Attendance:

Members present: Bob Rockwell, Larry York, Aaron Matlock, Preston Smith, Lori Medina, Chief Van Klaveren, and Jim Grafton

Members absent: Bob Cervantes

Also present: Aaron Matlock, Mardy Morrow, and Jim Nelson

Location: City Hall 121 11"Street

Chairman Rockwell called the meeting to order at 10:00 am and noted a quorum was present. The purpose of the meeting was discussion of the renewal of health insurance for city employees.

Hub International representatives Mardy and Aaron provided a handout and explained the specifics of the insurance renewal. The initial renewal rate submitted was 14.95% increase and through further negotiations the increase was adjusted to 11.10%. The city budget increase was 5% so Hub was asked to shop the market therefore requiring members to complete applications. As a result there were three options for committee consideration. The specifics of the proposed plans were discussed including a plan from Blue Cross Blue Shield of Illinois. One question asked if the prescriptions would change and to the employee there would be no change; same companies (Illini, Hy-Vee). The employee would still pay $5 or $10 as has been the past practice although formularies may change. Mardy noted that all co-pays with this plan apply to the deductible. Aaron explained the BCBS plan and noted there are significant plan differences with both the health insurance and the drug reimbursements. It was noted that something needs to be written to assure that the buy down is to $5 or $10 to the employee. Mardy said they would provide a copy of the third party contract for prescription reimbursement. Some discussion since the contract states the employee portion would not exceed the $5 or $10. Committee also asked why massages were no longer covered (was covered with BCBS) and Aaron explained it might have been a difference in coding. Also questioned was the 60 day notice however noted was the understanding there is no plan change to the employee benefits or coverages in place.

Committee recommendation was to move forward with the 7.6% plan renewal. No further action was required and the meeting was adjourned at 10:30 am.
