The Silvis City Council and Committee of the Whole met Jan. 3 to approve air compressor repairs.

Minutes of the Regular and Committee of the Whole Meetings of the Silvis City Council held in Silvis City Hall, Council Chambers, 121 11 Street Silvis at 6:30pm.
1) Pledge of Allegiance: Mayor Tom Conrad called the 3 January 2017 Regular meeting of the Silvis City Council to order at 6:30pm and led the Silvis City Council in the Pledge of Allegiance.
2) Roll Call:
Mayor Tom Conrad asked City Clerk Jim Nelson to call the Roll. Members present: Larry York, Kathy Hall, Caryn Unsicker, Todd Malmstrom, Bob Rockwell, Rick Lohse.
Member absent: Bob Cervantes, Matt Carter.

6) Consent Agenda: Mayor Tom Conrad asked City Clerk Jim Nelson to read the Consent Agenda dated 3 January 2017. Clerk Nelson read the Consent Agenda dated 3 January 2017. Mayor Conrad asked if anything needed to be removed from the Consent Agenda dated 3 January 2017. Mayor Tom Conrad asked for a motion to accept the Consent Agenda dated 3 January 2017.

Alderman Todd Malmstrom made a motion to suspend the rules to consider Ordinance 2017-01-A an ordinance amending section 2-153 travel, meal and lodging expenses of the Silvis Code of Ordinances.
Motion was seconded by Alderman Rick Lohse.
Motion carried via voice vote.

16) Call Committee of the Whole to Order & Roll Call Mayor Tom Conrad called the 20 December 2016 Silvis City Council Committee of the Whole Meeting to order at 6:46pm and asked Deputy City Clerk Andrea Gryp to call the Roll.

Discussion: Alderman Larry York discussed the emergency repairs needed for the air compressor for the Boiler system in City Hall at a cost not to exceed $2,554.
Motion: Alderman Larry York made a motion to place making emergency repairs to the air compressor for the boiler system at City Hall at a cost not to exceed $2,554 on the 17 January 2017 agenda for approval. Motion was seconded by Alderwoman Kathy Hall. Vote :

Item 1) Renew Contract with auditing firm Carpentier, Mitchell & Goddard
Discussion: Alderman Rick Lohse discussed renewing the contract with Carpentier, Mitchell & Goddard. Alderman Lohse noted that this firm has been doing our audit for quite some time. We are looking at renewing the contract for a two year period $35,500 for 2017 and $36,350 for 2018. Alderman Lohse noted that the increases are marginal which are expected. **Alderman Matt Carter arrived at 6:36pm **
Motion: Alderman Rick Lohse made a motion to place renewing the contract with Carpentier, Mitchell & Goddard for 2 years on the 17 January 2017 agenda for approval. Motion was seconded by Alderman Bob Rockwell.

Public Works Director Jim Grafton reported on a water main break.
20) Comments from the Alderperson's: Alderman Matt Carter apologized for being late as he was the water main break. Alderman Carter asked the Department Heads how they are doing on the budgets. Alderman Carter said he would like to meet with the department heads by the end of the month. Alderwoman Kathy Hall noted that the time limit has expired for this year's Façade Program.
