The Rapids City Village Board met Sept. 13 to suggest cemetery improvements.

This Regular Board meeting was called to order by President Rankin at 7:00p.m.
All present joined in the Pledge of Allegiance.
ROLL CALL: Present – Corson, Clark, Fowler, Mire, Bertelli, and Schneider.
Absent –
Also Present – President Rankin, Clerk Price, Clayton R. Lee, Ryan Bump, Scott Duckett
& Chris Cooper-MSA Engineer, Officer McNeil, Sue Hebel-River Cities Rotary, Russell
Kinkade, and Glenda Gall.
A quorum was established.
CONSENT “Omnibus” Agenda: Corson motioned to approve 8/9/16 minutes, 8/16
Treasurer’s Report, 9/16 bills and 8/30/16 Special Meeting Minutes/ Schneider seconded.
All present voted yes. Motion carries.
PRESIDENT-Rankin: Sue Hebel with River Cities Rotary received a grant for the Little
Library with double the money. They are partnering with the Boy Scouts to build the
structure and hopefully will be done by winter. The board needs to decide where they
want the Little Library at in the village. It will be 4x4 posts with two shelves for books.
POLICE REPORT - Chief Engle: Report as presented. Officer McNeil was present
for any questions.
FIRE REPORT- Chief Carey: Report as presented.
ATTORNEY-Clayton Lee - : No report.
BUILDING & ZONING –Mire: 2 plumbing permit. 12 General permits.
CEMETERY –Clark: Clark would like benches to be placed in the cemetery. Gall
suggested the Trust pay for them. Price will contact MidAmerican concerning the light
pole that is leaning in the cemetery.
ELECTIONS –Rankin: The 2017 Consolidated Election will be April 4, 2017. Packets
may be picked up at the village hall beginning September 20, 2016. The positions open
for this election are: 1- Village President, 3- Four year terms for Trustee, and 2 -Two year
terms for Trustee. The filing period will be December 12 thru December 19, 2016.
FINANCE -Corson: Corson moved to donate to Ann’s Helping Hands Holiday Basket
in the amount of $100.00. The 2016 Tentative Assessed Valuation was presented to the
board. The board also received examples of the Tax Levy that will need to be passed.
The 2016/2017 Tax Levy Ordinance will be presented at the October board meeting.
ORDINANCE & LICENSES –Corson: No report.
PARKS & RECREATION –Clark: Clark motioned to approve the purchase of the
bench seat to be placed at the village hall as presented in the amount of $350.00/Corson
seconded. Corson, Clark, Fowler, Mire, Schneider motioned yes. Bertelli abstained for
voting so it would not be a conflict of interest. Motion carries. The collapsing wall was
fixed. They just need to come back to put black dirt around the area and grass seed.
PERSONNEL –Corson: Price needs to contact the insurance company to get moving
on quotes. She will let Corson know when she has information.
PLANNING –Mire: No report.

PUBLIC SAFETY - Bertelli: Bertelli would still like to see the lot the village owns on
19 cleaned up. Fowler said the bus is still parking on 17th Street. Rankin said that if the
post office complains they cannot deliver mail there or the neighbors complain they
cannot get mail, then the school will be ticketed. Bertelli said this is his last meeting
because he is moving. The board thanked him for his service. Handicap parking at the
post office is a problem. The space needs fresh paint.
PUBLIC WORKS – Fowler: Duckett said the 15th Street project is wrapping up. They
have seeded and top soil put down. There is a punch list. They are waiting for Valley to
get the certifications to them and until they deliver them, they aren’t getting paid.
Schneider motioned not to exceed $4000.00 to purchase and install a 28 foot guard rail on
11th Avenue that is IDOT specific/Fowler seconded. All present voted yes. Motion
carries.
SEWER –Schneider: The numbers do not look too bad. Schneider motioned to
approve $13,600 for MSA engineering fee for Rapids City Ravine Sanitary Sewer
Reroute/Corson seconded. All present voted yes. Motion carries.
WASTE MANAGEMENT – Fowler: Allied is doing a pretty good job.
WATER –Schneider: No report.
OLD BUSINESS:
NEW BUSINESS: Schneider motioned to approve the Resolution Number #0916 to
Support of the Approval and Adoption of the Rock Island County Multi-Jurisdiction
Local Hazard mitigation Plan Update as presented/Clark seconded. All present voted yes.
Motion carries. Fowler will look into having the board info put on the Triumph
electronic sign. The board will look into communication ideas. Price will have the office
put out a fall newsletter with the October bills.
With nothing further to be discussed Schneider motioned to adjourn and all concurred,
President Rankin adjourned this September 13, 2016-regular meeting at 8:05 p.m.
