City of Moline Library Board met Sept. 11.

Call to Order
Library Board President, Dee Runnels, called the meeting to order at 12:00 PM in the Library Bronze Room.
Roll Call
Roll call was taken with Cunningham, Enani, Nelson, Runnels, Poor, Smith, and Sommers present.
Absent: Kaple and Koeller.
Items on Consent
Approval of the Library Board Meeting Minutes- August 14, 2025.
Approval of the August 2025 Bills.
Approval of the August 2025 Gardens Fund Report.
Approval of the August 2025 Trust Fund Report.
Omnibus Vote
Poor, seconded by Smith, moved to approve the items on the consent agenda by omnibus vote.
Motion carried with unanimous approval.

None.
Director’s Report
• Lear welcomed the two new Student Trustee members, Adam Bell and Grace Haben. He also shared the three vacant library positions will be filled this coming week. Clayton Buckrop and Carol Anne Chouteau will join as Library Pages and Rebbeca Fox will fill the Temporary Library Assistant-Circulation position.
• A release date of September 29th has been set for the new PrairieCat App. There will be a month-long transition period, and promotional information will be going out to patrons soon. The new app has more functionalities, can be updated in real time by staff, and is more cost effective.
• Lear hopes to bring a rejuvenated logo to the Board next month. The administration team collaborated with Team WTI on this project.
• Lear shared updates on the Library Outreach Vehicle and provided sample colors for the interior design. The administration team has been and will continue to work with Farber Speicality Vehicles to finalize everything. Lear has been working with the Public Works Department on generator options and maintenance plans. The vehicle is still expected to be in hand early next year.
• Lear has been working with Finance Director, Carol Barnes, to establish the library’s three year projected budget. Lear reported a solid budget. City Council will meet in October to do the annual budget review session.
• Jan Laroche was featured on KWQC promoting National Literacy and National Library card sign up month on the morning of September 5th.
• Terry Bates, the City’s Forestry Manager, is working with a resident who has donated some trees to the library. He plans to plant a flowering dogwood tree along 41st street.
• Lear reminded the Board of the Gather in the Gardens event coming up on September 20th from 11AM to 1PM.
• The Library Gardens will remain open until 7PM on September 20th for Moline homecoming photo opportunities.

No meeting. There is a tentative date for one on September 30th at 9am.

New Business
The Nominating Committee, having determined eligibility and consent, presents the following slate of officers for the 2026 term.
President Bob Poor
Vice President Elaine Kaple
Secretary Franki Cunningham
Nelson moved to accept the nominated slate of officers as the elected slate of officers. The motion was seconded by Enani and passed unanimously.
Discussion had on closing date schedule for 2026. Dates are in line with the City and UAW contracts. The current UAW contract ends this year, and negotiations will start in the coming months. Board members noted Martin Luther King Day and Juneteenth were not on the list. Haben shared the schedule did not contain three federally observed holidays. Discussion had about hosting programs or events on holidays the library is open. Lear noted the schedule could change and be reapproved by the Board at a later date. Smith moved to accept the Library Closing Schedule for 2026. The motion was seconded by Cunningham with the following vote: ayes Cunningham, Nelson, Smith, Sommers; nays: Enani and Poor.
