Explanation:

1. A Resolution authorizing the Interim Chief of Police to execute a Police K9 Sale of Animal and Waiver of Liability Agreement transferring ownership of Police K9 Luna, a Belgian Malinois, from the City of Moline to Officer Jonathan Genisio, her handler. (John Hitchcock, Interim Chief of Police)

Explanation: The Police Department has determined that Police K9 Luna, a Belgian Malinois, is no longer fit to perform police duties and is being retired from public service. Public Act 099-0817, the Public Dog Retirement Act (effective date 01/01/2017), provides in part that a dog so retired shall be offered by the law enforcement agency to the officer who had custody and control of the animal during its service. Officer Jonathan Genisio, Police K9 Luna’s handler, has expressed his desire to take over ownership and care of the canine. The Police K9 Sale of Animal and Waiver of Liability Agreement releases and forever discharges the City from any and all claims relating to the canine after transfer of ownership. 2. A Resolution authorizing approval of a sole source purchase from JWC Environmental for a Monster Wash Press Compactor System for the amount of $32,750. (Tony Loete, Utilities General Manager)

Explanation: The wash press for the main wet well at South Slope failed in July 2017. Staff initiated a search for replacement parts; however, none were found to be readily available, and they would need to be fabricated at a cost exceeding $40,000.00. When staff considered replacement, JWC Environmental was found to be the only known manufacturer that is able to custom build a new wash press unit with compatibility to South Slope’s step screen. The cost for the unit is $32,750. Additional documentation attached.

3. A Resolution authorizing the Interim Fire Chief to accept the quotation from Sandry Fire Equipment LLC for the purchase of 30 MSA G1 SCBA Airpacks in the amount of $219,789. (Jeff Snyder, Interim Fire Chief)

Explanation: The Fire Department has budgeted annually for a number of years into a special fund for the purchase of airpacks. This fund currently has a balance of $210,160.83; however, the Department has sufficient funds budgeted in the Station Alerting Fund to cover the excess of $9,628.17 needed to make the purchase. Sandry Fire Supply LLC, based in DeWitt, Iowa, is the only local source for the MSA G1 SCBA with a thermal imaging camera integrated into its design. The sole source acceptance of this quotation is recommended pursuant to Chapter 27, Sections 27-3105 and 27-4101, of the Moline Code of Ordinances. Additional documentation attached.
