Committee Meeting Minutes
Thursday July 14th 2016
The Committee Meeting was called to order by Mayor Dean Moyer at 6:30 P.M. Thursday July 14th 2016 in the Cordova Village Hall Conference Room.
Roll Call: Trustees: Pat Fidlar, John Haan, Bill Somers, Alvin Barber, and Jim Hines Absent: Shannon Craigmiles. Also: Dennis Keitel MSA, Steve Herring MSA, Lyle Ernst Review, Arlan McCool, Courtney Riley, Tom Ray, Rock Island County Sheriff Deputy, Del Moyer, Joyce Moyer, Perry Barber, and Duane Wilkey.
MSA: Steve: I would like to introduce Dennis Keitel he is a Senior Project Engineer and is bird dogging the NaNo2 project for us. He will speak on that in a little bit. MFT Project the resolution contract has been signed I will be sending them off to IDOT and we should be hearing from them in the near future.
Dennis: We got the construction permits sent in May 3rd. We went to Springfield and while there the IEPA was there the one that is reviewing the engineering of the Nano2 system. I’m pretty confident that we will get the permit. There is the above ground and beneath the ground for the piping which needs to be decided on. I would say the below ground because of the freezing. Above you would have to have a stand by generator incase of a power outage. We will have to work with the IEPA for getting rid of the sludge. As soon as we get the permit we will proceed. We should hear by August 3rd.
Steve: We had a conversation with Jim Boone about the nitrate levels.
I’m looking at some lab results and in November 2015- 8.95, Jan 2016 -9.55 and then Mar 2016- 9.18 you are not over for violations but close. Do we continue on and take a chance? Do a water system analysis and be pro active. Is what I suggest doing.
Dennis: Most of the nitrate could be coming from one well.
John: Should we do the testing from the one pump?
Steve: You could do that.
Dean: Maybe do a test out of each pump and see which one is the highest.
Steve: As we are here today your drinking water is safe.
Prevailing Wage: Pat: How come we are just now doing the Prevailing wage?
Deniese: Because they haven’t set it for 2016. I called down there and they said we still had time to approve it. 2016 hasn’t been set yet.
Codification: Dean: Tell me what days you can be here and we will get going on it.
Jim: I started on it and shut the fire off and walked away.
Dean: I don’t think it would take more than a day to go through it.
John: Next week at the Board Meeting we will set a time and date.
Barks: Dean: I got another call from the Barks when we had the heavy rain a couple of weeks ago. He says he is waiting for and answer and I think we gave him that answer from the Lawyer.
Jim: I spoke with him a few times. I did some research and we are at the point that our attorneys have said we shouldn’t do anything. I don’t think he was happy.
Dean: Next week we need to make a decision and send them a letter.
Full Time Maintenance Position: Dean: Sometime next week we need to have some interviews. So we can decide at the Board Meeting.
Garbage Can: 10th Street Landing: We need to have a garbage can down at the landing. We took a red one down there then we had to bring it back up to dump it. The guy is asking for a couple of cans.
Alvin: What about the Park at the 4 way? I think it would be a good idea to have one there also.
Jetting Ditch Tubes: Dean: Tubes through town are plugged up. Do we want to wait for our full time employee, have Toppert Jetting come in? Does anyone have suggestions?
John: Didn’t Fire Department help do that? I know Kenny said he would see if they wanted to do it.
Move Payment Box: Dean not now but in the next week or so we need to move the payment box right in front so you can drive up drop it in and drive out.
Village Hall Sign and Flag Pole: John: I talked to a guy along time ago that Ron Downey worked with and the guy never got back to me. I will call him before the next meeting. As far as the Flag pole, it’s going to be about $2000 dollars. Put on the agenda to buy a flag pole. The same one that’s down there in the park was $1700 hundred dollars.
River Rock: Dean: He asked me about the river rock he wants to know if its both sides or one side I can’t remember.
Jim: It was both sides so it wouldn’t be so hard to maintain.
Dean: I spoke with Rutledge about the meter base to decide what he is going to do about that, he forgot about it and I reminded him.
The concrete crack: He is in Las Vegas and he will take care of it.
Jim: Now its 3 instead of 1.
Dean: He will fix what he has to fix.
Dean: Ditch across the street.
John: After the landscaping is done we can flush the pipe.
Dean: Need to get someone down and trained for the larva side when we hire, we will have to send them down right away to get trained.
Pat: When does the township take up the spray?
Deniese: They only spray around the holidays.
Jim: We have them spray every week.
Dean: I will call down and see when the grant money will be coming or when it can be spent.
Alvin: We need to have 2 of the generators fenced in and the one has to have a permanent station down by the shamrock.
