval to declare equipment owned by Second Alarmers as surplus and it will be transferred to the Second Alarmers. A motion was made by Alderperson Schmidt to approve. Seconded by Alderperson Finch. Discussion held. Motion passed unanimously.

9.3 A Resolution authorizing the Mayor and City Clerk to execute and attest to Licensing Agreements with Bent River Brewing Co., The Atlas Collective LLC, Dead Poet’s Espresso, Ltd., and Lagomarcino’s, Inc., for use of public right-of-way for outdoor dining from May 7, 2025, through November 15, 2025. Bob Vitas, City Administrator, stated staff is recommending approval. This is a continuation of what has been done historically. A motion was made by Alderperson Macias to approve. Seconded by Alderperson Finch. Motion passed unanimously.

9.4 A Resolution authorizing use of City-owned property to the United States Army Corps of Engineers Rock Island District (USACE) and its representatives in conjunction with the Small Boat Harbor, Mississippi River at Moline, Illinois, Marquis Harbor Dredging Operation; and authorizing the City Attorney to execute an Attorney’s Certification of Real Estate Availability for the dredging and temporary storage of dredging material; and authorizing the Mayor and City Attorney to execute an Authorization for Entry for Construction and Attorney’s Certificate of Authority to support maintenance dredging of the Small Boat Harbor, Mississippi River at Moline, Illinois, Marquis Harbor Dredging Operation. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Razzaque. Eric Griffith, Director of Parks and Recreation, stated there are 10 sites along the Mississippi River which were chosen for the dredging. This project is around $500,000. The only cost to the City is the disposal of the materials dredged. BridgePointe will be used to let the material dry out and it will then be used for fill. This project will start next week and will take 7-10 days to complete. Motion passed unanimously.

9.5 A Resolution authorizing the Mayor and City Clerk to execute and attest to a School Police Liaison Officers Agreement between the City of Moline and the Board of Education of Moline – Coal Valley School District No. 40 setting forth the terms for assignment of four police liaison officers to Moline schools for the 2025-2026 school year. Darren Gault, Chief of Police, shared that this is done every year. There has been collaboration since the 1990’s. This has been approved by the Moline

Coal Valley School District Board of Education. A motion was made by Alderperson Schmidt to approve. Seconded by Alderperson Finch. Motion passed unanimously.

18.2 3021-2025 An Ordinance amending Chapter 16, “LIBRARIES,” of the Moline Code of Ordinances, Section 16-3107, “FEES,” by enacting one new Section 16-3107 dealing with the same subject matter.

Resolutions

19.1 1068-2025 A Resolution authorizing a grant to the Mississippi Valley Blues Society for the amount of $2,500 from the Special Events Fund to help offset expenses for a first-time event, Sunday Blues Day on Sunday, June 1, 2025.

19.2 1069-2025 A Resolution approving the licensing agreement for the 2025 Mercado on Fifth season scheduled for May 23, 2025 through September 26, 2025; authorizing a grant to Mercado on 5th for the amount of $20,000 from the Special Events Fund to promote the event and assist in covering event costs; closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with said event.

19.3 1070-2025 A Resolution approving Change Order No. 1 and Final with General Constructors, Inc. of the Quad Cities, for Project #1436, 70th Street and John Deere Parkway Retaining Wall, for the amount of $25,429.60.

19.4 1071-2025 A Resolution accepting the 2025 Housing Needs Assessment (HNA) report for Moline, Illinois, Rock Island, Illinois, and Davenport, Iowa, as a guiding document to ensure that the Consolidated Plan address the housing and community development needs and the use of HUD funds.

19.5 1072-2025 A Resolution approving amendments to the Program Description of the City of Moline Revolving Loan Fund Program effective for the 2025-2027 Revolving Loan Fund program; and authorizing City staff to do all things necessary to implement the 2025-2027 Revolving Loan Fund Program, as amended.

19.6 1073-2025 A Resolution authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Finney’s of Moline, LLC dba River House Bar & Grill for use of public right-of-way for use of the Historic Block Courtyard for the outdoor service of alcoholic liquor and food from May 7, 2025, to October 11, 2025.

21.1 1078-2025 A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Emery Construction Group, Inc., for Project #1498, 2025 Riverside Parking Lot, for the amount of $111,580.00.

21.2 1079-2025 A Resolution authorizing the IT Manager to accept and execute a quote for the purchase of a hyperconverged data storage and virtualization system with Nutanix from CDW-G at a price of $203,330.32; and authorizing the IT Manager and staff to do all things necessary to complete the system purchase and implementation.

Miscellaneous Business

Mayor Rayapati shared that she attended, with Chris Mathias, Director of Community and Economic Development and KJ Whitley, Community Development Manager, and other leaders from nonprofits and the public sector, an affordable housing community stakeholder session led by the Quad Cities Housing Council with some esteemed professionals in the homelessness and housing space out of Los Angeles. There was positive feedback received on the programs the City is already doing such as Level Up in terms of knowing that is making a difference and contributing to the overall success of these types of programs in the Quad Cities.

Bob Vitas, City Administrator, conveyed there is a ribbon cutting on May 15 for Moline Library Gardens. Additionally, Vitas shared that staff will soon release the solar Request for Proposal. Staff has been working diligently with the gentleman from Progressive Business Solutions. This will give the City an opportunity to reach out to the solar community to get some ideas on what the cost would be. There would be no City cost directly involved for the construction of the solar project itself. We would enter into a Public Private Partnership (PPP) agreement with a solar developer, who would cause the project to be developed over a period of time. Pending permitting, construction would begin in 2026. In other news,

there is a committee of staff members led by Denver Schmitt, Public Works Director, who completed a Request for Proposal, for the formerly named Climate Action Plan, which is now being referred to as the Environmental Sustainability Plan. Staff will come forward to recommend a company to perform that project for the City. They will be completing an assessment of Moline and coming forward with plans for

ideas as to how we can increase the treatment of our local environment in the City government. Finally, Trivers, based in St. Louis, Missouri, was at City Hall last week working on a 3D model of the entire building. The current plan involves relocating the Council Chambers to the main floor and eventually making changes to the building layout to reorganize staff placements.
