City of Silvis Public Works Committee met October 16.

Here is the minutes provided by the Committee:

Chairman York called the meeting to order at 5:45 pm and noted a quorum was present. There are several agenda items for consideration.

The first agenda item was discussion on the CDAP Grant application for Fair Acres. Jim explained that the first requirement for eligibility is to prove residents affected are in the low/moderate income. The grant is an 80/20 for new water lines. Jim said that we could possibly show a sense of urgency as they do not have fire protection. Preliminary costs for water would be about $300k and we have a study that was done that would need to be updated. Committee was in agreement to move the item to the COW.

The next agenda item was discussion on proposed relief on a high water bill at Bowlesburg School. Jim explained how the adjustment was calculated. Representative Jim Frank with the school was in attendance and explained what happened. The original bill was $35,930.46 and through the proposed adjustment the bill would be $15,758.30 and the proposed credit would be $20,172.16. Jim noted that he monitors the sewer bills daily and nothing showed up at the monitor station during this time.

Jim Grafton explained that there is a small leak at the 10"Street booster station and it requires immediate repairs. If the leak gets any worse the station could be flooded and all the controls would be ruined. The station is located on 10" Street and 8" Avenue. The function of the booster station is to transfer water from 9"Street tower to 17" tower. It is used daily to assist filling the 17" tower. The estimate to remove the pump, motor and replace the damaged pipe would be $7,000 to $8,000. Jim said that he still has funds available in his budget although they may need to be shifted from other accounts. The work would be done by Peerless Pump Company. Committee was in agreement to move forward with the emergency repairs and the item would be placed on the 10-17-17 COW agenda.

The last agenda item was discussion on the sign pounder for the street department. Jim Grafton explained that in his absence at the last meeting what was submitted were the attachments for the pounder; what is needed is the actual pounder. The cost of the sign pounder is $4,310. Committee was in agreement to move forward with the request and the item would be placed on the 10-17-17 COW agenda.

There were no other agenda items and the meeting was adjourned at 6:06 pm.
