City of Aledo Council met June 5.

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on June 05, 2017. Mayor Hagloch called the meeting to order at 7:05 p.m. The roll was called, whereupon the following answered present:
Aldermen Ila Bertrand, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, And Randy Slater. Mayor Christopher Hagloch. Alderman Terry Bewley was excused.
Also present were Erin Knackstedt, City Administrator, Justin Blaser, Director of Public Works & Utilities, Nick Seefeld, Lieutenant, Mark Walton, City Attorney, and Jarod Dale, City Clerk.
An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Jim Taylor, WRMJ.
Committee of the Whole:
The meeting was opened in prayer by Father John Thieryoung, St. Catherine’s Catholic Church.
Appearances: No Report.
Communication & Correspondence: ALD. Chausse reported Lt. Seefeld thanked the City Council for the recent promotion to the position of Lieutenant within the Aledo Police Department.
Requests & Petitions: Cemetery Transfer Request: Petition of Patti Doonan to transfer Grave Space(s) one (1) and two (2), on the West Half (1/2) of Lot One Hundred Fifty-four (154)D, in the Third (3rd) Addition of the Aledo Cemetery from Patti Doonan to James Doonan of Mt. Morris, Illinois.
Discussion Only: Administrator Knackstedt reported City has had several inquiries into City regulations regarding beekeeping. Staff has asked the City attorney to draft an ordinance which would allow the City to regulate new and existing hives. Administrator noted on May 8th, 2017, the Police & Ordinance Committee tabled the beekeeping ordinance for later discussion. During the May 22nd, 2017 Committee meeting, the Committee Chair directed staff to present a revised ordinance for discussion during the June 5th, 2017 City Council meeting, during Committee of the Whole. The revised ordinance includes the following:
• A grandfather clause to prohibit the establishment of new hives within the City limits; and
• Establishing regulations for existing hives: Inspectable-type hives with removable combs; fencing, flyways & signage; setbacks; water; maintenance; and registration with the City.
Mayor Hagloch reported he had visited Ald. Bertrand’s personal residence. Mayor noted, “there was a big amount of bees located around her bird bath feature.”
Ald. Bertrand reported the Village of Hampton, Il., and City of Moline, Il., currently ban bees within the corporate limits. The Alderwoman stated it was her opinion that fencing, flyways, etc. would not work. The Mayor reported he would not rule-out banning within the city limits.
Consensus was given, after discussion, to consider an ordinance banning beekeeping within the corporate limits. Five (5) out of the seven (7) aldermen present noted they would be in-favor of a potential ban. It was also requested the City attorney review a reasonable time-period for compliance as well. The item to be presented at the next regularly scheduled City Council meeting on 06/19/17.
Public Works Activity Report:
• Streets: preparation of Rhubarb Festival and assisted with Memorial Day preparations.
• Water: Julie’s; Well #6 repair and rehabilitation is complete; City is yet to receive the IEPA permit for the piping project, however, all material and equipment have been ordered and will be on-site this week; assisted with Memorial Day preparations.
• Gas: Julie’s; repair of leaks found during the leak detection survey is in progress; one (1) new service has been installed; assisted with Memorial Day preparations.
• Cemetery: two (2) funerals occurred. preparation for Memorial Day and Rhubarb Festival.
• DPW: Majority of work was concentrated around Memorial Day preparations and Rhubarb Festival. Conference call held with Strand & Associates concerning the WTP review and a five-year CIP. Preconstruction meeting held regarding the SE quadrant street resurfacing project. Multi-use path project pre-construction meeting to be held in mid-June.
Aledo Police Department Activity Report: Chief Sullivan provided a report for Council review. LT. Seefeld was in-attendance in the excused absence of Chief Sullivan.
Administration Report: Administrator Knackstedt reported on weekly meetings for ED, PW and PD. Administrator participated in a conference call with Vehicles for Veterans, a non-profit organization that offers free tow-away for junk vehicles. The Administrator is in the process of preparing a program outline to present to Council.
Administrator participated in a conference call with Strand & Associates to discuss the WTP assessment and the development of a five-year maintenance plan. The City received notification from Ameren Illinois that the grant application for VFD installation had been accepted and the tentative rebate will be in the amount of $6,500 per well. Administrator thanked LT. Seefeld regarding the recent move of the canon from the Memorial Park to the V.F.W. parking lot area.
Mayor’s Report: Mayor Hagloch met with State Treasurer, Michael W. Frerichs, during the Rhubarb Festival. The Mayor and Ald. Chausse provided a tour of the festival to the State Treasurer on Friday, June 2nd, 2017.
Committee Report: ALD. Chausse reported the Ordinance & Police Committee met on May 22, 2017 to review a draft ordinance amending the City Code of Aledo, Illinois adding a new Chapter 17 titled Raffles. The Committee to continue discussion at a later date.
ALD. Doherty reported a Joint Tax Increment Financing (TIF) & Public Property, Streets & Sidewalks Committee met on May 22, 2017 and recommended moving forward with the Phase II & III of the Klingner & Associates City Hall agreement; review of blight at RMA; discussion on the zoning within the corporate limits and current needs; to move forward with soliciting sealed bids for property at 709-7013 SW 3rd St; Multi-purpose pathway review; and Phase IV street project.

Motion was made by Alderman Bertrand and seconded by Alderman Kopp to approve the meeting minutes of May 15, 2017 with the following corrections:
• Page 6, Ordinance No. 21, Series of 2017, roll call vote shall add one (1) nay vote and delete one (1) abstention vote to each roll.
• Page 9, top of page, first paragraph, a roll call vote, shall delete the word(s) recuse & recusal and record as present.

New Business: Ald. Chausse suggested the City consider a housing incentive to draw-in the purchase of new homes. City staff noted the request and to be reviewed and discussed further at a future joint TIF/Public Property Committee meeting.
Ald. Holmes inquired if equipment issues are being had at the Aledo Cemetery. DPW Blaser reported the tractor at the cemetery is in poor condition. ALD. Holmes wanted to make the City Council aware of the issue. No further discussion followed.
Closed Session:
Motion was made By Alderman Chausse and seconded by Alderman Doherty to adjourn to closed session to discuss:
A. Personnel Section 2(c)(1) Open Meetings Act, and
B. Sale or Lease of Real Property Section 2(c)(6) Open Meetings act.

Motion was made by Alderman Chausse and seconded by Alderman Bertrand to approve the lateral appointment of Mark A. Weeks, 1721 100th Avenue, Aledo, Illinois, 61231, as the Water / Wastewater Worker in the Water Division of Public Works, at the rate of $19.41/per hour, and the agreement that he meet the following requirements for employment:
• By completion of the first (1st) year from date of appointment, obtain a Class D Water Operator License;
• By completion of the second (2nd) year from date of appointment, obtain a Class IV Wastewater Operator License;
• By completion of the fifth (5th) year from date of appointment, obtain a Class B and A Water Operator License.
