Village of Woodhull Village Board met Monday, Feb. 13.

VILLAGE OF WOODHULL

BOARD OF TRUSTEES REGULAR MEETING

President Dave Holmes called the meeting to order on February 13, 2017 @ 7:00 pm.

Followed by roll call: Jeff Bell, Jason Carlson, Ron Hoburg, Troy Nimrick, Derek VerHeecke.

Absent from the meeting was Connie Vail.

Also present: Deb Krueger – Interim Treasurer, Jacki Beck – Water Clerk, Wayne Mileham – Streets Superintendent, Jeff McCready – Water Superintendent, Chad Hillier – Police Chief.

PUBLIC COMMENTS:

APPROVAL OF MINUTES:

Ron Hoburg made a motion to approve the January 9, 2017 Board Meeting Minutes as amended with the following addition: A motion was made at the February 13, 2017 Board Meeting before the January Minutes were approved to add the following amendment, The Village Treasurer Salary listed here has no bearing on a future Village Treasurers Salary. Derek VerHeecke seconded the motion. Motion carried 5-0.

Jeff Bell made a motion to approve the January 9, 2017 Closed Session Board Meeting Minutes as presented. Ron Hoburg seconded the motion. Motion carried 5-0.

Troy Nimrick made a motion to approve the January 12, 2017 Special Board Meeting Minutes as amended. Derek VerHeecke seconded the motion. Motion carried 5-0.

Troy Nimrick made a motion to pay the bills from the various accounts as amended. Jason Carlson seconded the motion. Motion carried 5-0.

POLICE/CIVIL DEFENSE/PERMITS:

Police Chief Chad Hillier presented the January Police Department Activity Report as follows:

Woodhull Police Department responded to 30 calls for service, conducted 42 traffic stops, 9 warnings, 12 citations being issued, used $401.71 of gasoline.

Jason Carlson made a motion to approve the January Police Report as presented. Derek VerHeecke seconded the motion. Motion carried 5-0.

WATER/SANITATION/SEWER:

Jeff McCready presented the January Water/Sewer/Sanitation Report as follows:

Water usage: 2,484,896 gallons, 80,158 GPD Average

East Lift Station 2,354,220 gallons, West Lift Station 2,216,760 gallons

Jeff Bell made a motion to approve the January Water/Sewer/Sanitation Report as amended. Jason Carlson seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to cover the cost of a Motel for one night and expenses for Jeff McCready to attend a Conference on March 21st in Springfield IL. Derek VerHeecke seconded the motion.

Motion carried 5-0.

ZONING/STREETS/DRAINAGE/SIDEWALKS:

Wayne Mileham presented the January Streets/Drainage/Sidewalk Report as follows:

2007 Ford pick-up – 58,845 miles, 2011-IH 3-ton truck – 8,845 miles, 85 Ford Tractor – 3,951 Hrs, 2016 Ford F-450 – 5,709 miles, 2008 X-Mark Lawn Mower – 763 Hrs

Ron Hoburg made a motion to approve the January Streets/Drainage/Sidewalk Report as presented.

Troy Nimrick seconded the motion. Motion carried 5-0.

OLD BUSINESS:

Ron Hoburg made a motion to accept the Minutes from the Building Committee Meeting and the bids for the Smoke Detectors, Exterior Lighting, Rugs, 2 Tables, and the increase in the Hall Rental Charge. Jeff Bell seconded the motion. Hoburg – Y, Bell – Y, Carlson – Y, Nimrick – Y, VerHeecke – Y. Motion carried 5-0. 

Derek VerHeecke made a motion to purchase a $49.00 Staples offer good for discounts on future orders and free shipping. Jason Carlson seconded the motion. Motion carried 5-0

NEW BUSINESS:

Derek VerHeecke made a motion to accept a written quote of $ 1525.00 for service from Braniff Communications, Inc for work on the Town Siren/County Civil Defense Warning System. Troy Nimrick seconded the motion. VerHeecke – Y, Nimrick– Y, Bell – Y, Carlson – Y, Hoburg – Y. Motion carried 5-0. 

Jason Carlson made a motion to go into Closed Session at 9:28 p.m. Jeff Bell seconded the motion. Motion carried 5-0. 

Jeff Bell made a motion to return to Open Session at 10:16 p.m. Jason Carlson seconded the motion. Motion carried 5-0. 

Jeff Bell made a motion to have the Personnel Committee interview the three qualified individual applicants for the Village Treasurer position and report back to the Village Board with a recommendation. Jason Carlson seconded the motion. Motion carried 5-0. 

Troy Nimrick made a motion to adjourn the meeting at 10:23 p.m. Derek VerHeecke seconded the motion. Motion carried 5-0.
