Committee Meeting

September 8th 2016

The Committee Meeting was called to order by the Village President Dean Moyer at 6:30 P.M in the Village Hall Conference Room Thursday September 8th 2016

Roll Call: Jim Hines, Shannon Craigmiles, Pat Fidlar, John Haan, Bill Somers, Alvin Barber. Also in Attendance: Duane Wilkey, Shelly Stromach, Tom Ray, Nick Craigmiles, Bob Vanhooreweghe, Annette Hutchcraft, Todd Hutchcraft, Arlan McCool and Perry Barber.

Village Hall Sign: Jim: I got bids from other companies here is a quick review this is the companies I spoke with. I spoke with someone from Hillsdale because they have purchased a sign and they said it was about 30 grand. The company size price and notes the Vantage is double sided but runs with cloud. Stewart is single and software, Grandwell 2 different sizes software and laptop, Fast signs single and double sided Budget single different sizes we need to decide what size and single or double sided.

None of these are installed.

Shannon: This doesn’t include masonry does it?

Jim: No software comes with time and temp.

I really like budget I like the price. But we just need to decide on single or double sided and size. Are you comfortable with $10 Shannon finance lady?

Shannon: I would stay under $12

Dean: Some of the residence from the other way might not like it if it’s bright shining in the windows.

Jim: I can ask if there is a dimmer. I will ask if we can get more of a discount too.

New Residential/ Commercial Water and Sewer Rates: Dean: I got an email today asking why we haven’t billed Exelon. We need to get this figured out. We need to come up with a cost of flow rate.

Alvin: We need to see how much they are sending us.

Jim: are we basing the cost off of Exelon and have other businesses pay off that?

Shannon: Should review all the businesses

Dean: I will have something next week.

Audit: Deniese: She will be here next week.

Mosquito Sprayer: John: I’ve looked at several of them and there is a place in Moline that has pulse jet sprayer. Everybody that I have spoken with said that is the best way to go. They are cheaper. I have talked to 7 or 8 companies and they say that is the way to go. There is a class in Nov it won’t be for this year between now and next year I will do some talking and see what I can do we might be able to do it this year. There is a place in Moline that sells them.

Arlan: Is it like a fogger?

John; Yes it is it sits in the back end of a truck. We can buy the machine and everything but we can’t do anything with it until after they have the class.

Trick or Treat Hours: Jim: What did we do last year?

Bill: If we didn’t have any complaints from last year on the hours do the same as last year. 5-8

Claim: Deniese: That tree that pulled out the power to the house. They paid for that but not to have the tree taken down. $412.60.

Fencing: Alvin: The last bid you gave me is like 7 thousand over Justin’s bid. So I think we should just meet the requirements for the IEPA and when we have more money move forward. We have already approved the money we will just have Justin do it.

Deniese: Do you want me to talk to them or you?

Alvin: You can.

Alley: 7th and 8th Ave.: Bill: County made a mistake and corrected it but didn’t take out the paperwork. So the alley is still open.

Shannon: So just send out a letter like we did for the other people.

Bill: The problem is as far as I can see people have a garage in the alley and I don’t think they want to close the alley. And if you want an alley closed all the residents in that alley would have to agree to closing.

We can’t just close an alley.

Pat: Everyone of us sat here that night and said ok

John: I never said it was ok to do anything.

Pat: yes you did the night she was here.

John: I said if it was closed it was closed.

Pat: As far as I’m concerned it’s not us it’s between neighbors.

Shannon: How many days did we give the other people to remove their fence? Deniese do you remember that letter?

Deniese: No I don’t

Shannon: We already made someone else do the same thing.

Alvin: She brought the information in we didn’t review it enough we dropped the ball.

Pat: Exactly right.

Alvin: The alley is not closed so legally she doesn’t have the right.

John: You can’t put a fence on an open alley, we made the people move the fence down by Delmar’s, and we made people move rocks. The road is not closed.

Annette: should I suffer because you guys dropped the ball?

Pat: That’s not my problem that’s between you and your neighbor.

Alvin: We should have looked at the paperwork before she built the fence. The alley is not closed.

Pat: My problem is we waited until the fence was up they waited until the fence was up. I’m saying the complaint should of come in before the fence was put up.

Annette: Then maybe someone should of went around the neighborhood and said guess what I’m putting up a fence. And what do you think of that?

Pat: We said if it’s closed it’s closed.

John: We said it in the meeting if it’s closed its closed and if it’s closed but if it’s open.

Jim: I wasn’t at the meeting but if she brought in the paper work and it had block 4 on it instead of the corrected block 5 then she dropped the ball. Pat: She went to the county and asked for the paperwork and that is what they gave her.

Dean: The problem is our property.

Todd: I thought it was Tony putting up the fence not Shannon I found out that day.

I bet I can guarantee they gave her both of those papers

Pat: You calling her a liar?

Annette: I guess we are.

Pat: Put that on record.

Todd: You are calling me a liar because I dint know it was her fence.

Pat: If the fence has to come down then I want a driveway this and that there is a driveway and their fence has to come down too.

Dean: We are not getting anywhere here. We have to have a motion on what we are going to do.

John: We already have an ordinance that says you can’t do that. So send them a letter and have them remove it.

Shannon: We should mirror the letter we have already sent out. Not any different than anyone else.

Put it on the agenda.

Dean: IEPA we have to come up with drawing of something from what I already did it’s not from and engineer but maybe we can get this pushed through.

Jim: Re-file or amendment?

Dean: Amendment. We can do the building and as much as we can then once it’s amended then move on.

John: they fixed a bunch of roads but not all of them fixed I would like to get hot patch so we can fixed a few more holes around town.

Bill: 2 weed eaters down probably $200 to $250 to have them fixed.

Bob: I was wondering if there is a way that people that are interested could get an email saying there is a special meeting.

John: There will be sign out front.

Bob: Along time ago John Myers was working on codification.

Shannon: That has been sent off waiting for the return

Shannon makes a motion to adjourn John 2nd 6 aye roll call vote.
