Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on September 05, 2017. Mayor Hagloch called the meeting to order at 6:32 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Jim Holmes, and Chris Kopp. Mayor Christopher Hagloch. Alderman Michael Chausse, Barry Cooper, Jay Doherty, and Randy Slater were excused.

Also present were Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by John Hoscheidt, WRMJ.

Committee of the Whole:

The meeting was opened in prayer by Pastor Daren Dietmeier, Trinity Presbyterian Church.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Cemetery Transfer Request: Petition of Kenneth Jay Johnson to transfer grave space(s) one (1), two (2), and five (5), in lot two hundred ten (210), in the fifth (5th) addition of the Aledo Cemetery from Kenneth Jay Johnson to Louis Powell, 108 NE 3rd Street, Aledo, Illinois.

Public Works Activity Report:

• Streets: clean-up after Antique Days event; installation of fall downtown banners; painted lines at Courthouse and Monument Park; assisted gas division on the new gas main on SE 11th Avenue; and coordinating repairs to the large hump/bump at the 200 block of S. College Avenue, (stop light) and the pavement failures on Hwy. 17 by the Tastee Freeze and the South side of Times Record.

• Water: Julie’s; hydrants repairs continue and communication repairs at the WTP were completed.

• Gas: Julie’s; installation of new gas main at SE 11th.

• Cemetery: assisted in preparation and clean-up of Antique Days event.

• DPW: the multi-use path continues to progress; preparation of Antique Days; VHT began fiber installation on 8/28; met with Klingner to discuss City Hall proposal; grant received by IPRF and to go toward the installation of security cameras at Central Park.

Aledo Police Department Activity Report: CHIEF Sullivan reported a Law Enforcement Explorer post program has been successfully started. The first meeting was on 8/28 with seven (7) high school students registering for the program with a few more anticipated to sign-up. The Explorer post will meet on the 2nd and 4th Mondays of each month. The Explorers will get police related training. They will learn about police work from the officers and from guest speakers employed in the field. Explorers will also be given the opportunity to shadow officers who work City of Aledo and Mercer County School District events.

Chief reported a golf outing sponsored by Brookstone will be held on 9/23 at Hawthorne Ridge Golf Club. The golf outing will raise money for Shop with a Hero this year and will support Triad in coming years.

Administration Report: No Report.

Mayor’s Report: Mayor Hagloch participated in the Community Projects for Mercer County on 9/1. The event was well supported by the Community and a fun event to attend. Mayor reported a review of the current status on the multi-use path project with DPW Blaser and Shane Larson, Hutchison Engineering.

Committee Report: A Joint Public Property, Streets & Sidewalks and Tax Increment Financing (TIF) Committee was held on 8/30/17. The joint committee reviewed the following items: City Hall building renovations and repairs; the Roosevelt Military Academy property; installation of a female soldier statue and bench at the Armed Services Memorial; review of ITEP grant regarding a next phase for the 2018 grant cycle; and review of the next phase of downtown street/sidewalk enhancement improvements in F/Y 2018.

Motion was made by Alderman Bertrand and seconded by Alderman Holmes to approve the meeting minutes of August 21, 2017 as presented. A Roll call vote was recorded as follows:

Yes: Bertrand, Bewley, Holmes, Kopp, and Hagloch. No: None. Motion carried. 5 yeas, 0 nays.

Finance: Invoice List:

Motion was made by Alderman Kopp and seconded by Alderman Bewley that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Bewley, Holmes, Hagloch, and Bertrand. No: None. Abstain: Kopp. Motion carried. 4 yeas, 0 nays, 1 abstention.

Motion Approving The Repair Of A Sanitary Sewer Main; 400 Block Of South College Avenue:

Motion was made by Ald. Kopp and seconded by Ald. Bewley to approve the repair of a sanitary sewer main; 400 block of S. College Avenue, Aledo, Il; completed by Advanced Plumbing & Mechanical, 1340 South Main, Monmouth, Il., 61462, in the amount of Five Thousand Four Hundred Forty-five Dollars ($5,445.00). A Roll call vote was recorded as follows:

Yes: Holmes, Kopp, Hagloch, Bertrand, and Bewley. No: None. Motion carried. 5 yeas, 0 nays.

Motion Approving The Appointment Of Jacob Frieden To The Public Works Gas Division Gas Worker Position:

Motion was made by Alderman Kopp and seconded by Alderman Bewley to approve the appointment of Jacob W. Frieden, 403 NW 3rd Street, Aledo, IL., 61231, to the Public Works Gas Division Gas Worker Position effective Monday, September 11, 2017. A Roll call vote was recorded as follows:

Yes: Kopp, Hagloch, Bertrand, Bewley, and Holmes. No: None. Motion carried. 5 yeas, 0 nays.

Motion Approving The Proposal From Klingner Associates, P.C. For Aledo City Hall – Interior Space Planning In The Amount Of $7,800:

Motion was made by Alderman Kopp and seconded by Alderman Holmes to approve the item as presented. A Roll call vote was recorded as follows:

Yes: Hagloch, Bertrand, Bewley, Holmes, and Kopp. No: None. Motion carried. 5 yeas, 0 nays.

Resolution No. 34r, Series Of 2017; Approving A License Agreement Between The City Of Aledo And The Aledo Police Benevolent Association For Use Of The Property Located At 2nd Street And 2nd Avenue In The City Of Aledo, Illinois:

Motion was made by Alderman Bertrand and seconded by Alderman Holmes to approve Resolution No. 34R, Series of 2017; Approving a license agreement between the City of Aledo and the Aledo Police Benevolent Association for use of the property located at 2nd Street and 2nd Avenue in the City of Aledo, Illinois; for the installation of a bench and a statue of a female soldier to honor all women from the City of Aledo and surrounding areas who have served in the United States Military. A Roll call vote was recorded as follows:

Yes: Bertrand, Bewley, Holmes, Kopp, and Hagloch. No: None. Motion carried. 5 yeas, 0 nays.

Standing Committee Reports: No Report.

Old Business: ALD. Bewley inquired on the status of pipe repairs located at the Mercer County High School on Hwy 17. City staff reported the City’s portion of the repair was completed but IDOT has yet to complete their particular portion. No further discussion followed.

New Business: No Report.

Adjournment: There being no further business, motion was made by Alderman Kopp and seconded by Alderman Holmes that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:47 p.m.
