City of Aledo Committee of the Whole met Oct. 6.

Here are the minutes provided by the committee:

The City Council of the City of Aledo met in Regular Session in the Council Chambers at the Aledo City Hall building on October 06, 2025. MAYOR HAGLOCH called the meeting to order at 6:45 P.M. The roll was called, whereupon the following answered present:

Aldermen BARRY COOPER, DENNIS DIXON, MARK FRIESE, MARIO PAULEY, CARMEN RUH, LINDA SARABASA, JASON SNYDER, and ANDREW WEEKS. Mayor CHRISTOPHER HAGLOCH.

Also present was MICHAEL CHAUSSE, City Administrator, ADAM BAKER, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.

The media was represented by Ty Taylor, WRMJ.

COMMITTEE OF THE WHOLE

Public Comment: Tyrone & Anne Cutkomp, owner(s) of property located at 112 S. College Avenue, Aledo, appeared before the Committee of the Whole noting they were not aware of the closure of the Aledo Redevelopment Area Tax Increment Financing District listed on the agenda for this evenings meeting.

MAYOR Hagloch reported TIF 1 was set to originally sunset on December 21, 2021 but the Aledo City Council approved an extension on the closure of the original TIF District with an expiration set for December 31, 2025. It was noted with Cutkomp that the remaining items of his Redevelopment Agreement would need to be completed before then. The most sensitive item is the parking lot area, concrete or asphalt repairs. MAYOR Hagloch assisted the cutkomps by reaching out to a local contractor to retrieve a quote for the TIF eligible item.

Communication & Correspondence: No Report.

Requests & Petitions:

Cemetery Transfer: Joyce E. Grimm, Petitioner, convey & quit-claims to Cynthia C. Nabozny, 3617 25th Avenue, Rock Island, IL., 61201, Lot One Hundred Twenty-One (121), Grave Space(s) Three (3) and Four (4), in the Fifth (5th) Addition of the Aledo Cemetery.

Public Works Activity Report: DPW Blaser reported the following:

• Streets: Curb and gutter work, vac downtown, water trees and flowers, mowed a few sites, remove tree at the aquatics site.

• Gas: JULIE’s; dirt and seeding repairs at various job sites, install the new gas service at Blessed by Nature, install new radio heads along route 1, calibrate CGI’s, perform sniff checks, respond to three leak calls. (no major issues found) Met with DPW to start reviewing the proposed implementation of the new radio read system planned for 2026.

• Water: JULIE’s; The Water Division had a few reports of dirty water last Saturday evening on the west-side of town, along the main street area, with no water main leaks were discovered. Staff flushed a few hydrants and did observe dirty water for a few seconds. Once the flush was clear, everyone that reported was contacted and verified they were cleared up. We have not received any further complaints. Assisted ION with lead and copper samples. For those who are not familiar with this, the EPA requires lead and copper sample to be taken at 20 sites, same 20 every three years, to determine if we have elevated lead or copper in our system. The Water Division has not had any abnormal levels to report. Met with DPW to start reviewing the proposed implementation of the new radio read system planned for 2026.

• Cemetery: Two (2) funerals occurred. Mowing, weed-eat.

• DPW: Budget work continues, coordination of the work listed below, building plan review for three downtown buildings, ten building permit inspections, one ZBA application, cell tower service re-locate coordination, met with the gas, water, and billing departments to discuss the proposed radio read system planned for 2026. An allias summons for one of the property owners at 407 NE 7th Avenue, Aledo has expired and now attempting to serve via text message.

• Ion Report: There was a suspected leak near the water plant, but after investigation we determined that there is no leak. There is a problem with a bad sensor on the clear well hatch that is causing an issue with alarm system. CJ has talked to Per Mar about getting it repaired. Sensors were replaced and the system is back to normal operations. Over the weekend of Sept 27/28 there were some complaints of dirty water on the west end of town, but ION was not able to determine the cause. There were no main breaks and operations were normal at the water plant. Lead and copper samples are complete and submitted to Pace. All standard Q3 samples are sampled and submitted. At the lagoons, ION is still waiting on Britton to come on site and raise the antenna at the north lagoon to fix signal issues. Otherwise, lagoons have been operating normally. Lift Stations operations are normal.

