City of East Moline Committee of the Whole met May 15.

Here is the minutes as provided by the committee:

Roll Call

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the

roll. The following Aldermen were present: Gary Almblade, Nancy Mulcahey, Ed DeJaynes,

Robert Cheffer, Jose Roberto Rico, and Mayor Freeman. Absent: Debra Toppert, and Gary Miller.

Additions/Corrections to Agenda

None

Vehicle Replacement (Mr. Lambrecht, Maintenance Services Director)

The Maintenance Services Department received a state bid from Reynolds Ford for a 2017 F-350

with a utility body on it to replace a 2001 F-350 with a utility box. This truck is used by our

concrete crew from spring to fall to carry supplies and tools for various street repairs throughout the

city, and in winter for hauling materials to rebuild barricades.

Reynolds price $32,935.16 less trade $4000.00 total price $28, 935.16, includes title and plates.

This is a budgeted item.

Recommendation:

To purchase the vehicle from Reynolds Ford at the State Bid Price.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to concur with the

recommendation to purchase a 2017 Ford F-350 with a utility box, from Reynolds Ford in the

amount of $28,935.16. Instruct the City Attorney to prepare the appropriate document and forward

to Council for consideration.

A brief discussion was held regarding the State of Illinois, bidding procedures and process.

Additional discussion was held with regards to the difference between the F-350 and the F-150, and

the type of fuel that the vehicle will be using. Upon roll call the following voted in favor:

Mulcahey, DeJaynes, Cheffer, Rico, and Almblade. Motion carried.

PSAP Consolidation (Chief Reynolds, EMPD)

Previous council approved an Intergovernmental Agreement for the cooperative effort of East

Moline, Moline, Milan and Silvis to consolidate into one (1) PSAP in December, 2016. This

agreement takes it a step further and creates and implements the Illinois Quad Cities

Communications Center consolidated PSAP. Attached are by-laws that the committee has

developed to govern the PSAP. A name has been established for the new center, QComm911.

Financial:

This is not a budgeted item, but will be in future budgets.

This is a CIP Item CIP Project Number: POLC 15-04

Recommendation:

Authorize the execution of the Intergovernmental Agreement to establish and operate the Illinois

Quad Cities Communications Center.

Chief Reynolds stated that the City of Moline, and the Village of Milan have already taken this to

their Councils, and the City of Silvis, will be taking this to their next Council meeting, it is

anticipated with the approval of all 4 Councils, this Intergovernmental Agreement should be

approved on June 6, 2017.

Mayor Freeman asked if there was any questions or comments about the QComm911.

Mr. Douglas Riel questioned the By-Laws of the Illinois Quad Cities Communications Center

“QComm911.” Section 4. Notice of Meeting, questioned where he can view the agendas and where

will they be posted for upcoming meetings. Chief Reynolds replied, “Once the QComm911

website is up and running the agenda will be posted there, it will also be at the Cities involved and

the Village of Milan website.”

Mr. Riel made a comment regarding Section 5. Agenda and Order of Business. Public Comment is

listed next to the last item, number 5. He asked should it be listed higher up, possibly number 3?

Chief Reynolds stated that the by-laws will be approved by the 8-member committee, so that is

something that can be changed.

Chief Reynolds stated as soon as we get are report back from the consultant, he will make a

presentation to the City Council based on the what the Consultants recommendations are. After

much discussion with questions and comments regarding the PSAP Consolidation.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to concur with

recommendation to authorize the execution of the Intergovernmental Agreement to establish and

operate the Illinois Quad Cities Communications Center. Upon roll call the following voted in

favor: Mulcahey, DeJaynes, Cheffer, Rico and Almblade. Motion carried.

Discussion on Housing Chickens in East Moline (Mr. Girdler, City

Administrator)

Please find attached a section of the Silvis Code of Ordinances relating the permitting and housing

of chickens. We are not promoting the idea of permitting within the City Limits but the remainder

of the regulations would work with some minor tweaks.

Please review the attached and we can discuss further at the Committee of the Whole meeting on

Monday.

Recommendation:

Ordinance reflecting the Silvis regulations less the permitting sections.

Mr. Girdler provided the City Council with a copy of the City of Silvis, Chicken Ordinance for

addition discussion and review. Mr. Girdler, recommends that we draft an ordinance similar to the

one that the City of Silvis has allowing chickens in the city. If approved, it would allow for up to 6

hens in an enclosed coop on residential lots only. Coops must be at least 10 feet from the property

line and 25 feet from a residential dwelling. No person shall keep chickens on a vacant or

uninhabited tract of land. Roosters would not be allowed, and it would be illegal to slaughter

chickens in city limits.

Alderman Almblade stated that because of the smell, he would recommend the chickens be pushed

back to 50 feet. Alderman Mulcahey suggested that residents who already have more than 6 hens

be grandfathered in under the new ordinance, until they eventually get down to the allotted number.

Mr. Girdler recommended that permits not be required of chicken owners, as the city does not

have enough staff to issue permits and enforce them, noting that it would have to be done on the

honor system. Mayor Freeman stated that he thinks whoever already has chickens should come

forward, and let the city know.

No action taken this item was for discussion only.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to adjourn the

Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Mulcahey,

DeJaynes, Cheffer, Rico, and Almblade. Motion carried. 7:45p.m.
