City of Silvis Personnel and Insurance met April 4.

Here is the minutes provided by the Personnel and Insurance:

Attendance: Bob Rockwell, Bob Cervantes, Larry York, Kathy Hall, Chief Van Klaveren, Jim Grafton, Jim Nelson, Aaron Madlock and Mardy Morrow with Hub

Location: City Hall 12111"Street

Chairman Rockwell called the meeting to order at 4:00 pm and noted a quorum was present. There is one agenda item for discussion.

The annual health insurance renewal is the topic of discussion. Aaron and Mardy of Hub International distributed a Summary sheet that showed renewal benefits and coverages as well as proposed rates. The renewal rate came in at 14.9% and through further discussion the revised rate came in at 11.9%. Three alternative plans were proposed for committee consideration; UHC #1 (7.6%), UHC #2 (3.22%) and Blue Cross #3 (4.37%). Plan 1 is simply a change in the drug plan and would have no effect on the plan and benefits. Plan 2 has a change in deductibles, out of pocket from $1,000 to $1,500, co-pay docvisits from $10 to $20 and ER co-pay from $100 to $200. Plan 3 is BCBS plan similar changes as noted in plan 2. Aaron noted that with the Blue plan there might be some issues with the drug network since CVS and HyVee are not part of the network.

The purpose of the meeting is to get Some direction from committee. It was noted that members have requested going back with Blue. Loss ratio this year was higher than past years; 15% higher (reason for the increase). The trend has been 9.9% with renewal rates. There were five large claimants (more than $10k each).

The Chief said he thinks his members would not want to make a change (to Blue). AFA (affordable care act) is an unknown at this time. No one really knows what will happen.

Aaron noted that 7.6% plan is somewhat different; all co-pays apply to deductible and maximum out-of pocket. That also includes the co pays for chiropractic care.

Committee recommendation was to move forward with the 7.6% on the April 5", 2017 COW agenda. An insurance advisory Committee meeting will be called in the next several days to explain the other options.

There were no other agenda items and the meeting was adjourned at 4:32 pm.