• CSO Fisk reported we currently have seven pending work orders. Items addressed in these work orders consist of inoperable/unregistered vehicles, tall grass/weeds, abandoned properties, and an occupied RV in a residential district. Four of the seven are receiving a notice to appear at code hearing on 10/14, three are pending for a re-inspection. We are working with MHT for a notice of violation on the occupied RV. CSO will advise the council on the status when we receive the documentation back from MHT.

Aledo Police Department Activity Report: CHIEF Baker reported September 25th, the Mercer County Homecoming Parade made its way through downtown Aledo. The event went smoothly as extra officers were brought in especially for the event to make sure spectators and participants were safe.

The week of September 29th, Officer Thomas Smith attended a 40-hour Firearms Instructor Course in Galesburg, IL. The training requires trainees to qualify for the 50 round State of Illinois course of fire. It trains officers to become instructors to train others on shooting skill and recognizing and correcting problem shooters.

October 1st, Officer Jade Ford had her first day as the School Resource Officer for the Mercer County School district. Officer Ford completed a 40-hour School Resource Officer course through the Illinois Law Enforcement Training and Standards Board and was awarded a waiver to work in the schools in an SRO capacity.

October 1st, Officer Jasmine Jaime attended training in Moline, IL for an 8-hour Interviewing Children class. This class provides officers with specialized methods and information for interviewing children involved in criminal investigations.

On October 1st, Investigator Lindsey Kenney and Chief Baker met with residents and staff at Mercer Manor for a Coffee with a Cop event. They shared drinks and donuts with the residents and shared stories and fellowship.

Administrative Report: ADMINISTRATOR Chausse reported on an overview of highlights of what the Administrator (and others) have worked on since the last council meeting:

ADMINISTRATOR facilitated and attended various meetings: a conference call with a representative of Frontier initiating the switch from the copper analog phone line to a digital service; a conference call with a representative from the National Fitness Council concerning outdoor fitness equipment and classrooms; met with YMCA representatives, Tanner Dunn, and City Clerk to discuss Park District Superintendent position; a conference call with Apptegy; met with Engineer and contractors concerning the 9th Avenue Multi-Use Path project; met with representatives at Blackhawk Bank & Trust; and, attended an Aquatic Center project meeting update.

ADMINISTRATOR reported he has been in-contact with the CITY ATTORNEY regarding continued performance issues with LRS and their services. Complaints regarding garbage falling out of trucks, receptacles not being picked up every week continue to come in on a weekly basis. ADMINISTRATOR reported recent issues are explained to be due to a new driver in Aledo and unable to follow their GPS application in their trucks. ADMINISTRATOR is discussing what next step could be to handle these ongoing issues and a review of the contract. A letter is being drafted by the CITY ATTORNEY expressing the City’s grievances to LRS.

ADMINISTRATOR reported Dean Baker, Aledo Masonic Lodge, has requested Tax Increment Financing (TIF) assistance regarding the repairs to the building at 101 SW 3rd Street. The owners are looking to paint the white surface on the front of the building with the work quoted in the amount of $1,500.00. A consensus by the CITY COUNCIL to retrieve a new TIF application by Aledo Masonic Lodge and ADMINISTRATOR to poll each Council member individually, via email if they are in support or not for this application.

CITY CLERK Dale provided quarterly reports regarding sales tax revenue and building permits for the third (3rd) quarter 2025. Also, CITY CLERK reminded CITY COUNCIL the F/Y 26 Budget Session(s) are scheduled for Monday, October 27 at 6:00 o’clock p.m. in the City Council Chambers with a second date available for Tuesday, October 28.

Mayor’s Report: MAYOR Hagloch provided an update on prior discussions regarding the installation of new parking for property located at 201 S.W. 9th Avenue, Aledo. Plans are to review the current budget to see if there are available dollars to finish this request by Troy Riddell in 2025. If there are no available funds this year, plans would be to budget in F/Y 2026. Tentative plans are to tube/rock the area and provide paving for five (5) parking spaces in 2026.

Committee Report: A Water, Sewer & Storm Drain Committee meeting was scheduled for Tuesday, October 14 at 6:00 o’clock p.m. in the City Council Chambers.
