City of Aledo Council met June 19.
Here is the minutes provided by the Council:
The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on June 19, 2017. Mayor Hagloch called the meeting to order at 7:17 P.M. The roll was called, whereupon the following answered present:
Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch.
Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Mark Walton, City Attorney, and Jarod Dale, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Rock Island Argus, and Jim Taylor, WRMJ.
COMMITTEE OF THE WHOLE
The meeting was opened in prayer by Ald. Chausse.
Appearances: Amy Hess, 710 NE 5th Avenue, Aledo, Il., appeared to provide educational and awareness information to prevent a beekeeping ban. Handouts given to the Committee of the Whole include an ordinance pertaining to beekeeping in the city of Springfield, Il., and a petition submitted in-favor of a “no beekeeping ban” from change.org.
Kevin Pauley, 601 NW 5th Street, Aledo, Il., appeared to present reasons to oppose a beekeeping ban. Mr. Pauley noted the item as “bad policy” and beekeeping is a part of his personal practice of religion.
Ryan Monson, 612 SW 7th Street, Aledo, Il., appeared to support beekeeping in Aledo and requested a reimbursement if a ban should be put in place.
Karl Bredberg, 603 SW 6th Avenue, Aledo, Il., appeared to support beekeeping and encouraged the Council consider addressing any issues with beekeeping on a nuisance basis.
Ann Etter, 603 SW 6th Avenue, Aledo, Il., appeared to support beekeeping and encouraged the City Council to not put so many regulations on a small community.
Bob Frye, Monmouth, Il., was to appear and notified the City he would not be able to appear.
Billie Jo Gillespie, Aledo, Il., appeared to support beekeeping and encouraged the Council vote the beekeeping ban down. Ms. Gillespie noted the actual item should be addressed and was not because of bees but more an issue between neighbors.
Communication & Correspondence: Ryan Latko, submitted correspondence not in- favor of a blanket beekeeping ban in Aledo.
A letter from the Aledo Fire Protection District was received, thanking the City regarding their support of the 2017 4th of July fireworks show located at the Mercer County Fairgrounds.
Requests & Petitions: Eric Dau, Clinton County Communications / E-9-1-1 Manager, requested a Radio Frequency Coordination Letter of Concurrence be authorized by the Aledo City Council. County of Clinton has applied to operate on the same co-channel as the City of Aledo. FCC rules and Regulations provided for a shared use of the frequency spectrum with co-channel users and producers to follow. One of these procedures is to obtain a Letter of Concurrence (LOC) from a current licensed agency.
Cemetery Transfer Request: Petition of Karen Greer to transfer grave spaces four (4), five (5), and six (6), of Lot One Hundred Twenty-nine (129), in the Original Addition of the Aledo Cemetery from Karen Greer to Jeanne Hyett of Mt. View, CA.
Public Works Activity Report:
• Streets: clearing of brush in the storm water retention basin on NE 3rd Ave/Sponsler’s Addition; the MFT project in the SE Quadrant and work at the parking areas of the Courthouse and Monument Park has begun; assisted with flag displays at Central Park.
• Water: JULIE’s; read meters; installed one (1) new water meter at Genesis Senior Living; inspection of two (2) sewer lateral repairs; clearing of fence lines at North and South Lagoons; the Water/Wastewater worker has begun in the division; and regular checks completed.
• Gas: JULIE’s; repairs of leaks found during the annual leak detection survey, retire one (1) service at 1005 E. Main St.
• Cemetery: assisting other divisions regarding various tasks at Street or Water Divisions; and obtaining specifications and pricing for a new utility tractor.
• DPW: review of Phase IV downtown street project ponding issue and noted the least invasive repair would be to install a catch basin at the low-point and connect a 6” pipe from the basin to the storm sewer. Repair costs to be completed by engineer and Construction Company and to be complete within the next two (2) weeks. Attended the Zoning Board of Appeals public hearing on 6/15.
Aledo Police Department Activity Report: Chief Sullivan re-highlighted the “National Nights Out” event the Police Department to be hosting on Tuesday evening, August 1st, 2017 in Central Park. Booths and activities sites will be set-up in the park and on the City parking lot adjacent to the park.
Administration Report: Administrator Knackstedt reported on weekly meetings for ED, PW and PD. Administrator attended the Ameren Energy Symposium in Springfield, Il; made a presentation at the Aledo Rotary Club and inquired on how the City will utilize the donated clock by Aledo Rotary or what the future plans would be; city staff working on the new city website and training dates were highlighted; attended EDAC; ILCMA conference in Galena, Il; and review of a TIF application by Brent Bowlyou and update on Viola fiber project.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
