Moline City Council met May 2.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 7:30 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Schoonmaker gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes-

Committee-of-the-Whole and Council meeting minutes of April 24, 2017, and appointments made during Committee-of-the-Whole on May 2, 2017.

Second Reading Ordinances-

1. Council Bill/Special Ordinance 4014-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the Quad Cities Distance Classic Half Marathon & 5K Races, sponsored by the Cornbelt Running Club, scheduled for Sunday, May 14, 2017.

2. Council Bill/Special Ordinance 4015-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the First Step Riverfront 5K, sponsored by the Children’s Therapy Center of the QC, scheduled for Saturday, May 27, 2017.

Resolutions-

3. Council Bill/Resolution 1071-2017

A Resolution authorizing the use of General Fund Contingency for up to $29,500 towards the demolition and facelift planned for the Bass Street fountain.

4. Council Bill/Resolution 1072-2017

A Resolution amending Budget Resolution #1181-2016 by authorizing changes to various line items in the budget for FY 2017.

5. Council Bill/Resolution 1073-2017

A Resolution authorizing the Mayor and City Clerk to apply for a highway permit and execute the necessary forms in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, scheduled for Sunday, September 24, 2017.

6. Council Bill/Resolution 1074-2017

A Resolution authorizing the Mayor and City Clerk to execute an agreement to accept funding and to do all things necessary to execute all assurances and certifications to the Illinois Housing Development Authority for the Abandoned Residential Property Municipal Relief Program in the amount of $71,000.00; and authorizing the Planning and Development Department to begin work upon the execution of the agreement between the City and the Illinois Housing Development Authority to accept funding for the Abandoned Residential Property Municipal Relief Program in the amount of $71,000.00, and to do all things necessary to implement said program requirements.

7. Council Bill/Resolution 1075-2017

A Resolution authorizing the Chief of Police/Public Safety Director to execute a Facility Usage Agreement between the Moline-Coal Valley School District and the Moline Police Department allowing the use of Wharton Field House for the department’s Passport to Safety event on May 20, 2017.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Items Not on Consent:

Resolutions-

8. Council Bill/Resolution 1076-2017 A Resolution approving the remote electronic attendance of Second Ward Alderman David Parker, Jr., at the Committee-of-the-Whole and City Council meetings of May 2, 2017, due to other City business. Council Bill #1076-2017 was pulled from the Agenda due to Alderman Parker’s ability to attend tonight’s meetings.

First Reading Ordinances-

9. Council Bill/General Ordinance 3004-2017

An Ordinance amending Chapter 20, “Motor Vehicles and Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons with Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by removing one on-street stall at 412 20th Avenue.

10. Council Bill/General Ordinance 3005-2017

An Ordinance amending Chapter 24, “Personnel,” of the Moline Code of Ordinances, Section 24-3207, Appendix 1, by adding job descriptions for Laborer-Park Maintenance and Groundskeeper-Park Maintenance.

11. Council Bill/Special Ordinance 4016-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing the use of public right-of-way in conjunction with the Walk & Run for Wishes one- mile walk, sponsored by Make-A-Wish of Illinois, scheduled for Saturday, June 3, 2017.

Council, Staff and Citizen Comments:

J.D. Schulte, Public Works Director/Interim City Administrator, mentioned that he will bring a proclamation to announce National Public Works Week. He asked everyone to mark their calendars for Public Works’ Open House and Touch-a-Truck event on Saturday, May 13, 2017, from 9:00 a.m. to noon.

Alderman Rodriquez mentioned that this past Saturday, April 30, 2017, was the second neighborhood cleanup in the Floreciente neighborhood lead by the Paul Palomares Social Justice Group on 4th Avenue in Moline. There was a huge turnout. A number of Augustana Spanish major students were in attendance. Alderman Rodriguez also thanked staff for their fantastic work.

Alderman Rodriguez also mentioned that the Celebre Floreciente event will be held this Saturday, May 6, 2017, at 11:00 a.m., near the Paul Palomares facility. There will be farm animals, face painting and other activities. He invited everyone to attend.

Alderman Parker mentioned that on Friday, April 28, 2017, he had the opportunity to attend the Quad City Area Law Enforcement Memorial Dinner. He wanted to express his appreciation to Captain Hitchcock for the wonderful job he did at this event.

Alderman Parker made a motion to amend Section 4-3322 of the Moline Code of Ordinances to allow Class AA, B, D and F licenses to sell liquor at special events on approved City property or right of way for as long as permitted by state law for a fee of $25 per event, which may span over multiple days as long as the event and location are the same. The motion was seconded by Alderman Wendt. Motion passed unanimously.

Alderman Wendt expressed his appreciation to Rodd Schick, Municipal Services General Manager, and his crew for their collaboration with the Quad City Realtor’s Association to clean up the ditches around SouthPark Mall and along I-74 fence line. He also expressed his congratulations to Mayor Acri and the other newly- elected officials.

Alderman Turner thanked Jeff Anderson, who is a part of the Moline Community Development Corporation (MCDC). He came in on his days off to do some of the interviews.

Alderman Waldron welcomed Mayor Acri, Alderman Potter and Alderman Berg to the Council. He also reminded everyone that he is on the Park Board. At their last meeting, the Park Board was approached about a food truck wanting to do business on City property. It was Park Board property, so the Park Board addressed it. Alderman Waldron inquired as to whether staff has been approached by potential food truck operators and inquired as to whether the City is ready to address food trucks in the City. Ray Forsythe, Planning & Development Director, mentioned that he has seen a lot of interest, too. He shared that Maureen Riggs, City Attorney, and Amy Keys, Deputy City Attorney, have looked into the requirements regarding right of way versus private property. Ms. Riggs mentioned that the City has a temporary food license option in place, but she has not had any inquiries recently. Alderman Waldron would like to encourage the support of food trucks, as it seems to be a current trend in neighboring cities. Alderman Wendt mentioned that he heard that the Mercado on 5th was interested in having food trucks at their events, and he requested that staff look into the food truck issue. Lori Wilson, Parks Recreation Director, mentioned that Maria Ontiveros from the Mercado is investigating Friday afternoon food trucks in the Mercado area. She does not have anything definite yet, but is formulating a plan involving food trucks. Ms. Wilson will let everyone know if she hears anything further in this regard. Mr. Forsythe mentioned drafting a policy concerning food truck rules and regulations and bringing it back to Council for feedback and approval within the next couple weeks.

Alderman Schoonmaker shared that he has received multiple complaints about deer, which has been discussed by Council in the past. He advised Maureen Riggs, City Attorney, about this issue. He asked the rest of the Council to bring their complaints and issues to Ms. Riggs, so that she may come back with a recommendation for Council.

Alderman Wendt expressed his appreciation to Rodd Schick, Municipal Services General Manager. Alderman Wendt had a complaint about a dead deer that was lying in someone’s front yard. Apparently, it was struck by a car, the police had to put it down and then it was left lying there for a couple days. Mr. Schick and his staff took care of it. Alderman Wendt encouraged staff to come up with a method of communication to take care of these types of issues in a more efficient manner.

Ron Miller, resident, congratulated Mayor Stephanie Acri and all the newly-elected officials. He also asked everyone to mark their calendars for the Firefighters’ Memorial Service at Central Station on May 20, 2017, at 10:00 a.m.

Executive Session: Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 7:49 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Wendt. Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Council reconvened in open session at 8:35 p.m.

On motion of Alderman Parker, seconded by Alderman Rodriguez, Council adjourned at 8:36 p.m.

The next regularly scheduled City Council meeting is on May 9, 2017.
