Village of Carbon Cliff Administration Committee met September 12.
Here is the agenda provided by the Committee:
1. Look over and recommend changes or approval of the minutes for, the Regular Board Meeting of the Board of Trustees for Tuesday, August 15, 2017 and Tuesday, September 5, 2017.
2. During the October meeting, we will begin the discussion on FY 2018 Budget Preparations. (We will be discussing Employee Wages, budget and tax levy).
3. Review Carbon Cliff’s information for the 2018 Quad Cities Activity Guide put out by the Quad Cities Convention and Visitor’s Bureau.
4. Discuss the need for extra Sheriff Deputies to work special detail in Carbon Cliff. There are ongoing problems with potentially illegal activity in the community and residents are currently aware of when our assigned deputies patrol. The Sheriff’s Department, Clerk Hopkins and Village President Hintz have discussed different ideas on how to handle this situation. Collectively we agreed to hire 4 Deputies & 1 Supervisor, at a rate of $35.00 per hour and to pay them directly as independent contractors. A 1099 form will need to be completed by each. This special detail will work approximately 5 hours a shift. By utilizing 4 deputies, it frees up the others if a deputy makes an arrest and needs to transport them to County or write up the report. The additional deputies can continue the shift. The Village would like to do this twice between September 15th and November 1, 2017, at which time we can examine the results and cost to see if this would be a beneficial tactic to use in the future. The funds could be transferred from the General Fund Code Enforcement Officer Salary to additional IGA for police protection. The Sheriff’s Department will set up the dates and times, of each shift, so that no Village Employee/Official/Resident would know when the Special Detail was scheduled.
