Rapids City Village Board reviews burning alternatives

Meeting 10

The Rapids City Village Board met Dec. 13 to review burning alternatives.

Here is the meeting's agenda, as provided by the board:

December 13, 2016

Village of Rapids City Rock Island County, Illinois

This Regular Board meeting was called to order by President Rankin at 7:00p.m. All present joined in the Pledge of Allegiance.

ROLL CALL: Present - Clark, Fowler, Mire, Doty and Schneider.

Absent - Corson. Also Present - President Rankin, Clerk Price, Clayton Lee, Chris Cooper-MSA, Missy Housenga, Glenda Gall, Rick Fiems, Terry Engle-HPD, Marj & Tim Dolan, Sarah Ford, and Ryan Bump.

A quorum was established.

CONSENT “Omnibus” Agenda: Fowler motioned to approve 11-8-16 minutes, 11/8/16 Personnel Meeting Minutes, 11/16 Treasurer’s Report, 12/16 bills. Schneider seconded. All present voted yes. Motion carries. PRESIDENT-Rankin: Rankin reported that Mediacom will be raising rates.

POLICE REPORT - Chief Engle: Report as presented. Chief Engle thanked the board for the donation for blue & red Christmas for kids. Six Rapids City children were recipients. The office will put the snow ordinance on the water bills. If there are 2 or more inches of snow predicted, all vehicles need to be moved off of the streets. Ryan would like cars moved the next day after a snowfall so the public works may clean up the streets. Ryan will call the police if there is a problem with cars parked on streets.

FIRE REPORT- Chief Carey: Report as presented.

ATTORNEY-Clayton Lee - : Lee said we don’t have to do anything with the foreclosure notice at this time.

BUILDING & ZONING - Mire: 5 General permits.

CEMETERY - Clark: Clark and Glenda will be looking at benches for the cemetery in the spring. MSA is preparing a proposal for surveying the cemetery. Ryan would like to take the pine tree down in the cemetery that is overgrown and the sign needs repair. Bump will put this work on the next Operating Budget. MidAmerican did come and fix the light pole that was leaning.

ELECTIONS - Rankin: If anyone is interested in the election, they have until Monday to turn paperwork in.

FINANCE -Corson: Corson approved to donate $100.00 to the Wounded Warrior Project. ORDINANCE & LICENSES - Corson: Clark motion to approve the Local Government Travel Expense Control Act Ordinance as presented /Schneider seconded. All present voted yes. Motion carries. Doty motioned to approve the Video Gaming question to be put on the ballot as presented/Clark seconded. All present voted yes. Motion carries. The Golf Cart Ordinance was tabled until the Ordinance could be presented to the board in ordinance form.

PARKS & RECREATION - Clark: Marj Dolan told the board they have leased the Shadow Hill Park on 12th Street for the past 40 plus years. Marj and Tim Dolan would like to donate this property to the village to continue to be used as a recreation area. They also would agree to it being used for cemetery use if needed. The village will contact MSA to have this surveyed properly and they proper deeds will be prepared. Fowler motioned to accept this property/Schneider seconded. All present voted yes. Motion carries. They board thanked Dolan’s for their generous donation.

PERSONNEL - Corson: Doty motioned to approve Mark, Ryan, and Emilie each get $250 Christmas bonus and Glenda, Missy each get $150 Christmas bonus/Schneider seconded. All present voted yes. Motion carries.

PLANNING - Mire: No report.

PUBLIC SAFETY - Doty: The board is still reviewing an alternative to burning in the village. PUBLIC WORKS - Fowler: Fowler motioned to approve the purchase of a full set of tires in the amount of $587.96 from Griffith Auto/Clark seconded. All present voted yes. Motion carries. The 15th Street project is complete and the guard rail is up also.

SEWER - Schneider: Cooper with MSA reported the plans are complete for the sewer relocates project and ready to be put out for bids at an estimated cost of $70K. The bids will be on unit cost so the contractors will be paid for the work they do. This way the city has control of the funds. The ad will be placed and the bid opening will be set for January 9, 2017 at the Rapids City Village Hall at 10am. This will be open to the public. MSA will then review the bids with a recommendation for the January 10, 2017 regular board meeting. The contractors will have 30 days to complete. If they show due effect would consider extending if weather is bad. If not completed on time there would be a $200 a day fine, April 30 must be completed. If not completed by this date a $500 a day fine after that would be incurred. May 30 is the final completion date. The village can hold special meetings and the contractors must attend or the village may hold pay. An as build drawing must be submitted and the office will have plans for review. Ryan said the generators are done. He is requesting the board purchase a mobile app that will send a text to his phone about the generators. Fowler motioned to purchase the mobile link for Ryan and Mark’s phone which will alert them at a cost of $700 for water and $350 for sewer/Schneider seconded. All present voted yes. Motion carries.

WASTE MANAGEMENT - Fowler: Fowler called several cities to inquire about leaf removal for Rapids City. It was either too expensive or they were not interested in doing it. She did get a bid for $60 a resident from one company she contacted. The board decided they did not want to pursue at these prices. Price suggested that the village use the SWAG grant money from RICWMA to purchase bags and stickers for residents with a 10 bag limit to each resident. Fowler said she is going to plan an E-waste day in the spring for Rapids City. She would also like to plan an all town clean up day in May. She will be seeking volunteers. This can be put on the website and also Doty suggested contacting Dopler as she said the school is looking for projects to do. WATER -Schneider: No report.

OLD BUSINESS: None.

NEW BUSINESS: None. PUBLIC DISCUSSION: None.

With nothing further to be discussed Schneider motioned /Fowler seconded to adjourn and all concurred, President Rankin adjourned this December 13, 2016-regular meeting at 7:52 p.m.
