Here is the minutes provided by the Board:

Call To Order

The Board of Trustees met in a public meeting on Monday July 10, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call

Present: President Morrow, Trustee Woeber, Trustee Einfeldt, Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney

Absent: None

Trustee Neece Made A Motion To Accept The Minutes From The June 19, 2017 Board Meeting. Seconded By Trustee Pittard. Voice Vote.

Motion Carried: 6-0 (0 Absent)

Trustee Einfeldt Made A Motion To Approve The Bills For July 10, 2017 In The Amount Of $46,387.14 Seconded By Trustee Pittard. Voice Vote.

Aye: Trustee Einfeldt, Trustee Neece, Trustee Woeber, Trustee Pittard, Trustee Brackney, Trustee Anderson Nay: None

*The invoice to “Marty’s tree Service” should have been to “Martin Equipment” It has been corrected.

*Due to a misunderstanding with Mike Bell at the Andalusia Community Bank, the GO DEBT CERT Series 2009 Bond interest payment was inadvertently applied to the Villages Loan payment accounts. Therefore, the loans have been paid for July 2017 and the Bond Interest Payment has not. Both were included on the bills list.

*7-3-17 – payment to PSN for the Gateway fee $39.95

Trustee Woeber Made A Motion To Approve Treasurer’s Report For June 2017 Seconded By Trustee Anderson. Roll Call Vote.

Committee Reports:

Water and Sewer: Trustee Pittard reported that the aeration for the Cell 1 lagoon should be in tomorrow if Lester Construction can dry things out. If not, then it should be in by the end of the week. Weather permitting. The Hills Creek Generator has been ordered, it will be here by mid to late September.

The ISO inspection is coming up soon.

Streets and Alleys: No Report

Finance and Audit: Trustee Brackney informed the Board that the Auditors will be coming in during the week of the 17th.

Building and Grounds: Trustee Einfeldt was inquiring about the ditches that have been mowed by the homeowners. Justin informed her that more and more are leaving them for the Village to mow.

Parks and Recreation: Trustee Anderson would like to change the Parks and Recreations Committee to the Parks, Recreation and Harbor Committee. The rest of the Board agreed with the change.

Police: Trustee Neece sent a letter to Commander Lee regarding staggering Officer Rasso’s hours throughout the week. He is waiting for a response.

Reports of Officers:

Village Clerk: Clerk Hoffman reported that on July 1, 2017, the State Income Tax rate went up to 4.95%. Locis has sent a file to update the system and it has been installed successfully. Clerk Hoffman informed the Board that the Prevailing Wage has been updated and they will be required to pass a new Resolution accepting the changes. It will be an action item at the July 17, 2017 Board Meeting.

Clerk Hoffman went through the Village Website page by page and has created a list of improvements to make it more user friendly. She has sent the list to our Webmaster Jim Schmedding at Bi-State. He assures her that the changes will be made.

Department of public works: Justin Parchert informed the Board that he has hired Ryan Bausch on a part-time basis.

He also informed the Board that they are planning on putting a sewer man-hole in behind Pack Mans. Unfortunately, when they began digging for the sewer lines that were indicated on the blue prints, the line wasn’t there. He has since located the line and made a note of it on the Blue Prints for future reference.

He informed the Board that the maintenance department will be working on street maintenance all week.

Dollar General has received an Ordinance Violation for tall grass on their west lot.

Mayor: Mayor Morrow received a letter from MidAmerican Energy Co. They are interested in changing all the street lights to LED. They just need the Villages Permission. The Board members all approve.

New Business: Roger Peterson, owner of Sergeant Majors Sports Bar, addressed the Board about the possibility of lowering the price of his liquor license. The Board agreed to research the matter and hopes to have a decision at the next Board Meeting on July 17, 2017.

Old Business: Recommendation to approve paying the expense for harbor dredging at a rate of $9,400 a day for 2 days for a total of $18,800.00

Motion Carried: 6-0 (0 Absent)

Trustee Anderson explained to the Board that he is working with the Kelly’s on an updated lease agreement on the Marina. He will have the proposal and agreement at a later date.

Mayor Morrow suggested that the agreement specifies that for every dollar the Village contributes to future dredging, the Kelly’s do the same.

Trustee Anderson suggested putting the future rent from Kelly’s Landing into the Park fund.

The Village Board all agree that they need to go through the Employee Manual and revise it. Nepotism will be one of the section that will be removed. Mayor Morrow asked Trustee Einfeldt and Trustee Woeber to be on the committee to revise the book.

The Rockridge Booster Club would like to have a 3-k or 5-k run. They are calling the event “Rockin’ the Ridge”. They would also like to have a band (Cheese Pizza) and activities at the Lion’s Club which would include food and alcohol sales in the evening. The Board informed them that they would have to go through the Lion’s Club for the alcohol as they are the ones that have the special events liquor license. The school board and superintendent has already approved.

The Village Board unanimously approved of the event.

Resident Gary Adamson asked the Board to consider putting a 4-way stop, plus a flasher light warning drivers of the stop at two points, in Fancy Creek. One at the first turn into the subdivision and one at the end of the subdivision. He explained that the drivers are hitting 90 MPS on the road and since there are a lot of children out there, it would be for safety reasons. Mayor Morrow instructed Trustee Woeber and Trustee Brackney to work with Mr. Adamson on this.

Mr. Adamson also wanted to lodge a complaint about Darren Parchert harassing residents as they try to drop off brush to the Village Brush pile. Mr. Parchert threatened to have Mr. Adamson arrested for putting too much brush on the pile. The Village Board has taken it into advisement.

Trustee Woeber Made A Motion To Adjourn Into Executive Session To Discuss Personnel Matters At 8:02pm. Seconded By Trustee Pittard. Voice Vote.
