Rapids City board discusses police report

The Village of Rapids City board met Friday, Sept. 9.

Here are the meeting minutes as provided by the Village of Rapids City board:

August 9, 2016

Village of Rapids City Rock Island County, Illinois

This Regular Board meeting was called to order by President Rankin at 7:00p.m. All present joined in the Pledge of Allegiance.

ROLL CALL: Present – Corson, Clark, Fowler, Mire, and Bertelli.

Absent – Schneider. Also Present – President Rankin, Clerk Price, Clayton R. Lee, Cindy Bisby, Ryan Bump, Scott Duckett-MSA Engineer, Rachel and Jason Cox, Matt Pivot-Allied, Lyle Ernst- Review, Officer McNeil, and Glenda Gall.

A quorum was established.

CONSENT “Omnibus” Agenda: Clark motioned to approve 7/12/16 minutes, 7/16 Treasurer’s Report, 8/16 bills/ Mire seconded. All present voted yes. Motion carries. PRESIDENT-Rankin: Matt Pivot with Allied Waste said they are working to take care of the issues with pick up. The truck that had the hole in it and losing garbage was repaired. They will work with the drivers to make sure they pick up South Shore and Frontier Court. Allied has had a driver shortage and a manager was replaced. Matt is concerned that the log book is not being signed. A supervisor is going to drive along with the truck drivers for the next few weeks on the route. He said pick up times vary and he suggest putting the garbage out the night before. Harold Mire said that their problem should not be our resident’s problem. Mire is not happy with the lack of response time when a complaint is called in. The village will keep an eye on things and would like for Allied to come back in October to discuss. Pivot said with a permanent driver on the routes, things should get better. Scott Duckett with MSA said things have not moved along as quickly as he would like with the 15th Street project. There has been a delay and is expected to be open on the 16th with restoration finished after that. Valley requested an additional three days to the substantial completion date for this project. Greg is concerned with how narrow 11th Avenue is at the construction site. Duckett said there will be rip rap there to reinforce and stabilize the road. There have been numerous days when there was no work being done when the weather was good. Greg wants to meet with Eric Schallert (Valley Project Manager) one on one at the job site. Greg is not happy with the progress either. Mire motioned to deny the request for addition days/Fowler seconded. Corson, Clark, Bertelli voted no to the motion. Fowler, Mire voted yes. Motion did not pass. Corson motioned to grant one additional day to the August 16 date for the road to be opened and beyond that the restoration must be completed by August 31/Clark seconded. Corson, Clark, Fowler, Bertelli voted yes. Mire voted no. Motion carries. A sewer line is exposed behind the ball diamond and in the ravine. MSA presented two preliminary cost estimates for the repair or replacement of the exposed pip in the ravine. Mire motioned to go out for bids for the relocation of the sewer line of 15th St.Ct.N. and the village facilities off of 17th Street/Corson seconded. All present voted yes. Motion carries.

POLICE REPORT - Chief Engle: Report as presented. Officer McNeil stated the Tug is just around the corner and there will be extra patrol in Rapids City during this time. The car that ran into the house went to court.

FIRE REPORT- Chief Carey: No report.

ATTORNEY-Clayton Lee - : Lee reviewed the Allied contract. The contract has a section in Section 10-J which specifically addresses terminating the contract. The contract is a five year contract.

BUILDING & ZONING –Mire: 1 plumbing permit. 10 General permits.

CEMETERY –Clark: The paperwork was prepared and the exemption license completed and received on the Church Cemetery and the Rapids City Cemetery.

ELECTIONS –Rankin: No report.

FINANCE -Corson: Bertelli motioned to pay off the Blackhawk loan/Clark seconded. All present voted yes. Motion carries. The village will now be debt free.

ORDINANCE & LICENSES –Corson: The ordinance was prepared and presented for Video Gaming. Mire would like to table this for now to explore becoming a home rule city. Currently Rapids City is non-home rule. Clark wants to encourage business in Rapids City. Mire motioned to table this ordinance pending review of pros and cons of home rule/Fowler seconded. Corson, Fowler, Mire voted yes. Clark and Bertelli voted no. Motion passes. A Committee of the Whole Meeting is set for August 31, 2016 @ 6p.m. to discuss the home rule option and to review the Video Gaming Ordinance. The attorney will present pros and cons at this meeting. Grey Lee will be the attorney for this meeting. Jason and Rachel Cox introduced themselves to the board and would like to encourage video gaming in Rapids City. They would like to create a gaming lounge.

PARKS & RECREATION –Clark: There is a new plack placed at the village hall in recognition of Veterans past and present for their service. This was donated by Jim and Deb Bertelli. Clark thanked Bertelli’s and for the great job. Jim also has a granite bench that matches the plack. He will get the figures to the board next meeting for this bench. Ryan said Bi-State Masonry will be here next Wednesday to begin work on the wall at the office. The Tug race is Saturday and we will barricade the area again this year. The public works has put down 90 yards of mulch this past week.

PERSONNEL –Corson: No report.

PLANNING –Mire: No report.

PUBLIC SAFETY - Bertelli: No report.

PUBLIC WORKS – Fowler: No report.

SEWER –Schneider: The numbers do not look too bad. Generators have been set. Ryan is waiting for MidAmerican to install the gas.

WASTE MANAGEMENT – Fowler: No report.

WATER –Schneider: No report. OLD BUSINESS: The board decided to leave the ordinance as is for water. Hydrant use will be at the discretion of the Public Works Director. NEW BUSINESS: Dave Wilson brought pictures of the ditch and more flooding. The board was advised by the attorney that it is a hand off situation. This is private property not a village issue. The neighbors need to take care of their own problem.

With nothing further to be discussed Schneider motioned to adjourn and all concurred, President Rankin adjourned this August 9, 2016-regular meeting at 8:25 p.m.
