City of Silvis Playground and Recreation Board met September 7. 

Here is the minutes as provided by the board:

Juan Escontrias called the meeting to order at 6:31 pm.

Members present: Juan Escontrias, Bob Roman, Jim A. Grafton, Bruce Nelson and Carrie Toland

Members absent: -

Also present: City Administrator Jim Grafton, Damon Bautista

Bob Roman made a motion to accept the minutes from August as written. Motion seconded by Jim A. Grafton. All ayes – motion carried.

Juan Escontrias read the bills

Bob Roman made a motion to pay all bills for the previous month. Motion seconded by Carrie Toland. All ayes –  motion carried.

Old business:

 Hibbs Field: Final recommendation is to reverse the field and add parking spots. Next step: needs to go to the finance committee. Other considerations discussed: fix the drainage issue and purchase empty lot on 16th street for parking. Jim Grafton will check to find out asking price for the lot.

 Volleyball: Due to shortage of teams, schedule is being modified to accommodate 5 teams. Reducing fall season from 13 weeks to 10 weeks. Teams will play 12 games during the season. Cost to rent facility is $80 per night. With 5 teams, cost would be $160 per team. Carrie would like to avoid a cost increase since there is one less game for the season. Discussed the park board paying a small portion of the rental fee to maintain the $150 rate per team.

o Jim A. Grafton made a motion to pay the extra $50 needed to rent the facility. Motion seconded by Bruce Nelson. All ayes – motion carried.

 Schadt park pavilion structure is framed and roofed; electricity has been run. Stone work is ordered.

 Discussed clean-up at park pavilions. Jim Grafton said he will discuss with the park department if this is an issue.

 Lock at the McGehee center isn’t working properly. Jim will let the park department know.

New business:

 New equipment is going in at Hero Street; doesn’t appear to be room for additional swings.

 Heartland pays $1000 per year for the field rental and maintenance for field near friendship. They’ve requested a new building and would like three batting cages to prevent less balls going onto Crosstown. There have also been some issues with the restrooms during tournaments. Discussed needing to re-engage in discussions with the team to establish a plan moving forward – will do that sometime this winter.

 Damon Bautista attended and provided an update on the summer program. He said the summer went well and the numbers were consistent with last year, usually with 60-70 kids per day. No issues with participants or supervisors – they’re looking forward to having the completed shelter next year. Damon is planning to come back next year to lead the summer program and most of the counselors will be back as well. Equipment: In need of new dodge balls for next year, consider purchasing plastic pickle ball equipment to take advantage of the new courts. Mr. Hanlin offered to help teach the kids how to play. They play a lot on the “old” tennis courts and there are lots of cracks/bumps, etc. Jim Grafton said he would get an estimate on getting an overlay for the court to make it safer.
