VILLAGE OF WOODHULL

BOARD OF TRUSTEES REGULAR MEETING

January 9, 2017

President Dave Holmes called the meeting to order on January 9, 2017 at 7:00 pm.

Followed by roll call: Jeff Bell, Ron Hoburg, Troy Nimrick, Connie Vail, Derek VerHeecke.

Absent from the meeting was Jason Carlson.

Also present: Barb Lutrell – Treasurer, Jacki Beck – Water Clerk, Wayne Mileham – Streets Superintendent, Jeff McCready – Water Superintendent, Chad Hillier – Police Chief.

PUBLIC COMMENTS:

Joe and Dave Singh, the new owners of the Woodhull Travel Plaza-Kartar Truck Stop were present at the meeting to discuss their new business. They informed the Board Members of changes and plans that they have to improve the business. There is a Restaurant, Truck Stop, Convenience Store and an IT Business.

APPROVAL OF MINUTES:

Troy Nimrick made a motion to approve the December 12, 2016 Board Meeting Minutes as presented.

Derek VerHeecke seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to approve the December 12, 2016 Closed Session Board Meeting Minutes as presented. Connie Vail seconded the motion. Motion carried 5-0.

TREASURER’S REPORT :

General Fund $ 120,716.14

General Fund Payroll $ 5,752.21

Motor Fuel $ 108,455.25

Water Fund/FSB $ 35,547.81

Operation & Maintenance $ 2,659.99

Connie Vail made a motion to approve the Treasurer’s Report as presented. Jeff Bell seconded the motion. Motion carried 5-0.

Wayne Mileham and Ron Hoburg left the meeting for an Ambulance call at 7:35 p.m.

Jeff Bell made a motion to pay the bills from the various accounts as amended. Connie Vail seconded the motion. Motion carried 4-0.

POLICE/CIVIL DEFENSE/PERMITS:

Police Chief Chad Hillier presented the December Police Department Activity Report as follows: Woodhull Police Department responded to 32 calls for service, conducted 22 traffic stops, 13 warnings, 11 citations being issued, used 173 gallons of gasoline ($416.83).

Derek VerHeecke made a motion to approve the December Police Report as presented. Troy Nimrick seconded the motion. Motion carried 4-0.

WATER/SANITATION/SEWER:

Jeff McCready presented the December Water/Sewer/Sanitation Report as follows:

Water usage: 2,380,608 gallons, 76,794 GPD Average

East Lift Station 1,155,360 gallons, West Lift Station 1,320,660 gallons

Derek VerHeecke made a motion to approve the December Water/Sewer/Sanitation Report as presented. Jeff Bell seconded the motion. Motion carried 4-0.

ZONING/STREETS/DRAINAGE/SIDEWALKS:

Wayne Mileham presented the December Streets/Drainage/Sidewalk Report as follows:

2007 Ford pick-up – 58,468 miles, 2011-IH 3-ton truck – 8,742 miles, 85 Ford Tractor – 3,951 Hrs, 2016 Ford F-450 – 5,405 miles, 2008 X-Mark Lawn Mower – 763 Hrs

Connie Vail made a motion to approve the December Streets/Drainage/Sidewalk Report as presented.

Troy Nimrick seconded the motion. Motion carried 4-0.

NEW BUSINESS:

Connie Vail made a motion to change the No Parking violation fee from $5.00 to $25.00-$200.00 on page 108 of the Village Code Book and to put up No Parking signs that were requested. Troy Nimrick seconded the motion. Vail – Y, Nimrick– Y, Bell – Y, VerHeecke – Y. Motion carried 4-0.

Jeff Bell made a motion for Jeff McCready and Wayne Mileham to attend IRWA Training in Galesburg IL on January 25th 2017 at a cost of $45.00 per person. Derek VerHeecke seconded the motion. Motion carried 4-0.

Troy Nimrick made a motion to go into Closed Session at 8:39 p.m. Derek VerHeecke seconded the motion. Motion carried 4-0.

Ron Hoburg returned to the meeting at 9:00 p.m.

Ron Hoburg made a motion to return to Open Session at 10:51 p.m. Jeff Bell seconded the motion. Motion carried 5-0.

Ron Hoburg made a motion to set the following Employee Salaries: Jeff McCready $49,277.00, Wayne Mileham $43,500.00, Chad Hillier $ $44,000.00, Part-Time Police $15.75 per hour, Assistant Chief Ed Swearingen $16.25 per hour, Village Clerk Jacki Beck $540.00 per month, Village Water Clerk Deb Krueger $590.00 per month, Village Treasurer Barb Lutrell $ 630.00 per month, Part-Time Seasonal help, if Steve Pickrel is returning $11.25 per hour. Hall Cleaning remains at $50.00 weekly. A motion was made by Ron Hoburg at the February 13th 2017 Board Meeting before the January Minutes were approved to add the following Amendment: The Village Treasurer Salary listed here has no bearing on a future Village Treasurers Salary. Connie Vail seconded the motion. Hoburg – Y, Vail – Y, Bell – Y, Nimrick – Y, VerHeecke – Y. Motion carried 5-0.

Derek VerHeecke made a motion to adjourn the meeting at 11:00 p.m. Connie Vail seconded the motion. Motion carried 5-0.
