Park Board President, Bill Abel, called the meeting to order at 3:30 p.m. in the Public Works conference room.
Roll Call
Roll call was taken with Board Members Abel, Greenlee, Knaack, Navarro, and Tillberg present. Absent: Clawson and Schwarz
Public Comment
Sandra Earhart, Moline resident, voiced her concern about the maintenance and upkeep of the hillside section of Riverside Cemetery.
Oath of Office
Oath of Office for appointment of Nathan Tillberg to the Moline Park Board on Wednesday, June 25, 2025 at City Hall.
Consent Agenda
Approval of Minutes
Park Board meeting minutes of May 22, 2025.
4.2 Approval and acceptance of departmental May/June bill payment and departmental May/June revenue, expenditures, capital projects, park reserve and cemetery reports.
Omnibus Vote
Betsy Greenlee, seconded by John Knaack, moved to approve, by omnibus vote, these items with the correction to the May 22, 2025 meeting minutes of moving Betsy Greenlee from absent to present under Roll Call. Motion carried on roll call with the following vote: ayes: Abel, Greenlee, Knaack, Navarro, Tillberg; nays: none.
Non-Consent Agenda
6.1 Special Event Application: Six More Weeks Film Shoot
Fresh Films is requesting use of Sylvan Island on Saturday, July 27, from 7:00 a.m. – 6:00 p.m. to shoot an independent, family-friendly film. They are requesting the use of a golf cart if necessary. They are not requesting that Sylvan Island be closed to the public. Michael Wiebler from Fresh Films attended to speak and give more detail about the film shoot. City Attorney, Bill Atkins, attended to confirm that there are no legal issues. Staff sought recommendation from the Park Board.
Approved. John Knaack, seconded by Rico Navarro moved to approve the Special Event Application for the Six More Weeks Film Shoot. Motion carried on roll call with the following vote: ayes: Abel, Greenlee, Knaack, Navarro, Tillberg; nays: none.
6.2 Approval of the Moline Park Board to Enter into a Lease Agreement with Lil Stevie’s Taste of Somthin’ LLC
Stephen Hinton Jr., owner of Lil Stevie’s Taste of Somthin’ LLC, requested a two-year term renewal of his lease with the City of Moline to operate a mobile vending unit assigned to the southeast parking lot of Stephens Park. Lil Stevie’s will have the option to be open for business throughout the year as weather permits. The lease agreement has a fiscal impact of $700 into 120-0000-363.15-00. Staff recommended approval.
Approved. John Knaack, seconded by Nathan Tillberg, moved to approve entering into a lease agreement with Lil Stevie’s Taste of Somthin’ LLC. Motion carried on roll call with the following vote: ayes: Abel, Greenlee, Knaack, Navarro, Tillberg; nays: none.
6.3 Nomination and Election of Park Board Officers for June 26, 2025 through June 24, 2027. Park Board members Rico Navarro and John Knaack presented the nominating committee’s recommended slate of officers for Board approval and election. The slate of nominations was Bill Abel for President, Rico Navarro for Vice-President and Betsy Greenlee for Secretary. Staff recommended approval.
Approved. Rico Navarro, seconded by John Knaack moved to approve the presented nominations of Park Board Officers. Motion carried on roll call with the following vote: ayes: Abel, Greenlee, Knaack, Navarro, Tillberg; nays: none.
Informational
7.1 Riverside Riverslide Update
Parks and Recreation Director, Eric Griffith, updated the Park Board on Riverside Riverslide’s season thus far, including statistics on the amount of closures and attendance numbers.
7.2 Musco Mini-Pitch at Riverside Park
Parks and Recreation Director, Eric Griffith, proposed the idea of adding a Musco Mini-Pitch at Riverside Park in the southwest corner of the parking lot. The Riverside mini-pitch would be designed for only soccer, unlike the current mini-pitches at Stephens Park which are dual-purpose for soccer and basketball. The mini-pitch would be placed on the current parking lot asphalt covering 30 parking spots. Staff is seeking initial input and suggestions about the idea from the Park Board.
7.2 Parks and Recreation Update
Parks and Recreation Director, Eric Griffith, informed the Park Board on numerous Departmental projects and updates. The majority of the stolen memorial plaques have been installed, the dredging at Marquis Harbor was completed on June 24, 2025 and that Parks Maintenance is preparing for removal and installation of the playground at Little League in Riverside Park. Eric also informed the Park Board of the promotion of Terry Bates to the new Forestry Manager, gave an update on the timeline for when Parks and Recreation will be moving into the City Services Center and an update on Roselawn Cemetery.
