Consent Agenda:

All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Approval Of Minutes:

Park and Recreation Board meeting minutes of April 27, 2017.

Consent Agenda Items:

1. Approval and acceptance of departmental April/May bill payment and departmental April/May revenue, expenditures, capitol projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for Young Life Quad Cities to utilize Ben Butterworth Parkway and shelter to host their Young Life 5k. The event is to be held Saturday, August 19, 2017, from 6:00 a.m. until 11:00 a.m. (this includes set-up and clean-up time). Young Life has also filled out a special event application with the City for the use of River Drive/use of public right of way. Supporting information and special consideration requests are detailed on the Special Use Application.

Omnibus Vote

Non-Consent Agenda Items:

1. Riverside Bridge Replacement. (Lori Wilson, Parks Recreation Director)

Explanation: Working with the Engineering Department, staff has secured two quotes for a eight foot wide pedestrian bridge. The new bridge will have 4 foot railings with a concrete deck. The bridge will be raised 18 inches higher than the previous bridge and will be capable of sustaining mower traffic.

Contech Construction: $13,700

Wheeler Lumber LLC: $12,500

Added cost would include: Lumber, rebar, rock, trucking, concrete, crane rental, and some miscellaneous not to exceed $5,000.

Staff Recommendation: Staff recommends approval of purchasing an eight-foot Panel-Lam Timber Vehicle Bridge from Wheeler Lumber LLC for $12,500 and also not to exceed $5,000 in construction materials for the project.

Fiscal Impact: Accumulating funds in regards to open maintenance position would be used to finance this project.

2. Moline Park Board By-Laws. (Michael Waldron, Park Board)

Explanation: The current Park Board by-laws have been updated by a committee. The changes were presented at the last Park Board meeting.

Fiscal Impact: n/a

3. Nomination and Election of Park Board Officers for June 1, 2017 through May 31, 2108. (Don Welvaert, Park Board President)

Explanation: Park Board President Don Welvaert will present the nominating committee’s recommended slate of officers to the Board for approval and election.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: n/a.

4. Prospect Park Pavilion Restrooms. (Lori Wilson, Parks Recreation Director)

Explanation: Staff was directed to look at options for the replacement of the restrooms at Prospect Park. Quotes were solicited to recreate the restrooms on their original site with new enhanced ADA compliant facilities, with one returning proposal of $72,999. An estimate for Shive-Hattery is $7,000 to prepare restroom specifications for formal bidding. Costs to place a pre-fabricated structure on an adjacent location are $64,000.

Staff Recommendation: Staff recommends replacing the restroom on their original site and staff also recommends asking City Council to carry over to 2018 the $53,000 in the City’s budget and secure the balance of the project in Parks CIP for 2018.

Fiscal Impact: There are no funds budgeted in the 2017 Parks budget for this project. $53,000 is still on reserve for Prospect in the City’s budget.

5. Ben Butterworth Parkway Bike Path Resurfacing. (Lori Wilson, Parks Recreation Director)

Explanation: Staff is seeking approval to enter into contract with Tri-City for the resurfacing of the Ben Butterworth Bike Path. Bids were solicited and three proposals were received. Tri City, $253,222; General Asphalt $262,936; and Valley Construction, $276,910.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: $240,000 is budgeted in 120-1525-452-08-50 (CIP). The Ben Butterworth Gift Fund has a balance of $34,755.85, which $13,222 of that will be used to balance out this project.

6. Purses for Park. (Amanda Bolt, Recreation Coordinator)

Explanation: Staff is seeking a target project for Purses for Parks 2018. We would like to announce our date and project by August 2017 in conjunction with our fall/winter brochure. Ideas for possible project are:

Prospect Park Fishing Pier

Butterworth Park Dog Park

Butterworth Park Community Garden

Riverside Park Warming Shelter Renovation

Pool Amenity

A budget has not yet been established for the above items. Staff will formulate a budget based on Park Boards preferred project.

Staff Recommendation: Staff recommends the Butterworth Dog Park but is seeking a final recommendation from Park Board.

Fiscal Impact: n/a.

7. Approval of the Moline Parks and Recreation 2018 CIP. (Lori Wilson, Parks Recreation Director)

Explanation: The CIP project list has been updated to meet the department’s current needs.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Projects will be completed with City Council’s continued consideration of Capital funding.

8. Approval of the Moline Parks and Recreation to enter into a lease agreement with Cafe Ole. (Lori Wilson, Parks Recreation Director)

Explanation: Mario Estrada, owner of Café Ole is requesting a lease with the City of Moline to operate a mobile vending unit assigned to the south east parking lot of Stephens Park. Café Ole will be open for business throughout the year as weather permits.

Fiscal Impact: $650 annually into 120-0000-363-15-00

9. Consideration of a Special Use Application for the Center for Belgium Culture to utilize Stephen’s Park for the 5th Annual Fall Flemish Fest. (Lori Wilson, Parks Recreation Director)

Explanation: Consideration of a Special Use Application for the Center for Belgium Culture to utilize Stephens Park for their 5th Annual Fall Flemish Fest. The event is to be held on Sunday September 17, 2017 from 10:00 am until 5:30 pm (this includes set-up and clean-up time). If approved permission will be sought from City Council for a temporary liquor license for this event. Supporting information and special consideration requests are detailed on the Special Use Application
